【摘要】：東西部地區(qū)發(fā)展差距的歷史存在和過(guò)分?jǐn)U大，已成為一個(gè)長(zhǎng)期困擾我國(guó)經(jīng)濟(jì)和社會(huì)健康發(fā)展的全局性問(wèn)題。支持西部地區(qū)開(kāi)發(fā)建設(shè)，實(shí)現(xiàn)東中西部地區(qū)協(xié)調(diào)發(fā)展，是我國(guó)現(xiàn)代化建設(shè)中的一項(xiàng)重要戰(zhàn)略任務(wù)。在西部大開(kāi)發(fā)戰(zhàn)略的推進(jìn)下，國(guó)家采取積極的財(cái)政政策和穩(wěn)健的貨幣政策，不斷加大對(duì)西部地區(qū)固定資產(chǎn)投資的力度，刺激西部地區(qū)的投資和消費(fèi)需求，注重固定資產(chǎn)投資的數(shù)量和質(zhì)量，促進(jìn)了西部地區(qū)經(jīng)濟(jì)的快速發(fā)展。固定資產(chǎn)投資涉及的范圍較廣，投入規(guī)模大，周期比較長(zhǎng)，固定資產(chǎn)投資的流向決定著產(chǎn)業(yè)結(jié)構(gòu)和行業(yè)結(jié)構(gòu)的布局。如何提升西部地區(qū)固定資產(chǎn)投資效益，，如何實(shí)現(xiàn)固定資產(chǎn)投資與經(jīng)濟(jì)增長(zhǎng)互動(dòng)發(fā)展，進(jìn)而縮小東西部之間的差距，是本文研究的重點(diǎn)。 通過(guò)借鑒國(guó)內(nèi)外相關(guān)文獻(xiàn)對(duì)固定資產(chǎn)投資分析的經(jīng)驗(yàn)和方法，本文共分為五個(gè)章節(jié)：第一章是導(dǎo)論，引出本文研究課題。第二章是理論基礎(chǔ)，以投資傳導(dǎo)循環(huán)理論、投資的乘數(shù)和加速原理作為重要理論依據(jù)。第三章通過(guò)對(duì)西部地區(qū)固定資產(chǎn)投資和經(jīng)濟(jì)發(fā)展現(xiàn)狀，總結(jié)出西部地區(qū)投資存在的主要問(wèn)題。第四章是實(shí)證部分，針對(duì)西部地區(qū)存在的主要問(wèn)題，選取合適的指標(biāo)群和恰當(dāng)?shù)姆椒ǎ謩e從固定資產(chǎn)投資對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)、計(jì)量回歸、脈沖響應(yīng)、省際差異等四個(gè)方面進(jìn)行實(shí)證。第五章首先總結(jié)了本文的主要結(jié)論，即固定資產(chǎn)投資是西部地區(qū)經(jīng)濟(jì)增長(zhǎng)的支柱，固定資產(chǎn)投資與西部經(jīng)濟(jì)增長(zhǎng)之間存在相互促進(jìn)關(guān)系，西部地區(qū)投資布局和投資結(jié)構(gòu)失衡，投資對(duì)消費(fèi)造成一定程度的擠占等；然后提出相應(yīng)對(duì)策，如繼續(xù)發(fā)揮西部地區(qū)固定資產(chǎn)投資的規(guī)模效應(yīng)，促進(jìn)投資結(jié)構(gòu)優(yōu)化升級(jí)，平衡固定資產(chǎn)投資的省際間分布，轉(zhuǎn)變?yōu)橥顿Y和消費(fèi)共同主導(dǎo)的經(jīng)濟(jì)增長(zhǎng)方式，加快西部城市化進(jìn)程等一系列有效措施。
[Abstract]:The historical existence and excessive expansion of the development gap between the eastern and western regions has become an overall problem that has long plagued the healthy economic and social development of our country. It supports the development and construction of the western region and realizes the coordinated development of the eastern, central and western regions. It is an important strategic task in China's modernization drive. With the development of the western region, the state has adopted an active fiscal policy and a sound monetary policy, and has continuously increased its investment in fixed assets in the western region. Stimulating investment and consumption demand in the western region, paying attention to the quantity and quality of investment in fixed assets, and promoting the rapid development of the economy in the western region. Fixed assets investment involves a relatively wide range, has a large scale of investment, and has a relatively long period. The direction of fixed assets investment determines the industrial structure and the layout of industry structure. How to improve the efficiency of fixed assets investment in the western region, how to realize the interactive development of fixed assets investment and economic growth, and then narrow the gap between the east and the west, It is the focus of this paper. This paper is divided into five chapters: the first chapter is the introduction, which leads to the research topic of this paper, the second chapter is the theoretical basis, with the theory of investment conduction cycle, the paper is divided into five chapters: chapter one is the introduction, the second chapter is the theory of investment conduction cycle. The multiplier and acceleration principle of investment are the important theoretical basis. Chapter three summarizes the main problems of investment in the western region through the investment in fixed assets and the current situation of economic development in the western region. Chapter 4th is the empirical part. In view of the main problems existing in the western region, the appropriate index groups and methods are selected, respectively, from the contribution of fixed asset investment to economic growth, econometric regression, impulse response, Chapter 5th summarizes the main conclusions of this paper, that is, fixed asset investment is the pillar of economic growth in the western region, and there is a mutually reinforcing relationship between fixed asset investment and economic growth in the western region. The investment layout and structure of the western region are out of balance, and the investment causes a certain degree of crowding out of the consumption, and then puts forward the corresponding countermeasures, such as continuing to exert the scale effect of the fixed assets investment in the western region, and promoting the optimization and upgrading of the investment structure. A series of effective measures, such as balancing the inter-provincial distribution of fixed asset investment, transforming it into an economic growth mode dominated by both investment and consumption, and speeding up the process of urbanization in western China.
