【摘要】：個(gè)人收入分配問題一直是社會(huì)發(fā)展中一個(gè)重要問題,處理得當(dāng),會(huì)促進(jìn)社會(huì)各方面的全面進(jìn)步,否則,將會(huì)抑制人們生產(chǎn)積極性和創(chuàng)造性的正常發(fā)揮以及經(jīng)濟(jì)的健康發(fā)展,進(jìn)而影響社會(huì)秩序的穩(wěn)定。因此,如何正確處理公平和效率的關(guān)系,建立公平合理的個(gè)人收入分配制度,是國(guó)內(nèi)外經(jīng)濟(jì)學(xué)界學(xué)者們關(guān)注和研究的一個(gè)主要內(nèi)容。 改革開放以來,我國(guó)堅(jiān)持以經(jīng)濟(jì)建設(shè)為中心,大力發(fā)展社會(huì)生產(chǎn)力,增強(qiáng)了綜合國(guó)力,提高了人民生活水平。進(jìn)入21世紀(jì),分配領(lǐng)域的矛盾和問題開始凸顯,成為人們關(guān)注的一個(gè)社會(huì)熱點(diǎn),引起黨和國(guó)家的高度重視。近年來不少學(xué)者和實(shí)際工作者已經(jīng)做了很好的探討和研究,取得了一批有分量的成果。但是,有關(guān)我國(guó)改革開放以來個(gè)人收入分配制度變化情況,以及從政策層面深化個(gè)人收入分配制度改革的系統(tǒng)、全面地研究尚未見到。為了彌補(bǔ)學(xué)界研究的不足,消除由于分配問題帶來的不和諧因素,本文試圖通過回顧和梳理改革開放以來個(gè)人收入分配制度的演進(jìn),對(duì)個(gè)人收入差距的主要表現(xiàn)、問題的性質(zhì)、形成原因進(jìn)行了研究,以尋求進(jìn)一步的深化改革,建立公平與效率相結(jié)合的具有中國(guó)特色社會(huì)主義分配制度的政策選擇。 本文以馬克思主義收入分配理論為指導(dǎo),在第一章中肯定了分配制度在經(jīng)濟(jì)社會(huì)發(fā)展中的地位和作用；第二章對(duì)改革開放至今個(gè)人收入分配中公平與效率關(guān)系協(xié)調(diào)與選擇劃分了三個(gè)階段,并提出各階段的特點(diǎn)及其意義；在第三章中對(duì)中國(guó)現(xiàn)階段個(gè)人收入差距擴(kuò)大進(jìn)行實(shí)證分析,并剖析其產(chǎn)生的原因；第四章中提出治理個(gè)人收入分配制度不公的改革思路和對(duì)策建議。 本文擬從建設(shè)中國(guó)特色社會(huì)主義的高度,對(duì)個(gè)人收入分配制度的深化改革進(jìn)行研究,以便推動(dòng)我國(guó)能夠經(jīng)濟(jì)持續(xù)發(fā)展、社會(huì)穩(wěn)定進(jìn)步、民族團(tuán)結(jié)振興、文化繁榮昌盛,順利實(shí)現(xiàn)現(xiàn)代化。
[Abstract]:The issue of personal income distribution has always been an important issue in social development.If properly handled, it will promote the overall progress of all aspects of society, otherwise, it will inhibit the normal play of people's enthusiasm and creativity in production and the healthy development of the economy. Therefore, how to correctly deal with the relationship between fairness and efficiency and establish a fair and reasonable personal income distribution system is a major concern and research content of economists at home and abroad. Since the reform and opening up, our country has persisted in taking economic construction as the center, vigorously developed the social productive forces, enhanced the comprehensive national strength and improved the living standards of the people. In 21th century, contradictions and problems in the distribution field began to become prominent. In recent years, many scholars and practical workers have done very good research and have made a number of significant achievements. Concerning the changes of personal income distribution system since the reform and opening up in China, and the system of deepening the reform of personal income distribution system from the policy level, a comprehensive study has not yet been seen. In order to make up for the lack of academic research, By reviewing and combing the evolution of the personal income distribution system since the reform and opening up, this paper attempts to study the main performance, the nature of the individual income gap, and the reasons for the formation of the individual income gap. In order to seek further deepening reform and establish the policy choice of socialist distribution system with Chinese characteristics combining fairness and efficiency. Guided by Marxist theory of income distribution, this paper affirms the position and function of distribution system in economic and social development in the first chapter. The second chapter divides the coordination and selection of the relationship between fairness and efficiency in the reform and opening up to date, and points out the characteristics of each stage and its significance. In the third chapter, the author makes an empirical analysis on the widening of the personal income gap in China at the present stage. In Chapter 4th, the author puts forward the reform ideas and countermeasures to deal with the unfair distribution system of personal income. This paper intends to study the deepening reform of personal income distribution system from the height of building socialism with Chinese characteristics in order to promote the sustainable economic development, social stability and progress, national unity and rejuvenation, and cultural prosperity in China. Realize modernization smoothly.
