【摘要】：鄉(xiāng)鎮(zhèn)一級(jí)是我國的最基層政權(quán),承擔(dān)著引領(lǐng)經(jīng)濟(jì)發(fā)展的重要職能。在現(xiàn)行行政體制約束和宏觀經(jīng)濟(jì)形勢(shì)影響下,如何從戰(zhàn)略管理的高度、戰(zhàn)略思維的角度,從較一般意義上去思考、謀劃鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展的問題,具有可以挖掘的價(jià)值空間。 易家渡鎮(zhèn)作為湘西北地區(qū)緊鄰縣城的一個(gè)郊區(qū)鄉(xiāng)鎮(zhèn),在經(jīng)濟(jì)發(fā)展方面經(jīng)歷不少探索,也面臨著難得的發(fā)展機(jī)遇。本文選取易家渡鎮(zhèn)作為典型,從“戰(zhàn)略”的視角評(píng)估其經(jīng)濟(jì)發(fā)展方面存在的問題,又從“戰(zhàn)略”的高度試圖為其建構(gòu)一條較為清晰的發(fā)展路徑。中國地大物博,各地實(shí)情千差萬別,地方治理也不可能千部一腔,本文以易家渡鎮(zhèn)為例剖析,以“戰(zhàn)略理論”為支撐,以政府公報(bào)、統(tǒng)計(jì)年鑒等發(fā)布的權(quán)威數(shù)據(jù)為佐證,選取了一些較生動(dòng)的案例,旨在通過探討獲得某種方法論意義。鄉(xiāng)鎮(zhèn)關(guān)于經(jīng)濟(jì)發(fā)展,“戰(zhàn)略”理念稀缺,本文引入“戰(zhàn)略建構(gòu)”一說意在為基層領(lǐng)導(dǎo)提供一種有參考意義的決策思維。
[Abstract]:The township level is the most basic political power in our country, and it undertakes the important function of leading the economic development. Under the influence of the current administrative system and the macroeconomic situation, how to manage from the strategic management height, the strategic thinking angle, To think and plan the development of township economy in general sense has the value space that can be excavated. Yijiadu Town, a suburb town in the northwest of Hunan Province, has experienced a lot of exploration in economic development and faces a rare opportunity for development. This paper selects Yi-jiadu Town as a typical example. From the perspective of "strategy" to assess the problems in its economic development, and from the height of "strategy" to try to build a more clear development path for it. It is also impossible for local governance to have a thousand parts in one voice. This paper takes Yijiadu Town as an example, takes "strategic theory" as the support, and takes authoritative data published in the official Gazette, statistical yearbook, and so on as evidence, and selects some more vivid cases. The purpose of this paper is to obtain some methodological significance by discussing the scarcity of the concept of "strategy" in the economic development of villages and towns. This paper introduces the theory of "strategic construction" in order to provide a kind of decision-making thinking with reference meaning for the leaders at the grass-roots level.
