【摘要】：京津冀協(xié)同發(fā)展,既是解決北京城市病和區(qū)域環(huán)境問題、推進(jìn)區(qū)域和城鄉(xiāng)統(tǒng)籌協(xié)調(diào)發(fā)展的戰(zhàn)略需要,也是實(shí)現(xiàn)京津冀區(qū)域優(yōu)勢(shì)互補(bǔ)、打造以創(chuàng)新為特征的我國(guó)經(jīng)濟(jì)第三增長(zhǎng)極和世界級(jí)城市群的戰(zhàn)略需要。推動(dòng)京津冀協(xié)同發(fā)展,要理清政府與市場(chǎng)的邊界,發(fā)揮好政府和市場(chǎng)兩個(gè)作用,加強(qiáng)頂層設(shè)計(jì),抓住核心問題,統(tǒng)籌協(xié)調(diào),積極創(chuàng)造條件,在工作機(jī)制、交通體系建設(shè)、新一代衛(wèi)星城建設(shè)、公共服務(wù)均衡化、利益共享機(jī)制五個(gè)方面實(shí)現(xiàn)重大突破。當(dāng)務(wù)之急是要建立和完善自上而下、上下貫通、強(qiáng)有力的協(xié)同發(fā)展領(lǐng)導(dǎo)體制和工作機(jī)制,加快交通一體化建設(shè),消除阻礙協(xié)同發(fā)展的軟性制度約束,為要素流動(dòng)掃清障礙,設(shè)立京津冀協(xié)同發(fā)展引導(dǎo)基金,有效引導(dǎo)市場(chǎng)主體的行為。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei is not only a strategic need to solve Beijing's urban diseases and regional environmental problems, but also a strategic need to promote the overall and coordinated development of regional and urban-rural areas, as well as to realize the complementary advantages of the Beijing-Tianjin-Hebei region. To build the third economic growth pole and the world class urban agglomeration characterized by innovation, it is necessary to promote the coordinated development of Beijing, Tianjin and Hebei. It is necessary to clear out the boundary between the government and the market, give play to the two roles of the government and the market, and strengthen the top-level design. Grasp the core issues, coordinate as a whole, and actively create conditions for the construction of the working mechanism, the transportation system, the construction of a new generation of satellite cities, and the equalization of public services. The most urgent task is to establish and improve the top-down, top-down, strong cooperative development leadership system and working mechanism, and speed up the construction of transportation integration. To eliminate the soft institutional constraints that hinder the coordinated development, to clear the obstacles for the factor flow, to set up the Beijing-Tianjin-Hebei cooperative development guide fund, and to effectively guide the behavior of the market main body.
