【摘要】：我國1978年開始的經(jīng)濟(jì)體制改革，是以改革收入分配機(jī)制和調(diào)整利益結(jié)構(gòu)，強(qiáng)化對經(jīng)濟(jì)主體和個人的物質(zhì)激勵為切入點(diǎn)的，經(jīng)過30多年的改革開放，收入分配機(jī)制在經(jīng)濟(jì)發(fā)展過程中充分發(fā)揮了其激勵作用，居民可支配收入有了大幅度增長，物質(zhì)生活狀況明顯改善。但與此同時，現(xiàn)有的收入分配機(jī)制所形成的分配結(jié)果的公平程度卻出現(xiàn)了一系列的問題，收入分配差距越來越大，收入分配不平衡增長、分配不公、灰色收入、壟斷收入以及非法收入等一系列問題也日趨惡化,社會持續(xù)穩(wěn)定發(fā)展受到極大威脅。如何完善中國特色社會主義收入分配機(jī)制，在追求效率的同時實(shí)現(xiàn)一定程度的公平，成為亟待解決的重大課題。 本文以馬克思主義為指導(dǎo)，科學(xué)發(fā)展觀為統(tǒng)領(lǐng)，，在科學(xué)界定中國特色社會主義收入分配機(jī)制涵義和相關(guān)理論基礎(chǔ)上，嘗試全方位地從收入分配機(jī)制的運(yùn)行主體、運(yùn)行方式、運(yùn)行空間、范圍、作用力度等方面分析我國收入分配機(jī)制變化的歷程、現(xiàn)狀、存在的缺陷，以及產(chǎn)生缺陷的原因，同時借鑒典型的發(fā)達(dá)國家和發(fā)展中國家的收入分配機(jī)制，提出完善中國特色社會主義收入分配機(jī)制的對策建議。 本文由六部分組成： 第一部分導(dǎo)論：主要闡述選題背景、研究意義；研究內(nèi)容、結(jié)構(gòu)安排及研究方法；研究的創(chuàng)新之處、難點(diǎn)及不足。 第二部分：主要闡述中國特色社會主義收入分配機(jī)制的涵義及相關(guān)理論。首先，界定了中國特色社會主義收入分配機(jī)制的涵義。其次，歸納和梳理了與完善中國特色社會主義收入分配機(jī)制相關(guān)的收入分配理論，包括馬克思主義經(jīng)典作家的相關(guān)理論；西方學(xué)者的相關(guān)理論以及我國幾代領(lǐng)導(dǎo)人的相關(guān)理論。 第三部分：分析了我國收入分配機(jī)制的演變、運(yùn)行現(xiàn)狀及存在的問題。首先，概述我國收入分配機(jī)制的演變歷程及特征。其次，分析我國收入分配機(jī)制的運(yùn)行現(xiàn)狀。再次，從我國收入分配機(jī)制的運(yùn)行主體、運(yùn)行方式、運(yùn)行領(lǐng)域以及運(yùn)行結(jié)果等方面分析了我國現(xiàn)階段收入分配機(jī)制存在的問題。 第四部分：剖析了我國現(xiàn)階段收入分配機(jī)制存在缺陷的原因。主要分析了導(dǎo)致我國現(xiàn)階段收入分配機(jī)制存在缺陷的四大因素：城鄉(xiāng)二元社會結(jié)構(gòu)、市場經(jīng)濟(jì)體制發(fā)展不完善、政治體制改革滯后以及第三次分配發(fā)展缺失。 第五部分：分析了如何借鑒發(fā)達(dá)國家和發(fā)展中國家完善收入分配機(jī)制的經(jīng)驗(yàn)來完善中國特色社會主義收入分配機(jī)制。分別考察分析了美國、日本、瑞典、巴西、印度五個比較典型的發(fā)達(dá)國家和發(fā)展中國家完善收入分配機(jī)制的經(jīng)驗(yàn)及其對我國的啟示。 第六部分對如何完善中國特色社會主義收入分配機(jī)制提出建議：一，完善城鄉(xiāng)一體化制度措施，促進(jìn)城鄉(xiāng)居民公平競爭；二，完善市場經(jīng)濟(jì)體制，充分實(shí)現(xiàn)市場分配職能；三，深化政治體制改革，加速政府職能歸位；四，重構(gòu)第三次分配，完善收入分配機(jī)制體系。
[Abstract]:China's economic reform began in 1978, with the reform of the income distribution mechanism and adjustment of interest structure, strengthen the economic subject and individual incentives as the starting point, after 30 years of reform and opening up, the income distribution mechanism in the process of economic development and give full play to the role of incentive, the disposable income of residents is big increase the living condition improved significantly. But at the same time, the degree of equity allocation results formed the income distribution mechanism of the existing has appeared in a series of problems, the income gap is becoming bigger, the income distribution is not balanced growth, unfair distribution, gray income, a series of problems such as monopoly income and illegal income is worse, the sustained and stable development of society is a serious threat. How to improve the income distribution mechanism of socialist Chinese characteristics, in the pursuit of efficiency to achieve a certain degree of fairness, become A major issue to be solved urgently.
The Marx doctrine as a guide, Scientific Outlook on Development as a guide, in the scientific definition of China socialist income distribution mechanism and meaning on the basis of relevant theories, try the full range of running from the main body, income distribution mechanism of operation mode, operation space, scope, status of course, analysis of China's income distribution mechanism efforts and other aspects of the existence. The defects and causes of defects, and use the income distribution mechanism of typical developed countries and the developing countries, the suggestions put forward to improve Chinese socialist income distribution mechanism.
This paper consists of six parts:
The first part is introduction: it mainly expounds the background of the topic, the significance of the research, the content of the research, the arrangement of the structure and the method of research, the innovation, the difficulties and the shortcomings of the research.
The second part: mainly elaborated Chinese socialist income distribution mechanism of the meaning and theory. Firstly, the definition of China socialist income distribution mechanism connotation. Secondly, and summarizes the related and perfect Chinese socialist income distribution mechanism of the income distribution theory, including the theory of Marx and Engels; relevant theories of western scholars and the related theory of Chinese leaders of several generations.
The third part: analysis of the evolution of China's income distribution mechanism, the current situation and existing problems. First, the evolution and the features of income distribution mechanism in our country. Secondly, analysis of the status quo of China's income distribution system. Thirdly, from the operation main body of China's income distribution mechanism, operation mode, operation field and the operation results are analyzed in terms of China's current income distribution mechanism.
The fourth part: the analysis of the present income distribution mechanism of causes of defects. The main analysis of the four major factors leading to the existence of defects of China's current income distribution mechanism: two urban and rural dual social structure, the development of the market economic system is not perfect, the reform of the political system lags behind and to the three distribution and lack of development.
The fifth part analyzes how to learn from the developed countries and the developing countries to improve the income distribution mechanism of the experience to improve Chinese socialist income distribution mechanism respectively. Investigation and analysis of the United States, Japan, Sweden, Brazil, India five typical developed countries and the developing and perfecting the income distribution mechanism of experience and its enlightenment to our country.
The sixth part puts forward the suggestions on how to improve the Chinese socialist income distribution mechanism: first, measures to improve the urban and rural integration system of urban and rural residents, promote fair competition; two, improve the market economic system, the full realization of the market allocation function; three, deepen the reform of the political system, accelerate the homing of government function; four, the reconstruction of the third distribution, improve the system of income distribution the mechanism.
