【摘要】：能源緊張不僅成為制約廣東省經(jīng)濟增長的“瓶頸”，而且已嚴重威脅到其能源安全；同時在生產(chǎn)和消費過程中產(chǎn)生的大量污染物所帶來的環(huán)境壓力也越來越大。能源瓶頸及環(huán)境壓力說明，提高能源利用效率、降低能源消費強度已成為了廣東省可持續(xù)發(fā)展的必然之路。能源消費強度的高低不僅與自身經(jīng)濟的發(fā)展軌跡和規(guī)模相關，而且在經(jīng)濟全球化趨勢下外商直接投資對能源消費強度的影響也越來越大，作為FDI利用規(guī)模位居全國前列的廣東省，外資的進入無疑會影響其能源消費強度。因此，在資源相對匱乏、能源利用效率不高及生態(tài)環(huán)境約束等多重壓力下，研究廣東省FDI對能源消費強度的影響顯得尤為重要。 本文以FDI環(huán)境理論、能源消費強度理論為基礎，首先從規(guī)模效應、結構效應和技術效應系統(tǒng)分析FDI對能源消費強度的影響機制；緊接著定量分析廣東省FDI和能源消費強度的發(fā)展現(xiàn)狀，并定性分析廣東省FDI規(guī)模效應、結構效應和技術效應對能源消費強度的正負作用；然后從區(qū)域、行業(yè)和來源地等不同角度實證研究廣東省FDI對能源消費強度的影響；最后，在理論分析和實證研究的基礎上，從FDI角度提出有利于廣東省能源消費強度下降的政策建議。 研究得到以下結論：（1）初步驗證了“FDI能降低東道國能源消費強度”的命題在廣東省各區(qū)域均成立，F(xiàn)DI規(guī)模效應能促進各區(qū)域能源消費強度下降但影響差異顯著，這要求政府優(yōu)化FDI政策促進區(qū)域協(xié)調(diào)發(fā)展。（2）FDI規(guī)模效應和結構效應對廣東省能源消費強度的下降起促進作用，，而FDI技術效應起阻礙作用，但總體上這三種效應共同促進了廣東省能源消費強度的下降，政府應提高FDI引進門檻。（3）從日本、韓國、新加坡、英國、法國和德國地區(qū)引進的FDI比重上升有利于降低廣東省能源消費強度，而從港澳臺地區(qū)引進的FDI比重上升阻礙了廣東省能源消費強度的下降，另外來自美國、加拿大地區(qū)的FDI由于技術保護和投入方向等原因?qū)V東省能源消費強度下降的促進作用并不顯著甚至在一定程度上起負作用，因此政府應對FDI來源進行結構調(diào)整。
[Abstract]:Energy tension has not only become the bottleneck of economic growth in Guangdong Province, but also has seriously threatened its energy security. At the same time, the environmental pressure caused by a large number of pollutants produced in the process of production and consumption is also increasing. Energy bottlenecks and environmental pressures are indicative of improving the efficiency of energy use. Reducing the intensity of energy consumption has become an inevitable way for the sustainable development of Guangdong Province. The intensity of energy consumption is not only related to the development track and scale of its own economy, Moreover, under the trend of economic globalization, the influence of foreign direct investment on the intensity of energy consumption is becoming more and more great. As Guangdong Province, which has the highest scale of FDI utilization in China, the entry of foreign capital will undoubtedly affect its energy consumption intensity. Under the pressure of relative scarcity of resources, low efficiency of energy use and restriction of ecological environment, it is particularly important to study the influence of FDI on energy consumption intensity in Guangdong Province. Based on FDI environment theory and energy consumption intensity theory, this paper systematically analyzes the influence mechanism of FDI on energy consumption intensity from scale effect, structure effect and technical effect. Then quantitative analysis of the development of Guangdong Province's FDI and energy consumption intensity, and qualitative analysis of Guangdong Province's FDI scale effect, structural effect and technical effect on the positive and negative effects of energy consumption intensity; then from the region, Finally, on the basis of theoretical analysis and empirical research, this paper puts forward some policy suggestions from the perspective of FDI to reduce the intensity of energy consumption in Guangdong Province. The conclusion of the study is as follows: 1) the conclusion that FDI can reduce the energy consumption intensity of the host country is established in all regions of Guangdong Province. The scale effect of FDI can promote the decrease of energy consumption intensity in each region, but the difference is significant. This requires the government to optimize the FDI policy to promote the coordinated development of the region. The scale effect and structural effect of FDI play a role in promoting the decrease of the intensity of energy consumption in Guangdong Province, while the technical effect of FDI plays an obstacle role. But on the whole, these three effects have contributed to the decrease in the intensity of energy consumption in Guangdong Province, and the government should raise the threshold of introducing FDI from Japan, South Korea, Singapore, Britain, The increase in the proportion of FDI introduced in France and Germany is conducive to reducing the intensity of energy consumption in Guangdong Province, while the increase in the proportion of FDI imported from Hong Kong, Macao and Taiwan hampers the decline in the intensity of energy consumption in Guangdong Province. In addition, it comes from the United States. Due to the technical protection and investment direction, the FDI in Canada does not play a significant or even negative role in promoting the decrease of energy consumption intensity in Guangdong Province. Therefore, the government should adjust the structure of FDI sources.
