本文選題：產(chǎn)業(yè)結(jié)構(gòu)　切入點(diǎn)：榆林　出處：《中央民族大學(xué)》2013年碩士論文

【摘要】：經(jīng)過(guò)十來(lái)年的發(fā)展,榆林市國(guó)民生產(chǎn)總值已經(jīng)排到了全省第二,人民生活水平也得到了大幅提升。但作為一個(gè)榆林市人,在享受經(jīng)濟(jì)發(fā)展成果的同時(shí),對(duì)榆林市在發(fā)展過(guò)程中長(zhǎng)期忽視產(chǎn)業(yè)結(jié)構(gòu)對(duì)于發(fā)展的意義以及對(duì)于產(chǎn)業(yè)結(jié)構(gòu)問(wèn)題的漠視,使得我對(duì)榆林市未來(lái)的經(jīng)濟(jì)發(fā)展抱有深深地憂慮。就是由于這種疑慮以及作為一個(gè)榆林人的責(zé)任感,使得我決定將自己的論文研究?jī)?nèi)容確定在產(chǎn)業(yè)結(jié)構(gòu)上。 本文首先通過(guò)分析,得出了產(chǎn)業(yè)結(jié)構(gòu)對(duì)榆林市發(fā)展的意義,表現(xiàn)為：合理的產(chǎn)業(yè)結(jié)構(gòu)是榆林市擺脫傳統(tǒng)資源型城市發(fā)展的困境、促進(jìn)社會(huì)的和諧穩(wěn)定、與時(shí)俱進(jìn)的必然要求。接下來(lái)闡述了本文運(yùn)用到的產(chǎn)業(yè)結(jié)構(gòu)相關(guān)理論。這些理論主要涉及影響產(chǎn)業(yè)結(jié)構(gòu)的主要因素。這些因素為本文對(duì)榆林市產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀描述范圍的確定指明了方向。同時(shí)它對(duì)于產(chǎn)業(yè)結(jié)構(gòu)問(wèn)題的提出、分析、解決也有著重要的理論指導(dǎo)意義。在理論后,本文通過(guò)挑選了一些具有代表性的國(guó)家或是產(chǎn)業(yè)發(fā)展模式與榆林市相似的地區(qū),通過(guò)總結(jié)他們?cè)诎l(fā)展過(guò)程對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一些經(jīng)驗(yàn),對(duì)本文最終問(wèn)題的解決提供重要借鑒。有了理論和經(jīng)驗(yàn)的指導(dǎo),接下來(lái)本文則是完全按照提出問(wèn)題、分析問(wèn)題、解決問(wèn)題的一般思路展開。 對(duì)榆林市產(chǎn)業(yè)結(jié)構(gòu)存在的問(wèn)題的表述,本文盡可能的表面化,這樣更能突出問(wèn)題的嚴(yán)重性,更具有分析性。而對(duì)于問(wèn)題的分析,也就是對(duì)于原因的探索則更注重于從深層次挖掘。這也就使得本文對(duì)產(chǎn)業(yè)結(jié)構(gòu)問(wèn)題的表述與原因的表述之間看似缺乏聯(lián)系性。同時(shí),原因與問(wèn)題之間的關(guān)系并不是一對(duì)一的關(guān)系,而是一對(duì)全的關(guān)系。也就是說(shuō),某一個(gè)原因?qū)е铝怂袉?wèn)題的出現(xiàn),而不是某一個(gè)原因只導(dǎo)致一個(gè)問(wèn)題出現(xiàn)。 本文認(rèn)為,榆林市產(chǎn)業(yè)結(jié)構(gòu)存在的問(wèn)題主要有：①產(chǎn)業(yè)結(jié)構(gòu)趨同化嚴(yán)重。②產(chǎn)業(yè)結(jié)構(gòu)偏離度大。③產(chǎn)業(yè)資源依賴度較高。④主導(dǎo)產(chǎn)業(yè)帶動(dòng)力弱。原因則主要是由于外部性導(dǎo)致的市場(chǎng)失靈和政府對(duì)產(chǎn)業(yè)發(fā)展激勵(lì)的不足；科技創(chuàng)新動(dòng)力的缺乏；勞動(dòng)力素質(zhì)偏低；基礎(chǔ)設(shè)施建設(shè)落后。 關(guān)于對(duì)策的提出,本文并沒(méi)有標(biāo)新立異的提出一些獨(dú)有的解決方法。而是采取的是“拿來(lái)主義”,也就是將其它國(guó)家或地區(qū)一些適合解決榆林市當(dāng)前產(chǎn)業(yè)結(jié)構(gòu)問(wèn)題的經(jīng)驗(yàn)?zāi)脕?lái)。從某種意義上說(shuō),本文就是通過(guò)分析自己,分析別人,最終得出該從別人那里拿來(lái)什么來(lái)解決當(dāng)前榆林市產(chǎn)業(yè)結(jié)構(gòu)存在的問(wèn)題,從而推動(dòng)榆林市經(jīng)濟(jì)更好、更快的發(fā)展。
[Abstract]:After more than a decade of development, the gross national product of Yulin has ranked second in the province, and the standard of living of the people has also been greatly improved. But as a resident of Yulin, while enjoying the fruits of economic development, The long-term neglect of the significance of industrial structure for development and the neglect of industrial structure in Yulin City, It is because of this doubt and the sense of responsibility of a Yulin person that I have decided to define my research content on the industrial structure. In this paper, the significance of industrial structure to the development of Yulin City is obtained through analysis, which is shown as: reasonable industrial structure is to get rid of the predicament of traditional resource-based city development and to promote social harmony and stability. Next, the related theories of industrial structure applied in this paper are expounded. These theories mainly involve the main factors that affect the industrial structure. These factors are the description of the present situation of industrial structure in Yulin city. The determination of the scope indicates the direction. At the same time, it raises the problem of industrial structure. It is also of great theoretical significance to analyze and solve the problem. After the theory, this paper selects some representative countries or regions similar to Yulin City in industrial development mode. By summing up their experience in industrial structure adjustment in the course of development, this paper provides an important reference for the solution of the final problem in this paper. With the guidance of theory and experience, this paper will analyze the problem completely according to the questions raised. The general idea of solving the problem is unfolded. To the Yulin City industrial structure existence question's expression, this article as far as possible surface, thus can highlight the problem the seriousness, has the analysis. But for the question analysis, That is to say, the exploration of the reasons pays more attention to excavating from a deep level. This also makes it seem that there is a lack of connection between the expression of the industrial structure problem and the explanation of the reasons in this paper. At the same time, The relationship between cause and problem is not a one-to-one relationship, but a one-to-one relationship. This paper holds that, The main problems existing in the industrial structure of Yulin city are: 1) the industrial structure converges seriously. 2 the industrial structure deviates greatly. 3. The dependence of industrial resources is high. 4. The driving force of leading industries is weak. The reason is mainly the market caused by externalities. Failure and lack of government incentives for industrial development; Lack of scientific and technological innovation power; low quality of labor force; backward infrastructure construction. With regard to the proposal of countermeasures, This paper does not propose some unique solutions. Instead, it adopts the doctrine of "taking advantage", that is, bringing in some experiences of other countries or regions that are suitable for solving the current industrial structure problems in Yulin City. In a sense, This article is through the analysis oneself, the analysis others, finally obtains what should take from others to solve the current Yulin city industrial structure existence question, thus impels the Yulin city economy to be better, develops faster.
