【摘要】：國務(wù)院《關(guān)于進(jìn)一步促進(jìn)內(nèi)蒙古經(jīng)濟(jì)社會又好又快發(fā)展的若干意見》指出要培育壯大縣域經(jīng)濟(jì),內(nèi)蒙古自治區(qū)2012年、2013年政府工作報(bào)告均提出發(fā)展縣域經(jīng)濟(jì)相關(guān)內(nèi)容�？h域經(jīng)濟(jì)已經(jīng)成為我國國民經(jīng)濟(jì)的重要組成部分,也是政府實(shí)現(xiàn)宏觀調(diào)控的重要環(huán)節(jié),同時(shí)對統(tǒng)籌城鄉(xiāng)社會經(jīng)濟(jì)發(fā)展、推進(jìn)城鎮(zhèn)化建設(shè)、加快社會主義新農(nóng)村新牧區(qū)建設(shè)等多方面都具有重要意義。因此探索出如何充分發(fā)揮政府職能推進(jìn)縣域經(jīng)濟(jì)發(fā)展已經(jīng)成為擺在各級地方政府的首要任務(wù)之一。 本文通過收集內(nèi)蒙古自治區(qū)及蘇尼特右旗相關(guān)經(jīng)濟(jì)材料、政策制度,實(shí)地深入走訪蘇尼特右旗相關(guān)政府部門及企業(yè),進(jìn)行經(jīng)濟(jì)發(fā)展情況調(diào)研；通過分析蘇尼特右旗縣域經(jīng)濟(jì)發(fā)展的現(xiàn)狀及當(dāng)?shù)卣诮?jīng)濟(jì)發(fā)展中職能發(fā)揮,分析其縣域經(jīng)濟(jì)發(fā)展中存在的制約因素,從實(shí)際出發(fā)提出可行性建議。 本文首先分析了縣域經(jīng)濟(jì)與政府職能的概念內(nèi)涵,簡述了政府在縣域經(jīng)濟(jì)中應(yīng)起的作用,并概述了內(nèi)蒙古自治區(qū)與蘇尼特右旗縣域經(jīng)濟(jì)發(fā)展?fàn)顩r以及蘇尼特右旗政府在縣域經(jīng)濟(jì)發(fā)展中的職能履行情況。蘇尼特右旗在促進(jìn)農(nóng)牧業(yè)經(jīng)濟(jì)發(fā)展中政府職能的履行主要表現(xiàn)有：積極實(shí)施高效生態(tài)避災(zāi)型畜牧業(yè),做大做強(qiáng)當(dāng)?shù)氐霓r(nóng)牧業(yè)品牌,引導(dǎo)企業(yè)增強(qiáng)品牌意識,提高畜產(chǎn)品附加值,積極做好基礎(chǔ)設(shè)施建設(shè)。在促進(jìn)工業(yè)經(jīng)濟(jì)發(fā)展中政府職能的履行包括：大力發(fā)展當(dāng)?shù)靥厣a(chǎn)業(yè),積極推進(jìn)重點(diǎn)項(xiàng)目,積極做好招商引資工作。以及履行政府職能不斷擴(kuò)大第三產(chǎn)業(yè)規(guī)模和總量。 第二部分提出并分析了制約蘇尼特右旗縣域經(jīng)濟(jì)發(fā)展的因素以及政府職能履行中存在的問題。制約因素包括：一是產(chǎn)業(yè)發(fā)展不充分產(chǎn)業(yè)結(jié)構(gòu)有待優(yōu)化,主要表現(xiàn)有：第三產(chǎn)業(yè)發(fā)展緩慢、內(nèi)部結(jié)構(gòu)不合理,資源開發(fā)利用層次低、下游產(chǎn)業(yè)有待發(fā)展。二是城鎮(zhèn)化進(jìn)展緩慢,包括：城鄉(xiāng)基礎(chǔ)設(shè)施建設(shè)滯后、資金投入不足；轉(zhuǎn)移進(jìn)城農(nóng)牧民就業(yè)再就業(yè)工作存在一定困難。三是可持續(xù)發(fā)展受到挑戰(zhàn)。四是財(cái)政收入困難,經(jīng)濟(jì)投入不足。存在問題有：部分機(jī)構(gòu)職能重疊交叉、服務(wù)能力有待提高、公共產(chǎn)品提供不足等。 第三部分提出了履行政府職能促進(jìn)蘇尼特右旗縣域經(jīng)濟(jì)發(fā)展的對策。一是轉(zhuǎn)變政府職能,打造縣域經(jīng)濟(jì)發(fā)展優(yōu)質(zhì)軟環(huán)境,主要措施包括正確定位政府角色,科學(xué)制定實(shí)施發(fā)展規(guī)劃、更新行政理念,提供優(yōu)質(zhì)公共服務(wù)及產(chǎn)品、積極推進(jìn)機(jī)構(gòu)設(shè)置改革,有效提高行政效率；二是發(fā)揮宏觀調(diào)控職能,促進(jìn)產(chǎn)業(yè)充分發(fā)展,主要包括：制定產(chǎn)業(yè)政策,壯大特色產(chǎn)業(yè)、發(fā)揮政府主導(dǎo)作用,轉(zhuǎn)變畜牧業(yè)生產(chǎn)發(fā)展方式、著力提升第三產(chǎn)業(yè)規(guī)模及質(zhì)量以及增強(qiáng)工業(yè)可持續(xù)發(fā)展后勁；三是加快小城鎮(zhèn)化建設(shè)進(jìn)程、四是加大招商引資力度,拓寬融資渠道,五是深入貫徹可持續(xù)發(fā)展戰(zhàn)略。
[Abstract]:The State Council's views on further promoting the sound and rapid development of the economy and society in Inner Mongolia pointed out that the county economy should be cultivated and strengthened. The government work reports of Inner Mongolia Autonomous region on 2012 and 2013 all put forward the contents related to the development of county economy. County economy has become an important part of the national economy of our country, and is also an important link for the government to realize macro-control. At the same time, to coordinate the social and economic development of urban and rural areas and to promote the construction of urbanization, It is of great significance to speed up the construction of new socialist countryside and new pastoral areas, so exploring how to give full play to the functions of the government and promote the development of county economy has become the first Ren Wuzhi at all levels of local government. Through collecting relevant economic materials, policy and system of Inner Mongolia Autonomous region and Sunita's right Banner, this paper makes a thorough visit to the relevant government departments and enterprises in Sunita's right Banner to investigate the economic development. Based on the analysis of the present situation of the county economy development of Sunita right Banner and the function of the local government in the economic development, this paper analyzes the restrictive factors existing in the development of the county economy, and puts forward some feasible suggestions from the practical point of view. This paper first analyzes the concept of county economy and government function, and briefly describes the role that government should play in county economy. It also summarizes the development of county economy in Inner Mongolia Autonomous region and Sunita's right Banner, and the implementation of Sunita's right Banner Government's functions in promoting the development of agriculture and animal husbandry economy. The main performance of the performance is as follows: active implementation of highly efficient ecological disaster avoidance animal husbandry, To expand and strengthen local agricultural and animal husbandry brands, to guide enterprises to enhance brand awareness, to increase the added value of livestock products, and to actively do a good job in infrastructure construction. The performance of government functions in promoting industrial economic development includes: vigorously developing local characteristic industries, We will actively promote key projects, do a good job in attracting investment, and continue to expand the scale and total volume of the tertiary industry by performing government functions. The second part puts forward and analyzes the factors that restrict the development of the county economy of Sunita's right Banner and the problems existing in the performance of the government's functions. The restrictive factors include: first, the industrial development is not sufficient and the industrial structure needs to be optimized. The main performance is that the tertiary industry develops slowly, the internal structure is unreasonable, the level of exploitation and utilization of resources is low, and the downstream industry needs to be developed. The second is the slow progress of urbanization, including: the lagged construction of urban and rural infrastructure and the insufficient investment of funds; There are some difficulties in transferring farmers and herdsmen to cities for employment and re-employment. Third, sustainable development is challenged. Fourth, financial income is difficult and economic investment is insufficient. The problems are: some institutions have overlapping functions and the service capacity needs to be improved. Inadequate provision of public goods, etc. The third part puts forward some countermeasures to promote the development of the county economy in Sunita's right Banner. One is to change the function of the government and create a good soft environment for the development of the county economy. The main measures include the correct positioning of the role of the government. Scientific formulation and implementation of development plans, renewal of administrative concepts, provision of quality public services and products, active promotion of institutional reform, and effective improvement of administrative efficiency; second, giving full play to macro-control functions and promoting the full development of industries, It mainly includes: formulating industrial policy, expanding characteristic industry, giving play to the leading role of the government, changing the mode of animal husbandry production and development, promoting the scale and quality of the tertiary industry and strengthening the sustainable development of industry; The third is to speed up the process of small urbanization, the fourth is to increase the efforts to attract investment, broaden the financing channels, and fifth, to implement the strategy of sustainable development.
