【摘要】：在促進(jìn)國民經(jīng)濟(jì)發(fā)展、增強(qiáng)綜合國力的事業(yè)中,越南面臨著資本短缺、技術(shù)落后、管理水平低等一系列問題。想要解決好這系列問題,只有一項理性的選擇,就是要擴(kuò)’大吸引外商對越直接投資。 但是,在經(jīng)濟(jì)國際化、全球化的背景下,不僅越南,越來越多的發(fā)展中國家都意識到國際企業(yè)的直接投資對本國經(jīng)濟(jì)發(fā)展具有重要的意義,所以幾乎所有發(fā)展中國家和新興工業(yè)經(jīng)濟(jì)體都放寬了對外商的各種限制,加大招商引資的力度。同時,吸引外商直接投資的成效已經(jīng)成為國際公認(rèn)衡量一個國家或地區(qū)經(jīng)濟(jì)發(fā)展水平的重要指標(biāo)之二,使吸引外商直接投資的競爭更加激烈。結(jié)合本身當(dāng)前存在諸多問題,越南擴(kuò)大吸引外商直接投資的難度更為明顯。 本文立足于對外直接投資相關(guān)理論與越南吸引外商直接投資的20余年的實證,試圖揭示越南擴(kuò)大吸引外商投資的必要性,探討在吸引外商直接投資方面上越南的困難以及在越直接投資的外國企業(yè)面臨的挑戰(zhàn)。并希望對越南擴(kuò)大吸引外商直接投資的事業(yè),對國際企業(yè)在越南市場投資給予一定的參考。 本文先由關(guān)于對外直接投資相關(guān)基礎(chǔ)理論導(dǎo)入,探討了國際企業(yè)為何要進(jìn)行直接投資,以及東道國為何必須選擇吸引外商直接投資來發(fā)展本國經(jīng)濟(jì)。接著,進(jìn)行分析了越南吸引外商直接投資的現(xiàn)狀特征、吸引外商直接投資方面上越南存在的問題、在越投資的外國企業(yè)的現(xiàn)有問題以及導(dǎo)出這些問題的主要原因。 基于以上的分析并結(jié)合本人在中國留學(xué)期間對中國吸引外國直接投資的研究,本文針對越南吸引外商直接投資中存在的問題,借鑒中國在吸引外商直接投資方面的經(jīng)驗,就如何擴(kuò)大吸引外商對越南直接投資提出一些相應(yīng)的對策建議,包括：(1)擴(kuò)大外商對越南直接投資的政策建議；(2)對對越直接投資的外資企業(yè)的對策建議。
[Abstract]:In promoting the development of the national economy and enhancing the overall national strength, Vietnam is faced with a series of problems, such as capital shortage, backward technology, and low management level. To solve this series of problems, there is only one rational choice. Is to expand 'attract foreign direct investment in Vietnam. However, in the context of economic internationalization and globalization, not only Viet Nam, but also more and more developing countries are aware of the importance of direct investment by international enterprises to their economic development. So almost all developing countries and emerging industrial economies have relaxed all kinds of restrictions on foreign businessmen and stepped up their efforts to attract investment. At the same time, The effectiveness of attracting foreign direct investment (FDI) has become one of the internationally recognized important indicators to measure the level of economic development of a country or region, which makes the competition for attracting foreign direct investment more intense. Vietnam's expansion of foreign direct investment is more difficult to attract. Based on the theory of foreign direct investment and the more than 20 years' demonstration of Vietnam's attracting foreign direct investment, this paper tries to reveal the necessity of Vietnam's expansion of foreign direct investment. To explore the difficulties faced by Viet Nam in attracting foreign direct investment and the challenges faced by foreign enterprises that invest directly in Vietnam, and hope to expand the cause of attracting foreign direct investment to Viet Nam, To the international enterprises in Vietnam market investment to a certain reference. This paper first introduces the basic theories about FDI, and discusses why international enterprises should invest directly, and why the host country must choose to attract FDI to develop its own economy. This paper analyzes the current situation of attracting foreign direct investment in Vietnam, the problems existing in attracting foreign direct investment, the existing problems of foreign enterprises investing in Vietnam and the main reasons for deriving these problems. Based on the above analysis and the research on attracting FDI in China during my study in China, this paper aims at the problems in attracting FDI from Vietnam, and draws lessons from China's experience in attracting FDI. This paper puts forward some corresponding countermeasures and suggestions on how to expand foreign direct investment in Vietnam, including 1: 1) policy advice on expanding foreign direct investment in Vietnam and 2) countermeasures and suggestions on foreign direct investment enterprises in Vietnam.
