【摘要】：正跨大西洋貿(mào)易與投資伙伴關(guān)系協(xié)定(TTIP)背后的邏輯非常清晰:國際秩序正在進(jìn)化,TTIP是西方國家重新掌握全球貿(mào)易系統(tǒng)的手段。對于歐盟的貿(mào)易談判者而言,簽訂該協(xié)定的理由非常實(shí)際:協(xié)定必須帶來可觀的貿(mào)易收入。但是華盛頓方面拒絕為歐洲的利益,包括金融的合作監(jiān)管與獲得能源等方面,做出讓步。布魯塞爾方面認(rèn)為與美國的合作將與原來的設(shè)想背道而馳。近期的歐洲國會選舉改變了管理歐盟的規(guī)則,對貿(mào)易談判的公眾監(jiān)督將更加嚴(yán)格,這意味著僅僅是基于共同地緣基礎(chǔ)的TTIP希望渺茫。
