【摘要】：中文摘要：隨著經(jīng)濟全球化不斷深入與發(fā)展,地區(qū)間的空間聯(lián)系和經(jīng)濟依賴程度不斷加深,區(qū)域經(jīng)濟一體化進程加快�？臻g特征是經(jīng)濟區(qū)發(fā)展演化程度的重要表征指標,具有重要的學(xué)術(shù)研究價值,而經(jīng)濟一體化的快速發(fā)展不僅順應(yīng)經(jīng)濟全球化快速發(fā)展的客觀要求,也是經(jīng)濟區(qū)內(nèi)部各城市之間相互聯(lián)系、共同發(fā)展的客觀需要。對沈陽經(jīng)濟區(qū)經(jīng)濟空間結(jié)構(gòu)及一體化問題的深入研究,不僅可以促進經(jīng)濟區(qū)內(nèi)資源的合理配置、推動各城市經(jīng)濟協(xié)調(diào)統(tǒng)一發(fā)展,還能夠為我國整體經(jīng)濟協(xié)調(diào)發(fā)展提供經(jīng)驗借鑒。本文針對沈陽經(jīng)濟區(qū)經(jīng)濟空間聯(lián)系、空間結(jié)構(gòu)特征以及經(jīng)濟一體化的必要性、動力機制、發(fā)展環(huán)境、存在問題、實現(xiàn)路徑及合作機制等內(nèi)容進行了系統(tǒng)詳盡的論述,旨在調(diào)整產(chǎn)業(yè)結(jié)構(gòu),協(xié)調(diào)區(qū)域之間經(jīng)濟合作與分工,以及為政府決策部門制定產(chǎn)業(yè)政策和區(qū)域經(jīng)濟一體化發(fā)展提供理論依據(jù),從而促進沈陽經(jīng)濟區(qū)經(jīng)濟協(xié)調(diào)持續(xù)健康發(fā)展。 本文首先從五個方面對沈陽經(jīng)濟區(qū)的空間特征進行了深入分析：(1)對沈陽經(jīng)濟區(qū)八個城市的空間經(jīng)濟集聚特征進行了研究,詳細論述了其空間關(guān)聯(lián)模式；(2)從人口、資源、交通、設(shè)施等空間要素著手,分析了沈陽經(jīng)濟區(qū)空間結(jié)構(gòu)特征,并對空間結(jié)構(gòu)優(yōu)化水平進行了總體評價；(3)分析了沈陽經(jīng)濟區(qū)八個城市的中心職能指數(shù)、經(jīng)濟聯(lián)系及隸屬度,依據(jù)分析結(jié)果將沈陽經(jīng)濟區(qū)劃分為沈陽城市圈及鞍山城市圈,并進一步分析得出沈陽城市圈為核心城市圈,鞍山城市圈為半核心城市圈；(4)通過ucinet軟件生成沈陽經(jīng)濟區(qū)三年的經(jīng)濟聯(lián)系網(wǎng)絡(luò)結(jié)構(gòu)圖,依此分析了沈陽經(jīng)濟區(qū)八個城市的空間聯(lián)系的動態(tài)變化特征；(5)基于城市流模型對沈陽經(jīng)濟區(qū)八個城市18個產(chǎn)業(yè)部門的對外經(jīng)濟聯(lián)系數(shù)量進行了研究,總體分析了沈陽經(jīng)濟區(qū)綜合對外服務(wù)能力。 研究結(jié)果表明,沈陽是沈陽經(jīng)濟區(qū)的中心城市,能夠?qū)χ車貐^(qū)產(chǎn)生較強的帶動輻射作用,而鞍山作為次中心城市,對周圍地區(qū)的輻射作用稍弱于沈陽,其余城市之間的經(jīng)濟聯(lián)系則相對較弱。沈陽經(jīng)濟區(qū)在空間上呈現(xiàn)出中間發(fā)展水平高、周邊發(fā)展水平低的特征,各城市之間具有顯著的空間差異,且差異呈拉大趨勢。各城市經(jīng)濟總量逐年升高,城市之間的經(jīng)濟聯(lián)系也越發(fā)緊密,沈陽經(jīng)濟區(qū)的空間經(jīng)濟聯(lián)系處于不斷完善之中。 其次,從區(qū)域經(jīng)濟一體化發(fā)展條件、實現(xiàn)路徑、合作機制等方面對沈陽經(jīng)濟區(qū)經(jīng)濟體化發(fā)展進行了全面分析。沈陽經(jīng)濟區(qū)一體化在政府協(xié)調(diào)指導(dǎo)下受到多方面因素推動,包括專業(yè)化社會分工、區(qū)域互補性與競爭性、規(guī)模經(jīng)濟與交易成本機制等。沈陽經(jīng)濟區(qū)一體化在基礎(chǔ)設(shè)施、人口、市場、產(chǎn)業(yè)、資源、制度等環(huán)境方面具備了一定基礎(chǔ),但同時也存在制度不完善、城市之間空間聯(lián)系薄弱、生態(tài)污染等問題。針對以上分析構(gòu)建以沈陽為中心城市、以產(chǎn)業(yè)一體化為發(fā)展重點、以協(xié)調(diào)組織機構(gòu)為支撐的一體化發(fā)展模式,并對經(jīng)濟區(qū)一體化發(fā)展水平進行評價,結(jié)果表明,沈陽經(jīng)濟區(qū)需要理順交易與供求關(guān)系、深化市場分工與合作,政府工作效率雖然較高但政策認同度較低,在保障民生方面需進一步努力。 沈陽經(jīng)濟區(qū)一體化發(fā)展需要通過政府政策一體化、產(chǎn)業(yè)一體化、交通網(wǎng)絡(luò)一體化、現(xiàn)代物流一體化、信息基礎(chǔ)設(shè)施一體化、人口管理一體化、行業(yè)一體化、生態(tài)環(huán)境建設(shè)一體化以及社會保障一體化等多條路徑來實現(xiàn)。沈陽經(jīng)濟區(qū)一體化的實現(xiàn)還需建立相應(yīng)的合作機制，，主要包括政府協(xié)調(diào)合作機制及行業(yè)合作機制,在行業(yè)合作機制中針對各區(qū)域空間要素建立相應(yīng)合作機制,如物流、旅游、金融、環(huán)境及企業(yè)合作機制等,同時著重建立協(xié)調(diào)機制與區(qū)域資源共享機制,推動沈陽經(jīng)濟區(qū)一體化水平的整體提升。
[Abstract]:Abstract : With the deepening of economic globalization and the deepening of economic dependence , the process of regional economic integration is accelerated .


In this paper , the spatial characteristics of Shenyang economic zone are analyzed in depth from five aspects : ( 1 ) the spatial economic agglomeration characteristics of eight cities in Shenyang economic zone are studied , and their spatial correlation mode is discussed in detail ;
( 2 ) Starting from the spatial elements such as population , resources , transportation and facilities , the spatial structure characteristics of Shenyang economic zone are analyzed , and the spatial structure optimization level is generally evaluated ;
( 3 ) The central function index , economic relation and membership degree of eight cities in Shenyang economic zone are analyzed . According to the analysis results , Shenyang economic zone is divided into Shenyang city circle and Anshan city circle , and further analysis shows that Shenyang city circle is core city circle , and Anshan city circle is semi - core city circle ;
( 4 ) Based on ucet software , the structural diagram of economic contact network for three years of Shenyang Economic Area is generated , and the dynamic characteristics of spatial relation of eight cities in Shenyang economic zone are analyzed .
( 5 ) Based on the urban flow model , the external economic relation quantity of 18 industrial departments in eight cities in Shenyang economic zone is studied , and the comprehensive external service ability of Shenyang economic zone is analyzed .


The research results show that Shenyang is the central city of Shenyang economic zone , which can bring about stronger radiation effect on the surrounding area , and Anshan is the secondary central city , the radiation effect of the surrounding area is slightly weaker than that of Shenyang , and the economic relation among the rest cities is relatively weak . The economic zone of Shenyang is characterized by a high level of intermediate development and low peripheral development level .


This paper analyzes the development of economy in Shenyang economic zone from the aspects of regional economic integration development condition , realization path and cooperation mechanism . The integration of Shenyang economic zone is based on the environment of infrastructure , population , market , industry , resource and system .


The integrated development of Shenyang economic zone needs to be realized through a plurality of paths such as government policy integration , industrial integration , traffic network integration , modern logistics integration , information infrastructure integration , population management integration , industry integration , ecological environment construction integration and social security integration .
