【摘要】：呼和浩特、包頭、鄂爾多斯作為內(nèi)蒙古自治區(qū)中部三大主要城市,雖然人口和地域面積都不是最大的,但是卻為內(nèi)蒙古經(jīng)濟發(fā)展貢獻了超過50%的力量。這三個地區(qū)憑借其飛速而穩(wěn)定的經(jīng)濟增速帶動了內(nèi)蒙古整體經(jīng)濟的發(fā)展,已經(jīng)成為核心經(jīng)濟區(qū)。進一步研究公共治理視角下呼包鄂核心經(jīng)濟地區(qū)帶動內(nèi)蒙古整體發(fā)展的相關情況,研究發(fā)展的原因,找出阻礙的因素,制訂更加具有前瞻性的策略,為創(chuàng)建和諧的社會主義大家庭及促進名族地區(qū)的發(fā)展有重要的現(xiàn)實意義。 本文通過分析、綜合以呼包鄂為核心的經(jīng)濟區(qū)發(fā)展的原因、現(xiàn)狀等實際情況,通過比較各城市經(jīng)濟增長因素的差異,分析政府在其中不同的職能定位,進行實證研究和理論探索。其目的在于探索政府在區(qū)域濟增長中的重要作用和未來戰(zhàn)略方式,在當前經(jīng)濟高速發(fā)展的背景下明確呼包鄂經(jīng)濟核心經(jīng)濟區(qū)發(fā)展的作用及戰(zhàn)略定位。 在此基礎之上,借鑒國際和國內(nèi)其他地區(qū)經(jīng)濟發(fā)展的經(jīng)驗,提出以呼包鄂為核心的內(nèi)蒙古整體經(jīng)濟發(fā)展戰(zhàn)略和措施,清晰內(nèi)蒙古自治區(qū)政府及三市政府的目標及戰(zhàn)略定位,明確內(nèi)蒙古自治區(qū)在核心地區(qū)帶動下良性而穩(wěn)定的整體發(fā)展、縮小民族地區(qū)與發(fā)達地區(qū)差距盡,使經(jīng)濟得到持續(xù)增長。同時通過多學科合作或者從多學科角度分析研究,借鑒和利用多學科的理論原理、研究成果和資料、通過、調研和研究,揭示發(fā)展問題的規(guī)律,以期給對我國區(qū)域經(jīng)濟學理論、公共財政理論做一點補充。
[Abstract]:Hohhot, Baotou and Ordos, as the three major cities in the central part of Inner Mongolia Autonomous region, although the population and regional area are not the largest, But it has contributed more than 50% to the economic development of Inner Mongolia. These three regions have driven the overall economic development of Inner Mongolia with its rapid and steady economic growth. Has become the core economic zone. Further study the relevant situation of the core economic region of Hubao and Hubei to promote the overall development of Inner Mongolia under the public governance perspective, study the reasons for development, find out the factors that hinder it, and formulate more forward-looking strategies. It is of great practical significance to build a harmonious socialist family and promote the development of famous ethnic areas. Based on the analysis of the reasons and current situation of the development of the economic zone with Hubao and Hubei as the core, and by comparing the differences of the economic growth factors in different cities, this paper analyzes the different functions of the government in the economic zone. The purpose of this study is to explore the important role of the government in regional economic growth and its future strategic mode, and to clarify the role and strategic orientation of the development of Hubao Hubei economic core economic zone under the background of rapid economic development. On this basis, drawing lessons from the international and domestic economic development experiences of other regions, the paper puts forward the overall economic development strategy and measures of Inner Mongolia with Hubao and Hubei as the core, and clarifies the objectives and strategic positioning of the Inner Mongolia Autonomous region government and the three municipal governments. It is clear that the Inner Mongolia Autonomous region has a benign and stable overall development driven by the core areas, narrowing the gap between the ethnic minority areas and the developed regions, so that the economy can continue to grow. At the same time, through multi-disciplinary cooperation or from a multi-disciplinary point of view, This paper draws lessons from and makes use of the multi-disciplinary theory, research results and materials, and reveals the law of development problems by means of investigation and research, in order to supplement the theory of regional economics and the theory of public finance in China.
