【摘要】：2009年福建省為建設(shè)海峽西岸經(jīng)濟區(qū)、推動區(qū)域發(fā)展,決定設(shè)立平潭綜合實驗區(qū)作為海峽西岸科學(xué)發(fā)展的先行區(qū)和示范區(qū)。2011年11月國務(wù)院正式批準《平潭綜合實驗區(qū)總體發(fā)展規(guī)劃》將平潭的開發(fā)開放上升為國家戰(zhàn)略,意圖全面探索兩岸深入合作和對接融合的新模式。 在平潭設(shè)立綜合實驗區(qū),是發(fā)展區(qū)域經(jīng)濟促進區(qū)域協(xié)調(diào)發(fā)展的需要,是構(gòu)建兩岸融合實驗平臺促進兩岸統(tǒng)合的需要,也是嘗試體制與行政改革實驗試點推進社會革新進步的需要,具有顯著的現(xiàn)實意義和深遠的歷史意義。 本文通過回顧實驗區(qū)的歷史演變、發(fā)展歷程和闡述區(qū)位基本情況,觀察開發(fā)建設(shè)三年多來的建設(shè)發(fā)展狀況和管理創(chuàng)新的進展,辨識發(fā)展中存在的問題,總結(jié)了發(fā)展成果以及取得這些成效的基礎(chǔ)保障。并通過分析總結(jié)概括出影響實驗區(qū)進一步開放開發(fā)的主要問題所在,即開拓精神不足導(dǎo)致的創(chuàng)新不足、法制保障缺位、體制機制不完備、發(fā)展目標錯位,以及探尋兩岸深入合作需要臺灣方面的良性呼應(yīng)等問題。 在理論上運用公共管理、參與式治理和開發(fā)區(qū)建設(shè)理論對實驗區(qū)的社會管理問題進行探討,針對建設(shè)“共同家園”的構(gòu)想進行理論分析,嘗試對“共同管理”進行探索。并著重分析綜合實驗區(qū)的法制保障問題和社會管理機制對平潭綜合實驗區(qū)建設(shè)發(fā)展的基礎(chǔ)保障意義。 本文在分析問題根源和汲取現(xiàn)代管理理論的基礎(chǔ)上,對平潭綜合實驗區(qū)建設(shè)管理作進一步創(chuàng)新完善的對策分析。提出促進實驗區(qū)發(fā)展對策建議,即進一步深化體制機制創(chuàng)新推動跨越發(fā)展、積極推動法制保障的建設(shè)；創(chuàng)新社會管理模式嘗試以建立非政府組織形式的區(qū)域協(xié)作管理機構(gòu)來推動共同管理的實行；科學(xué)地構(gòu)建對臺交流合作的匯集地,培植共同利益來引導(dǎo)家園認同,實現(xiàn)與臺灣社會全方位的過渡、融合與對接。
[Abstract]:In 2009, Fujian Province promoted regional development in order to build an economic zone on the west side of the strait. Decides to establish the Pingtan Comprehensive Experimental area as the leading and demonstration area for scientific development in the West Bank of the Strait. In November 2011, the State Council officially approved the General Development Plan of the Pingtan Comprehensive Experimental area, which will raise the development and opening up of Pingtan to a national strategy, We intend to explore a new model of deep cooperation and integration between the two sides of the strait. The establishment of a comprehensive experimental area in Pingtan is the need for the development of regional economy to promote the coordinated development of the region, and for the establishment of an experimental platform for cross-strait integration to promote cross-strait integration. It is also the need to try the system and administrative reform experiment to promote social innovation and progress, which has significant practical significance and far-reaching historical significance. This paper reviews the historical evolution, the development course and the basic situation of the location of the experimental area, observes the development situation of the construction and management innovation in the past three years of development and construction, and identifies the problems existing in the development. This paper summarizes the achievements of development and the basic guarantee to achieve these results. Through analysis, it summarizes the main problems that affect the further opening and development of the experimental area, that is, the lack of innovation caused by the lack of pioneering spirit and the absence of legal security. The system mechanism is not perfect, the development target is misplaced, and the exploration of the deep cooperation between the two sides of the Taiwan Strait needs the sound echo of Taiwan. In theory, using the theories of public management, participatory governance and development zone construction to discuss the social management of the experimental area, and to carry out theoretical analysis on the concept of building a "common home". This paper attempts to explore "joint management", and emphatically analyzes the legal system guarantee of comprehensive experimental area and the basic guarantee significance of social management mechanism to the construction and development of Pingtan comprehensive experimental area. On the basis of analyzing the root cause of the problem and absorbing the modern management theory, this paper makes a further innovation and analysis on the construction and management of Pingtan comprehensive experimental area, and puts forward some countermeasures and suggestions to promote the development of the experimental area. That is to further deepen institutional mechanism innovation and promote leapfrogging development, actively promote the construction of legal system guarantee, innovate the social management mode and try to promote the implementation of joint management by establishing regional cooperative management institutions in the form of non-governmental organizations. Scientific construction of exchange and cooperation with Taiwan, the cultivation of common interests to guide the recognition of the homeland, to achieve the all-round transition with Taiwan society, integration and docking.
