【摘要】：在轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級大環(huán)境下,發(fā)展低碳經(jīng)濟(jì)是資源型城市成功轉(zhuǎn)型的關(guān)鍵,也是資源型城市可持續(xù)發(fā)展的重要途徑之一。但由于資源型城市的區(qū)域和經(jīng)濟(jì)發(fā)展階段的差異,有必要對其低碳經(jīng)濟(jì)的有效性進(jìn)行評價。在DEA模型的基礎(chǔ)上,對內(nèi)蒙古自治區(qū)烏海市、赤峰、鄂爾多斯等10個資源型城市進(jìn)行相對綜合評價及技術(shù)和規(guī)模有效性評價,結(jié)果表明:呼倫貝爾市、興安盟、通遼市、錫林郭勒盟、鄂爾多斯市、阿拉善盟的低碳經(jīng)濟(jì)發(fā)展良好,包頭市、烏海市、赤峰市、巴彥淖爾市的低碳經(jīng)濟(jì)發(fā)展落后,是內(nèi)蒙古低碳經(jīng)濟(jì)發(fā)展的阻礙因素。據(jù)此提出內(nèi)蒙古自治區(qū)各個資源型城市低碳經(jīng)濟(jì)發(fā)展的對策。
[Abstract]:Under the circumstances of changing the mode of economic development and optimizing and upgrading the industrial structure, the development of low-carbon economy is the key to the successful transformation of resource-based cities. It is also one of the important ways for the sustainable development of resource-based cities. However, due to the differences in regional and economic development stages of resource-based cities, it is necessary to evaluate the effectiveness of their low-carbon economy. The relative comprehensive evaluation and technical and scale effectiveness evaluation of 10 resource-based cities in Wuhai, Chifeng and Ordos of Inner Mongolia Autonomous region are carried out. The results show that: Hulunbeir City, XingUNITA, Tongliao City, Xilingol League, Ordos City, etc. The low-carbon economy of Alashan League has developed well, while that of Baotou City, Wuhai City, Chifeng City and Bayan Nur City has lagged behind. It is a hindrance factor for the development of low carbon economy in Inner Mongolia. Accordingly, the countermeasures for the development of low carbon economy in various resource-based cities in Inner Mongolia Autonomous region are put forward.
