沈陽市產(chǎn)業(yè)結構與就業(yè)結構變動關系研究

【摘要】:改革開放30多年來,我國經(jīng)濟得到了飛速的發(fā)展,這不僅表現(xiàn)為產(chǎn)業(yè)結構在轉換上日益優(yōu)化,也表現(xiàn)在就業(yè)結構在分布上日益合理。但由于就業(yè)結構的滯后性,不能與產(chǎn)業(yè)結構很好的協(xié)調發(fā)展,使得就業(yè)問題越來越突出,這不僅會影響經(jīng)濟的發(fā)展和社會的穩(wěn)定,還會阻礙產(chǎn)業(yè)結構的進一步優(yōu)化升級。沈陽作為東北老工業(yè)基地的中心城市,隨著老工業(yè)基地的振興,其產(chǎn)業(yè)結構的優(yōu)化升級呈現(xiàn)出明顯的政策優(yōu)勢,同樣,,其就業(yè)結構也隨著產(chǎn)業(yè)結構的轉變有所調整。但隨著傳統(tǒng)工業(yè)的衰退及新興工業(yè)的興起,沈陽現(xiàn)有勞動力供給狀況總體上不能適應產(chǎn)業(yè)發(fā)展的需要,由此引發(fā)了一些就業(yè)問題。本文通過研究沈陽市產(chǎn)業(yè)結構與就業(yè)結構的變動關系,分析其最近20年來的結構變動趨勢,通過二者在變動中存在的問題,為未來就業(yè)問題的解決以及產(chǎn)業(yè)結構的調整提出解決思路和調整方向,以促進兩者的協(xié)調發(fā)展。 本文以“配第-克拉克定理”及延伸、就業(yè)結構轉換滯后理論、二元結構下勞動力轉移理論為依據(jù),首先對沈陽市產(chǎn)業(yè)結構以及產(chǎn)業(yè)結構決定下的就業(yè)結構的發(fā)展現(xiàn)狀進行分析;其次,運用相關性分析、就業(yè)彈性、比較勞動生產(chǎn)率和結構偏離度分析對兩者的變動關系進行實證分析,得出沈陽市產(chǎn)業(yè)結構與就業(yè)結構存在相關關系,但是兩者之間的偏離度也有加大的趨勢;三次產(chǎn)業(yè)內部結構不合理;第一產(chǎn)業(yè)的勞動力亟待向其他產(chǎn)業(yè)轉移;結構性失業(yè)問題嚴重;勞動力市場不完善;社會保障需要加強。最后,針對上述存在的問題,從三次產(chǎn)業(yè)結構調整、勞動力轉移、教育投資、完善勞動力市場和社會保障五個方面提出產(chǎn)業(yè)調整的方向以及縮小偏離并擴大就業(yè)的對策建議。
[Abstract]:Over the past 30 years of reform and opening up, China's economy has developed rapidly, which is not only reflected in the increasingly optimized industrial structure, but also in the increasingly rational distribution of the employment structure. However, due to the lag of the employment structure, Unable to develop in harmony with the industrial structure makes the problem of employment more and more prominent. This will not only affect economic development and social stability, Shenyang, as the central city of the old industrial base in Northeast China, with the revitalization of the old industrial base, the optimization and upgrading of its industrial structure presents obvious policy advantages. However, with the decline of traditional industries and the rise of new industries, the existing labor supply situation in Shenyang can not meet the needs of industrial development. Through the study of the relationship between the industrial structure and the employment structure in Shenyang, this paper analyzes the structural change trend in the last 20 years, and the problems existing in the two changes. In order to promote the harmonious development of the future employment problems and the adjustment of the industrial structure, this paper puts forward the solutions and the direction of the adjustment. This paper is based on the theory of "Performance-Clark Theorem" and its extension, the theory of employment structure transformation lag, and the theory of labor force transfer under dualistic structure. Firstly, it analyzes the present situation of Shenyang's industrial structure and the employment structure determined by the industrial structure; secondly, it uses the correlation analysis to analyze the employment elasticity. Comparative analysis of labor productivity and structural deviation of the relationship between the two empirical analysis, it is concluded that there is a correlation between the industrial structure and employment structure in Shenyang, but the deviation between the two has a tendency to increase; The internal structure of the third industry is unreasonable; the labor force of the primary industry needs to be transferred to other industries urgently; the problem of structural unemployment is serious; the labor market is not perfect; the social security needs to be strengthened. Finally, in view of the problems mentioned above, From three industrial structure adjustment, labor force transfer, education investment, perfect labor market and social security, the paper puts forward the direction of industrial adjustment and the countermeasures of reducing deviation and expanding employment.
