【摘要】：隨著全球化和區(qū)域一體化趨勢愈演愈烈，國際資本和各種生產(chǎn)要素在世界各國流通迅速，對外貿(mào)易成為世界各國（或地區(qū)）經(jīng)濟社會發(fā)展的強大驅(qū)動力，發(fā)展外貿(mào)對一國或地區(qū)實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化具有極其重要的意義。改革開放以來，新疆的外貿(mào)經(jīng)歷了幾十年的發(fā)展，，厚積薄發(fā)，取得了很大的成就，對新疆的國民經(jīng)濟發(fā)展起著重要作用。但是還存在外貿(mào)企業(yè)規(guī)模小、進出口商品結(jié)構(gòu)不合理、外貿(mào)產(chǎn)品本地化低等眾多問題亟需解決。新疆在如何實現(xiàn)外貿(mào)規(guī)模不斷擴大和外貿(mào)結(jié)構(gòu)優(yōu)化目標的同時，能推動國民經(jīng)濟中的三次產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化，最終形成外貿(mào)的溢出效應(yīng)與產(chǎn)業(yè)發(fā)展的拉動效應(yīng)實現(xiàn)聯(lián)動機制，將成為本文的研究目標。 本文以新疆對外貿(mào)易與產(chǎn)業(yè)結(jié)構(gòu)關(guān)系為研究對象，重點探討新疆對外貿(mào)易對產(chǎn)業(yè)結(jié)構(gòu)的影響作用。本文共由六個部分組成：第一部分回顧和評論了相關(guān)文獻；第二部分探討了對外貿(mào)易影響產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)理論，得出對外貿(mào)易對產(chǎn)業(yè)結(jié)構(gòu)升級的作用機制；第三部分對新疆對外貿(mào)易結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展現(xiàn)狀分析，得出它們兩者結(jié)構(gòu)各自存在的問題；第四部分實證分析了新疆外貿(mào)發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)的影響力，為下文研究這兩者的相互關(guān)系提供基礎(chǔ)；第五部分依據(jù)上述分析結(jié)果對新疆對外貿(mào)易的發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)影響的作用進行分析，得出對外貿(mào)易的發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)升級的貢獻以及對產(chǎn)業(yè)結(jié)構(gòu)升級作用中的阻礙因素；最后一部分在上述研究的基礎(chǔ)上提出新疆對外貿(mào)易促進產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的對策建議。 本文得出以下結(jié)論：（1）新疆發(fā)展外貿(mào)擁有豐富的要素資源和發(fā)展?jié)摿�，并且將迎來新的發(fā)展機遇期。（2）實證結(jié)果顯示外貿(mào)進口與出口對三次產(chǎn)業(yè)的發(fā)展的影響程度不相同，具體表現(xiàn)為：初級產(chǎn)品出口對第一產(chǎn)業(yè)的發(fā)展有正的顯著影響；工業(yè)制成品出口對第二產(chǎn)業(yè)發(fā)展有正影響，而初級產(chǎn)品的出口可能阻礙第二產(chǎn)業(yè)升級；外貿(mào)出口對第三產(chǎn)業(yè)的發(fā)展影響較��；工業(yè)制成品中的高新技術(shù)產(chǎn)品進口能促進第二產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級；新疆外貿(mào)的良性發(fā)展在一定程度上會促進產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級。（3）在嶄新的“十二五”時期，抓住當(dāng)前面臨的大發(fā)展、大開放、大建設(shè)的機遇，針對當(dāng)前新疆對外貿(mào)易存在的問題，采取切實可行的對策，改善、加快發(fā)展對外貿(mào)易，通過新疆外貿(mào)結(jié)構(gòu)優(yōu)化來推動產(chǎn)業(yè)結(jié)構(gòu)的升級。
[Abstract]:With the increasing trend of globalization and regional integration and the rapid circulation of international capital and various factors of production in various countries of the world, foreign trade has become a powerful driving force for the economic and social development of all countries (or regions) in the world. The development of foreign trade is of great significance for a country or region to realize the optimization of industrial structure. Since the reform and opening up, Xinjiang's foreign trade has experienced decades of development and has made great achievements. It plays an important role in the development of the national economy in Xinjiang. However, there are still foreign trade enterprises on a small scale, and the structure of import and export commodities is unreasonable. Many problems, such as low localization of foreign trade products, need to be solved urgently. How to realize the goal of expanding the scale of foreign trade and optimizing the structure of foreign trade in Xinjiang can promote the continuous optimization of the three industrial structures in the national economy at the same time. Finally, the realization of the linkage mechanism between the spillover effect of foreign trade and the pull effect of industrial development will become the research goal of this paper. This paper takes the relationship between Xinjiang foreign trade and industrial structure as the research object, focusing on the impact of Xinjiang foreign trade on the industrial structure. This paper consists of six parts: the first part reviews and reviews the relevant literature; The second part discusses the relevant theories of foreign trade affecting industrial structure, and concludes the mechanism of foreign trade on upgrading industrial structure. The third part analyzes the current situation of foreign trade structure and industrial structure in Xinjiang. In 4th, the author analyzes the influence of the development of Xinjiang foreign trade on the industrial structure, which provides the basis for the study of the relationship between the two. Based on the above analysis results, the 5th part analyzes the effect of the development of Xinjiang foreign trade on the industrial structure, and draws the conclusion that the development of foreign trade contributes to the upgrading of industrial structure and the obstacles to the upgrading of industrial structure. The last part puts forward the countermeasures and suggestions of Xinjiang foreign trade to promote the optimization of industrial structure on the basis of the above research. This paper draws the following conclusions: (1) Xinjiang has abundant factor resources and development potential for developing foreign trade, and it will usher in a new period of development opportunities. The empirical results show that the influence of foreign trade import and export on the development of the three industries is not the same. The main results are as follows: the export of primary products has a positive and significant impact on the development of the primary industry, the export of manufactured goods has a positive impact on the development of the secondary industry, and the export of primary products may hinder the upgrading of the secondary industry; The export of foreign trade has little influence on the development of the tertiary industry, and the import of high-tech products in manufactured products can promote the optimization and upgrading of the structure of the secondary industry. The benign development of Xinjiang's foreign trade will, to some extent, promote the optimization and upgrading of the industrial structure. In view of the problems existing in Xinjiang's foreign trade at present, practical countermeasures should be taken to improve and speed up the development of foreign trade, and to promote the upgrading of industrial structure by optimizing the structure of Xinjiang's foreign trade.
