【摘要】：從國內(nèi)授權(quán)專利實施許可的總量、檔次分布、行業(yè)分布等角度分析了中國的創(chuàng)新轉(zhuǎn)型動態(tài),認(rèn)為,2008年中國已經(jīng)初現(xiàn)創(chuàng)新轉(zhuǎn)型征兆。2008年以前,中國國內(nèi)專利權(quán)人許可的專利數(shù)量極少,且主要為檔次較低的外觀設(shè)計類專利;2008年以后,中國國內(nèi)專利權(quán)人許可的專利數(shù)量開始大幅度上升,且專利檔次上升為以實用新型專利為主。另外,從專利實施許可的供給主體變化來看,2008年以前主要依靠外國權(quán)利人來提供專利許可,而2008年以后已經(jīng)轉(zhuǎn)變?yōu)橹饕揽繃鴥?nèi)權(quán)利人來提供專利許可,這進(jìn)一步證明了中國自主創(chuàng)新能力的明顯提升。中國創(chuàng)新轉(zhuǎn)型的啟動,與國家創(chuàng)新政策的調(diào)整密切相關(guān)。
[Abstract]:This paper analyzes the trend of innovation transformation in China from the perspectives of the total amount, grade distribution and industry distribution of the license for the implementation of domestic authorized patents, and considers that the signs of innovation transformation have appeared in China for the first time in 2008. Before 2008, The number of patents licensed by domestic patentees in China is very small, and they are mainly low-grade design patents. After 2008, the number of patents licensed by domestic patentees in China began to rise substantially. In addition, from the perspective of the changes in the main supply bodies of patent implementation licenses, before 2008, they mainly relied on foreign right holders to provide patent licenses. Since 2008, it has been changed to rely mainly on domestic right holders to provide patent license, which further proves the obvious improvement of China's independent innovation ability. The start of China's innovation transformation is closely related to the adjustment of national innovation policy.
