【摘要】：基本公共服務是反應民生問題的重要組成內(nèi)容,它與一個社會是否能夠和諧發(fā)展具有密不可分的關系。為了促進中部地區(qū)經(jīng)濟社會全面發(fā)展,基本公共服務均等化的實現(xiàn)是該目標得以轉變?yōu)楝F(xiàn)實的重要保證。因此,對于中部地區(qū)基本公共服務均等化的研究就具有十分重要的意義。 結合已有的關于基本公共服務的文獻,以相關概念的界定為理論依據(jù),在此基礎上本文從中部地區(qū)基本公共服務的供給差異出發(fā),研究了2006年至今在促進中部崛起戰(zhàn)略實施的大背景下,中部六省的基本公共服務供給能力不均等的現(xiàn)狀,通過對六省份的比較進而發(fā)現(xiàn)差距,提出有助于提升該地區(qū)均等化程度的政策建議,使民眾受益。 文章通過確定基本公共服務量化測度指標體系,量化測度了山西、安徽、江西、河南、湖北、湖南六省在義務教育、公共醫(yī)療與衛(wèi)生、基本社會保障三方面的均等化指數(shù),得出了由于財政收入能力的差異,人口受教育程度的差異,基本公共服務供給失衡,政府職能錯位等原因引發(fā)的非均等化問題。在此基礎上,利用包絡分析法分析了地方政府的公共服務供給效率,分別從綜合技術效率、純技術效率和規(guī)模效率三個方面對六省份進行了排名,結果表明：中部地區(qū)各省份的基本公共服務供給效率仍然存在很大的提升空間,并且各省份之間存在明顯的差異。結合國內(nèi)、國外基本公共服務均等化實施較好的地區(qū)和國家在基礎教育、公共醫(yī)療與衛(wèi)生以及基本社會保障的實踐經(jīng)驗,通過對比分析總結出提升中部地區(qū)基本公共服務均等化可借鑒的相關經(jīng)驗。在此基礎上結合中部地區(qū)的實際情況,因地制宜地提出相應的對策建議,以此來推進中部地區(qū)基本公共服務均等化的實現(xiàn)。
[Abstract]:Basic public service is an important component of people's livelihood. It is closely related to the harmonious development of a society. The realization of equalization of basic public services is an important guarantee for the transformation of this goal into reality, so it is of great significance to study the equalization of basic public services in the central region. Combined with the existing literature on basic public services, based on the definition of relevant concepts, this paper starts from the differences in the supply of basic public services in the central region. Under the background of promoting the implementation of the strategy of rising up of central China, this paper studies the current situation of unequal supply of basic public services in six central provinces, and finds out the gap through the comparison of the six provinces. Put forward policy recommendations to promote the equalization of the region, so as to benefit the people. By determining the quantitative measurement index system of basic public services, this paper quantifies the equalization index of compulsory education, public health care and health, basic social security in Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan provinces. The problems of non-equalization caused by the difference of fiscal revenue ability, the difference of education level of population, the imbalance of basic public service supply, the dislocation of government function and so on are obtained. By using envelopment analysis, the paper analyzes the efficiency of public service supply of local governments, and ranks six provinces from three aspects: comprehensive technical efficiency, pure technical efficiency and scale efficiency. The results show that there is still great room for improvement in the efficiency of the supply of basic public services in the provinces of the central region, and there are obvious differences among the provinces. The practical experience of foreign regions and countries in implementing equalization of basic public services in basic education, public medical and health care and basic social security, Through comparative analysis, this paper sums up the relevant experience that can be used for reference in promoting the equalization of basic public services in the central region. On this basis, combining with the actual situation in the central region, it puts forward corresponding countermeasures and suggestions according to the local conditions. In order to promote the realization of equalization of basic public services in the central region.
