【摘要】：伊金霍洛旗作為典型的資源型城市,其富集的煤炭資源曾經(jīng)是帶動(dòng)當(dāng)?shù)亟?jīng)濟(jì)飛騰發(fā)展的決定性因素。但是,隨著我國(guó)經(jīng)濟(jì)的持續(xù)下行,工業(yè)對(duì)于煤炭資源的需求也一直呈下降趨勢(shì)；除此之外,由于過去開發(fā)強(qiáng)度過大、資源綜合利用率過低,導(dǎo)致了伊金霍洛旗自然環(huán)境加速惡化,新的地質(zhì)災(zāi)害不斷出現(xiàn)；由于粗放的經(jīng)濟(jì)發(fā)展方式引發(fā)的利益分配不公平,當(dāng)?shù)厝后w性事件頻發(fā)。這些負(fù)面影響都嚴(yán)重阻礙了伊金霍洛旗的可持續(xù)發(fā)展。如何抓住當(dāng)前的時(shí)機(jī),順應(yīng)國(guó)家的產(chǎn)業(yè)升級(jí)大勢(shì),積極促進(jìn)伊金霍洛旗的產(chǎn)業(yè)轉(zhuǎn)型升級(jí),探索出一條適合伊金霍洛旗的可持續(xù)發(fā)展之路,這是擺在伊金霍洛旗政府面前的難題。伊金霍洛旗的產(chǎn)業(yè)轉(zhuǎn)型升級(jí)首先要圍繞其富集的煤炭資源做文章,延伸煤炭產(chǎn)業(yè)的產(chǎn)業(yè)鏈長(zhǎng)度,增加煤炭的附加值；其次,要注重非資源型產(chǎn)業(yè)的發(fā)展,特別是現(xiàn)代服務(wù)業(yè)的發(fā)展,充分體現(xiàn)現(xiàn)代服務(wù)業(yè)高附加值,低環(huán)境污染的特性；最后,還要注重以人為本的社會(huì)主義科學(xué)發(fā)展觀,大力提高本地區(qū)居民的受教育程度,想方設(shè)法的增加人才引進(jìn)力度,提高人才的勞動(dòng)報(bào)酬,在社會(huì)中形成尊重知識(shí)的良好氛圍。通過上述政策的協(xié)同效應(yīng)來促進(jìn)伊金霍洛旗產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。
[Abstract]:As a typical resource-based city, Ijin Horo Banner was once a decisive factor in driving the development of local economy with its rich coal resources. However, as the economy of our country continued to decline, The demand for coal resources in industry has been decreasing. In addition, because of the excessive development intensity and low comprehensive utilization rate of resources in the past, the natural environment in Yijinhuoluo Banner has accelerated and deteriorated, and new geological disasters have appeared constantly. Because of the unfair distribution of benefits caused by extensive economic development, local mass incidents occur frequently. These negative effects have seriously hindered the sustainable development of the Ikinhoro Banner. How to seize the present opportunity, Complying with the general trend of national industrial upgrading, actively promoting the industrial transformation and upgrading of the Ikinhoro Banner, and exploring a path of sustainable development suitable for the Ikinhoro Banner, This is a difficult problem facing the government of the Ikinhoro flag. The industrial transformation and upgrading of the Ikinhoro flag must first focus on its rich coal resources, extend the length of the industrial chain of the coal industry, and increase the added value of the coal industry; secondly, We should pay attention to the development of non-resource-based industries, especially the development of modern service industries, and fully reflect the characteristics of high value-added and low environmental pollution in modern service industries. Finally, we should also pay attention to the socialist scientific development view of people-oriented, We should make great efforts to improve the education level of the residents in our region, try our best to increase the intensity of the introduction of talents, and raise the remuneration for the work of the talented people. To foster a good atmosphere of respect for knowledge in society and to promote the industrial transformation and upgrading of the Ikinhoro Banner through the synergistic effect of the above policies.
