【摘要】：人類存在擴(kuò)張性，資源存在稀缺性，在這種情況下，人類生存發(fā)展的需要和資源的有限性、不可再生性存在著不可調(diào)和的矛盾。在全球經(jīng)濟(jì)一體化的背景下，人類的經(jīng)濟(jì)社會發(fā)展面臨著日益嚴(yán)重的資源短缺和環(huán)境污染問題，當(dāng)前中國正處于經(jīng)濟(jì)建設(shè)的關(guān)鍵時期，，工業(yè)化建設(shè)所取得的偉大成就是以犧牲生態(tài)環(huán)境為巨大代價的。為了解決人與自然之間難以調(diào)和的矛盾，循環(huán)經(jīng)濟(jì)理論應(yīng)運而生。循環(huán)經(jīng)濟(jì)是一種致力于解決當(dāng)前生存空間壓力、應(yīng)對環(huán)境資源制約的新型經(jīng)濟(jì)發(fā)展方式；是在馬克思主義理論的指導(dǎo)下，推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，轉(zhuǎn)變經(jīng)濟(jì)增長方式，實現(xiàn)經(jīng)濟(jì)增長的可持續(xù)的基本途徑。像德國和日本這樣的發(fā)達(dá)國家，工業(yè)化高度發(fā)達(dá)，而國土狹小，資源匱乏，出于強(qiáng)烈的憂患意識，這些國家率先進(jìn)行了發(fā)展循環(huán)經(jīng)濟(jì)的嘗試，在取得了良好效果的同時，初步建立起了循環(huán)型社會。我國為了解決資源消耗迅速和經(jīng)濟(jì)發(fā)展緩慢的困境，開始借鑒西方國家的循環(huán)經(jīng)濟(jì)發(fā)展模式，從試點到全面發(fā)展循環(huán)經(jīng)濟(jì)已經(jīng)進(jìn)行了10余年的探索和實踐，在發(fā)展循環(huán)經(jīng)濟(jì)的過程中取得了怎樣的效果是值得深入和仔細(xì)的研究的，研究中國發(fā)展循環(huán)經(jīng)濟(jì)效果是具有實際和指導(dǎo)意義的。在發(fā)展循環(huán)經(jīng)濟(jì)的同時，我們要及時的回顧和總結(jié)，總結(jié)當(dāng)前我國循環(huán)經(jīng)濟(jì)發(fā)展中存在的問題，并針對問題提出合理建議和設(shè)想，以期今后循環(huán)經(jīng)濟(jì)在我國更加健康、穩(wěn)步、全面的發(fā)展下去。 本文首先介紹了選題背景和意義、國內(nèi)外研究現(xiàn)狀、論文的研究思路和方法以及論文的創(chuàng)新，之后對循環(huán)經(jīng)濟(jì)進(jìn)行概括敘述，列舉循環(huán)經(jīng)濟(jì)的特征和原則。針對我國循環(huán)經(jīng)濟(jì)發(fā)展的現(xiàn)狀和其中存在的問題，通過具體問題具體分析研究了我國循環(huán)經(jīng)濟(jì)發(fā)展的狀況。文章中最主要的內(nèi)容是對我國發(fā)展循環(huán)經(jīng)濟(jì)進(jìn)行的效果分析，通過構(gòu)建指標(biāo)體系來進(jìn)行具體的實效分析，并根據(jù)現(xiàn)狀分析和實效分析中發(fā)現(xiàn)的問題提出解決我國發(fā)展循環(huán)經(jīng)濟(jì)的對策，繼而總結(jié)論文的研究成果，并且對于未來的研究方向進(jìn)行了展望。
[Abstract]:Human beings have expansibility and resources are scarce. In this case, there are irreconcilable contradictions between the needs of human existence and development, the limitation of resources, and irreconcilability. The economic and social development of mankind is facing increasingly serious problems of resource shortage and environmental pollution. At present, China is in a critical period of economic construction. The great achievements of industrialization are at the expense of the ecological environment. In order to solve the irreconcilable contradiction between man and nature, The theory of circular economy arises at the historic moment. Circular economy is a new mode of economic development, which is devoted to solving the pressure of living space and restricting the environment and resources, and promotes the adjustment of industrial structure under the guidance of Marxist theory. The basic way to change the mode of economic growth and to achieve sustainable economic growth. Developed countries such as Germany and Japan are highly industrialized and have a small territory and a lack of resources, out of a strong sense of distress. These countries have taken the lead in trying to develop a circular economy, and at the same time have achieved good results, and have initially established a circular society. In order to solve the dilemma of rapid resource consumption and slow economic development, It has been more than 10 years of exploration and practice from the pilot to the all-round development of the circular economy, which has begun to draw lessons from the development models of the Western countries. What kind of effect has been achieved in the process of developing the circular economy is worthy of in-depth and careful study. It is of practical and guiding significance to study the effect of developing circular economy in China. While developing circular economy, we should review and summarize the problems existing in the development of circular economy in China. Some reasonable suggestions and suggestions are put forward in order to make the circular economy more healthy, steady and comprehensive in the future. This paper first introduces the background and significance of the topic, the current research situation at home and abroad, the research ideas and methods of the paper and the innovation of the paper, and then summarizes the circular economy. Enumerating the characteristics and principles of circular economy, aiming at the present situation and existing problems of circular economy in China, Through the concrete analysis of specific problems, this paper studies the situation of circular economy development in China. The main content of this paper is to analyze the effect of developing circular economy in China, and to analyze the actual effect by constructing the index system. According to the problems found in the current situation analysis and actual effect analysis, the countermeasures to solve the problems of developing circular economy in China are put forward, and then the research results of the paper are summarized, and the future research direction is prospected.
