對(duì)口援疆項(xiàng)目全生命周期管理研究

【摘要】:2010年,黨中央、國(guó)務(wù)院在京召開全國(guó)對(duì)口支援新疆工作會(huì)議,新的一輪全國(guó)范圍的對(duì)口援疆拉開帷幕。新一輪的對(duì)口援疆工作主要集中在經(jīng)濟(jì)援疆、干部援疆、人才援疆、教育援疆以及企業(yè)援疆協(xié)同并進(jìn),援疆主要以項(xiàng)目建設(shè)形式推進(jìn)。對(duì)口援疆的項(xiàng)目建設(shè)發(fā)展至今已經(jīng)兩年多,對(duì)口援疆已經(jīng)初顯成效。同時(shí),在政府部門協(xié)調(diào)、市場(chǎng)對(duì)接方式以及新疆自身發(fā)展能力方面也出現(xiàn)了各種項(xiàng)目全生命周期管理上的問題。 本文在現(xiàn)階段對(duì)口援疆項(xiàng)目建設(shè)的基礎(chǔ)上,運(yùn)用文獻(xiàn)研究、訪談?wù){(diào)研相結(jié)合的方法,從機(jī)制、管理模式兩方面研究對(duì)口援疆項(xiàng)目管理。在機(jī)制上,對(duì)口援疆項(xiàng)目全生命周期管理可以分為組織管理、過程管理和信息管理,組織管理是過程管理和信息管理的基礎(chǔ),過程管理是全生命周期項(xiàng)目管理目標(biāo)實(shí)現(xiàn)的關(guān)鍵環(huán)節(jié),信息管理則為全生命周期項(xiàng)目管理的過程管理提供了一個(gè)信息集成的平臺(tái)。這三個(gè)部分的工作內(nèi)容相互影響、相互作用,共同構(gòu)成了一個(gè)系統(tǒng)化的全生命周期項(xiàng)目管理體系。在實(shí)際的項(xiàng)目全生命周期管理模式中,通過研究民生類項(xiàng)目、智力援疆項(xiàng)目和產(chǎn)業(yè)援疆項(xiàng)目全生命周期項(xiàng)目管理模式,具體描述了項(xiàng)目決策階段、設(shè)計(jì)階段、施工階段以及運(yùn)營(yíng)及報(bào)廢階段管理過程,分別分析了這三種管理模式的正反面效益,發(fā)現(xiàn)當(dāng)前對(duì)口援疆項(xiàng)目全生命周期管理的問題主要在于:政府部門協(xié)調(diào)混亂、市場(chǎng)對(duì)接機(jī)制存在問題、新疆本身的自我發(fā)展能力不強(qiáng)。最后,從政府協(xié)調(diào)、市場(chǎng)對(duì)接以及新疆自我發(fā)展能力三方面給目前新疆對(duì)口援疆項(xiàng)目全生命周期管理提出建 通過研究對(duì)當(dāng)前對(duì)口援疆項(xiàng)目全生命周期管理提出建議。政府協(xié)調(diào)機(jī)制方面,建立健全對(duì)口援疆項(xiàng)目溝通協(xié)調(diào)機(jī)制,進(jìn)一步完善援疆項(xiàng)目篩選標(biāo)準(zhǔn),進(jìn)一步改進(jìn)和完善各級(jí)援疆項(xiàng)目規(guī)劃,對(duì)于有多個(gè)責(zé)任方的項(xiàng)目,應(yīng)建立統(tǒng)一、明確的項(xiàng)目責(zé)任協(xié)調(diào)機(jī)制,盡量杜絕“交鑰匙”與“交支票”現(xiàn)象。完善市場(chǎng)對(duì)接機(jī)制方面,在援疆工作中做到“四作一為”,援疆企業(yè)參與市場(chǎng)機(jī)制協(xié)調(diào),抓好先行示范,協(xié)調(diào)區(qū)域發(fā)展,不斷擴(kuò)大對(duì)內(nèi)對(duì)外開放,發(fā)展向西開放新格局。提高新疆自我發(fā)展能力方面,推進(jìn)產(chǎn)業(yè)援疆,推智力援疆。
[Abstract]:In 2010, the CPC Central Committee and the State Council held a national work conference on counterpart support to Xinjiang in Beijing. A new round of nationwide counterpart assistance to Xinjiang began. The new round of counterpart assistance work mainly concentrated on economic aid, cadres and talent. Education aid to Xinjiang and enterprises to help Xinjiang advance in coordination, aid Xinjiang is mainly promoted in the form of project construction. It has been more than two years since the development of the project to aid Xinjiang, and the corresponding aid to Xinjiang has already begun to show results. At the same time, it has been coordinated in the government departments. Market docking mode and Xinjiang's own development ability also appear various project life-cycle management problems. On the basis of the construction of the corresponding projects in Xinjiang at this stage, this paper uses the methods of literature research, interview and investigation to study the project management from the two aspects of mechanism and management mode. The whole life cycle management can be divided into organizational management, process management and information management. Organization management is the foundation of process management and information management, and process management is the key link to realize the goal of whole life cycle project management. Information management provides a platform for information integration for the process management of life-cycle project management. In the actual project life cycle management model, through the research of people's livelihood project, intelligence aid project and industry aid project whole life cycle project management model, This paper describes the management process of project decision, design, construction, operation and scrapping, and analyzes the positive and negative benefits of these three management modes. It is found that the main problems in the whole life cycle management of counterpart projects in Xinjiang are: the coordination of government departments is chaotic, the market docking mechanism is problematic, and the self-development ability of Xinjiang itself is not strong. Finally, from the perspective of government coordination, Three aspects of Market docking and Xinjiang's Self-development ability to build the whole Life cycle Management of Xinjiang counterpart projects at present. Through the research on the whole life cycle management of the current counterpart projects in Xinjiang, and the government coordination mechanism, we should establish and improve the communication and coordination mechanism of the corresponding aid projects, and further improve the screening criteria of the aid projects in Xinjiang. To further improve and improve the project planning at all levels of aid to Xinjiang, for projects with multiple responsible parties, we should establish a unified and clear coordination mechanism for project responsibilities, eliminate as far as possible the phenomenon of "handing in keys" and "handing in cheques," and improve the market docking mechanism. In the work of aiding Xinjiang, enterprises will participate in the coordination of the market mechanism, do a good job of demonstration first, coordinate regional development, continuously expand the opening to the outside world, develop a new pattern of opening to the west, and improve Xinjiang's ability to develop itself. We will promote industrial assistance to Xinjiang and intelligence assistance to Xinjiang.
