【摘要】：綠色技術(shù)創(chuàng)新是關(guān)系到一個(gè)國家(產(chǎn)業(yè))核心競(jìng)爭(zhēng)力以及可持續(xù)發(fā)展能力提升的關(guān)鍵。本文依據(jù)中國普遍存在研發(fā)補(bǔ)貼的特征事實(shí),構(gòu)建了研發(fā)支持(補(bǔ)貼)與環(huán)境規(guī)制政策雙重互動(dòng)的綠色技術(shù)創(chuàng)新誘發(fā)機(jī)制模型,研究了激發(fā)綠色技術(shù)創(chuàng)新及其市場(chǎng)化應(yīng)用的政策選擇與效應(yīng)。研究發(fā)現(xiàn),不同類型的研發(fā)政策和環(huán)境規(guī)制政策具有不同的績效,而且同一政策對(duì)不同類型綠色創(chuàng)新的誘發(fā)也具有異質(zhì)性效應(yīng)。研發(fā)政策與環(huán)境規(guī)制政策存在顯著的互動(dòng)效應(yīng),研發(fā)支持政策能夠透過綠色創(chuàng)新降低減排成本,進(jìn)而推動(dòng)企業(yè)遵從環(huán)境規(guī)制,只有二者結(jié)合使用并形成互補(bǔ)耦合,才能有效激發(fā)綠色創(chuàng)新。據(jù)此,本文提出了提升中國綠色創(chuàng)新水平的政策配置。
[Abstract]:Green technological innovation is the key to the improvement of a country's core competitiveness and sustainable development ability. This paper constructs a model of inducing mechanism of green technological innovation with dual interaction between R & D support (subsidy) and environmental regulation policy, and studies the policy choice and effect of stimulating green technological innovation and its market-oriented application. Different types of R & D policy and environmental regulation policy have different performance, and the same policy has heterogeneity effect on the induction of different types of green innovation. The policy of R & D support can reduce the cost of emission reduction through green innovation, and then push enterprises to comply with environmental regulations. Only when the two policies are used in combination and form a complementary coupling, can green innovation be effectively stimulated. This paper puts forward the policy allocation to improve the level of green innovation in China.
