【摘要】：隨著全球海洋資源的迅速開發(fā),我國對海洋經(jīng)濟(jì)的發(fā)展越來越重視�！度珖Ｑ蠼�(jīng)濟(jì)發(fā)展規(guī)劃綱要》的批準(zhǔn)實(shí)施和十八大建設(shè)海洋強(qiáng)國戰(zhàn)略的提出,使海洋經(jīng)濟(jì)的發(fā)展變得更為迫切。目前,在經(jīng)濟(jì)發(fā)展需要和國家政策的推動下,沿海各省市都把海洋經(jīng)濟(jì)確定為經(jīng)濟(jì)發(fā)展新的增長點(diǎn)。廣西北部灣經(jīng)濟(jì)區(qū)(簡稱“北部灣經(jīng)濟(jì)區(qū)”)作為中國—東盟自由貿(mào)易區(qū)的樞紐點(diǎn),是臺灣曲線融入泛北部灣次區(qū)域經(jīng)濟(jì)貿(mào)易的起跳板。隨著兩岸經(jīng)濟(jì)合作的深入發(fā)展和桂臺經(jīng)貿(mào)合作的逐步加深,北部灣經(jīng)濟(jì)區(qū)的地緣優(yōu)勢突顯,為北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的快速發(fā)展注入了新的動力。從現(xiàn)實(shí)意義角度來看,抓住兩岸經(jīng)濟(jì)一體化下發(fā)展北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的合作機(jī)會,是實(shí)現(xiàn)北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)持續(xù)、快速發(fā)展的有利契機(jī),對北部灣經(jīng)濟(jì)區(qū)新的經(jīng)濟(jì)增長點(diǎn)培育和國民經(jīng)濟(jì)實(shí)力的增強(qiáng)具有重要的戰(zhàn)略意義。 本文在兩岸經(jīng)濟(jì)合作的視角下結(jié)合北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展的實(shí)際情況,探討了兩岸經(jīng)濟(jì)合作為北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展提供的戰(zhàn)略機(jī)遇,并在此基礎(chǔ)上提出北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的發(fā)展思路。主要研究內(nèi)容及思路如下： 1、介紹本文的研究背景、國內(nèi)外文獻(xiàn)綜述以及研究方案。 2、對海洋經(jīng)濟(jì)與海洋產(chǎn)業(yè)的相關(guān)概念進(jìn)行界定,闡述主導(dǎo)產(chǎn)業(yè)選擇的相關(guān)理論,將其作為本文的指導(dǎo)理論和分析工具,奠定全文論述的理論基礎(chǔ)。 3、分析廣西北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的發(fā)展條件和海洋產(chǎn)業(yè)的發(fā)展現(xiàn)狀,并運(yùn)用計量模型對其海洋產(chǎn)業(yè)總產(chǎn)值進(jìn)行了預(yù)測。 4、分析兩岸經(jīng)濟(jì)合作對廣西北部灣經(jīng)濟(jì)區(qū)海洋產(chǎn)業(yè)戰(zhàn)略選擇的影響。 5、通過對臺灣海洋經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)的借鑒和主導(dǎo)產(chǎn)業(yè)選擇理論的分析,選擇濱海旅游、海洋交通運(yùn)輸?shù)群Ｑ螽a(chǎn)業(yè)作為其海洋經(jīng)濟(jì)發(fā)展的主導(dǎo)產(chǎn)業(yè),在ECFA框架內(nèi),從對臺合作的視角出發(fā)探討廣西北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)主導(dǎo)產(chǎn)業(yè)的具體發(fā)展思路。 6、對廣西北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)發(fā)展的建議及總結(jié)。 研究結(jié)果發(fā)現(xiàn),目前廣西北部灣經(jīng)濟(jì)區(qū)的海洋經(jīng)濟(jì)發(fā)展水平較低,三次產(chǎn)業(yè)結(jié)構(gòu)尚處于第一階段,但后期發(fā)展?jié)摿^大。兩岸經(jīng)濟(jì)合作對海洋交通運(yùn)輸業(yè)、濱海旅游業(yè)、海洋漁業(yè)、海洋能源以及海洋生物制藥的發(fā)展影響較大,隨著桂臺經(jīng)貿(mào)發(fā)展的深入,對海洋經(jīng)濟(jì)發(fā)展的影響將進(jìn)一步加深,廣西北部灣經(jīng)濟(jì)區(qū)應(yīng)積極利用區(qū)位優(yōu)勢、資源優(yōu)勢,創(chuàng)造兩岸合作平臺,扶持發(fā)展海洋主導(dǎo)產(chǎn)業(yè),為廣西北部灣經(jīng)濟(jì)區(qū)海洋經(jīng)濟(jì)的騰飛奠定基礎(chǔ)。
[Abstract]:With the rapid development of global marine resources, China attaches more and more importance to the development of marine economy. Making the development of the marine economy even more urgent. At present, driven by the need for economic development and national policies, Coastal provinces and cities have identified the marine economy as a new growth point for economic development. Guangxi Beibu Gulf Economic Zone (referred to as "Beibu Gulf Economic Zone") is the hub of the China-ASEAN Free Trade area. It is a springboard for Taiwan's curve to integrate into the Pan-Beibu Gulf sub-region economy and trade. With the in-depth development of cross-strait economic cooperation and the gradual deepening of economic and trade cooperation between Guangxi and Taiwan, the geographical advantages of the Beibu Gulf Economic Zone are highlighted. This has injected new impetus into the rapid development of the marine economy in the Beibu Gulf Economic Zone. From a realistic point of view, we should seize the opportunity for cooperation in developing the marine economy of the Beibu Gulf Economic Zone under the economic integration of the two sides of the strait. It is a favorable opportunity to realize the sustained and rapid development of the marine economy in the Beibu Gulf Economic Zone. It has important strategic significance for the cultivation of the new economic growth point and the enhancement of the national economic strength in the Beibu Gulf Economic Zone. From the perspective of cross-strait economic cooperation, this paper discusses the strategic opportunities that cross-strait economic cooperation provides for the development of marine economy in Beibu Gulf Economic Zone, combining with the actual situation of marine economic development in Beibu Gulf Economic Zone. On this basis, the paper puts forward the development ideas of marine economy in Beibu Gulf Economic Zone. The main research contents and ideas are as follows:. 1. Introduce the research background, domestic and foreign literature review and research plan. 2. The related concepts of marine economy and marine industry are defined, and the relevant theories of leading industry selection are expounded, which are regarded as the guiding theory and analytical tool of this paper, and the theoretical basis of the full text is established. 3. The development conditions of marine economy and the present situation of marine industry in Guangxi Beibu Gulf Economic Zone are analyzed, and the gross output value of marine industry is forecasted by using the econometric model. 4. Analyze the influence of cross-straits economic cooperation on the strategic choice of marine industry in Guangxi Beibu Gulf Economic Zone. 5. Based on the experience of Taiwan's marine economic development and the analysis of the theory of leading industry selection, the author chooses coastal tourism, maritime transportation and other marine industries as the leading industries in the development of marine economy, within the framework of ECFA. From the perspective of cooperation with Taiwan, this paper probes into the specific development ideas of the leading marine economy industry in Guangxi Beibu Gulf Economic Zone. 6. Suggestions and summary on the development of marine economy in Guangxi Beibu Gulf Economic Zone. The results show that the development level of marine economy in Guangxi Beibu Gulf Economic Zone is low at present, and the third industrial structure is still in the first stage, but the development potential of the latter stage is great. The development of marine fisheries, marine energy and marine biological pharmaceuticals has a great impact. With the deepening of economic and trade development in Guangxi and Taiwan, the impact on the development of marine economy will be further deepened. Guangxi Beibu Gulf Economic Zone should actively utilize its location and resources advantages. To create a platform for cross-strait cooperation and support the development of marine leading industries, for Guangxi Beibu Gulf Economic Zone marine economic takeoff laid the foundation.
