【摘要】：我國實施中部崛起發(fā)展戰(zhàn)略后,中部地區(qū)相繼出臺了自己的發(fā)展戰(zhàn)略,積極承接東部沿海省份的產(chǎn)業(yè)轉移。東部沿海省份的產(chǎn)業(yè)結構升級需求和中部崛起戰(zhàn)略的實施,不可避免地帶來了產(chǎn)業(yè)的梯度轉移,在產(chǎn)業(yè)的區(qū)際轉移過程中,究竟有沒有伴隨著污染的轉移?因此,在對于外商直接投資、國際貿(mào)易引起的國家之間污染轉移的污染避難所問題進行研究的同時,對于我國國內地區(qū)之間的產(chǎn)業(yè)轉移所產(chǎn)生的環(huán)境污染問題也必須引起足夠的重視。本文基于Becker和Henderson對污染密集型產(chǎn)業(yè)的分類方法,采用以區(qū)位商的構建機理為基礎的產(chǎn)業(yè)競爭力系數(shù),以及重污染行業(yè)產(chǎn)值的全國占比等指標,利用我國中部地區(qū)山西、安徽、江西、河南、湖北和湖南六個省份2000-2010年的面板數(shù)據(jù),分析了中部地區(qū)污染密集型產(chǎn)業(yè)的轉入情況,并進一步實證檢驗了這種產(chǎn)業(yè)轉移對中部地區(qū)污染轉移的影響。研究發(fā)現(xiàn),在2004年后,也就是中部崛起戰(zhàn)略實施后,各種污染密集型產(chǎn)業(yè)向中部轉移的趨勢越來越明顯。有色金屬礦采選業(yè),非金屬礦采選業(yè),農(nóng)副食品加工業(yè),食品制造業(yè),飲料制造業(yè),紡織業(yè),造紙及紙制品業(yè),石油加工、煉焦及核燃料加工業(yè),化學原料及化學制品制造業(yè),非金屬礦物制品業(yè),黑色金屬冶煉及壓延加工業(yè),電力、熱力的生產(chǎn)和供應業(yè)等污染密集型行業(yè)向中部地區(qū)的轉入,造成了廢水、二氧化硫和煙塵等污染物的排放向中部地區(qū)的轉入。文章最后對中部地區(qū)在實施招商引資政策、積極承接東部沿海省份等發(fā)達地區(qū)的產(chǎn)業(yè)轉移和環(huán)境保護方面提出了相應的對策建議。
[Abstract]:After the implementation of the strategy of the rise and development of central China, the central region has issued its own development strategy one after another, actively undertaking the industrial transfer of the eastern coastal provinces, the industrial structure upgrading needs of the eastern coastal provinces and the implementation of the strategy of the rise of the central region. Inevitably has brought the industrial gradient transfer, in the industry inter-regional transfer process, after all, is accompanied by the pollution transfer? Therefore, while studying the issue of pollution shelters for the transfer of pollution between countries caused by foreign direct investment and international trade, It is also necessary to pay enough attention to the problem of environmental pollution caused by industrial transfer between regions in China. Based on the classification of pollution-intensive industries based on Becker and Henderson, Using the industrial competitiveness coefficient based on the construction mechanism of location quotient, and the national proportion of heavy pollution industry output value, and using Shanxi, Anhui, Jiangxi, Henan in the central region of China, The panel data of six provinces of Hubei and Hunan from 2000 to 2010 analyzed the transition of pollution-intensive industries in the central region, and further empirically examined the impact of such industrial transfer on the pollution transfer in the central region. That is, after the implementation of the strategy of the rise of the central region, the trend of the shift of various polluting intensive industries to the central region has become more and more obvious. Non-ferrous metal ore mining and separation, non-metal mining and separation, agro-food processing, food manufacturing, beverage manufacturing, textile industry, Paper and paper products industry, petroleum processing, coking and nuclear fuel processing industry, chemical raw materials and chemical products manufacturing, non-metallic mineral products industry, ferrous metal smelting and calender processing industry, electricity, The transfer of pollution-intensive industries such as thermal production and supply to the central region has resulted in the transfer of pollutants such as wastewater, sulphur dioxide and soot to the central region. Some countermeasures and suggestions are put forward to actively undertake industrial transfer and environmental protection in developed areas such as eastern coastal provinces.
