【摘要】：東盟區(qū)域經(jīng)濟(jì)一體化過(guò)程,可以分為特惠貿(mào)易安排、自由貿(mào)易區(qū)、經(jīng)濟(jì)共同體三個(gè)階段;其貿(mào)易政策也經(jīng)歷了由封閉到開(kāi)放、由高壁壘到高準(zhǔn)入的變化過(guò)程,并將繼續(xù)沿著這個(gè)趨勢(shì)發(fā)展。以政策目的、政策內(nèi)容、政策實(shí)施手段為角度,來(lái)考察東盟作為一個(gè)整體在區(qū)域經(jīng)濟(jì)一體化進(jìn)程中的內(nèi)部貿(mào)易政策演變,并分析得出:為適應(yīng)國(guó)際貿(mào)易格局重塑、國(guó)際貿(mào)易規(guī)則更替的大環(huán)境,東盟將以促進(jìn)貿(mào)易自由化和投資無(wú)障礙化、強(qiáng)化自由貿(mào)易區(qū)區(qū)域內(nèi)貿(mào)易相互依賴性、完善經(jīng)濟(jì)有關(guān)的法律政治制度為其未來(lái)貿(mào)易政策的基本走向。
[Abstract]:The process of ASEAN regional economic integration can be divided into three stages: preferential trade arrangement, free trade area and economic community. Its trade policy has also undergone a process of change from closed to open, from high barriers to high entry. And will continue to develop along this trend. From the perspective of policy objectives, policy content and policy implementation means, we will examine the evolution of internal trade policies of ASEAN as a whole in the process of regional economic integration. In order to adapt to the reshaping of the international trade pattern and the changing environment of international trade rules, ASEAN will promote trade liberalization and investment accessibility, and strengthen the interdependence of intraregional trade in the free trade area. Perfecting the legal and political system related to economy is the basic trend of its future trade policy.
