俄白哈關(guān)稅同盟背景下中國應(yīng)對哈薩克斯坦經(jīng)貿(mào)政策調(diào)整的對策研究

【摘要】:哈薩克斯坦與中國西部省份新疆維吾爾自治區(qū)毗鄰,雙方在資源稟賦、市場、能源和產(chǎn)業(yè)結(jié)構(gòu)上的互補(bǔ)性極強(qiáng),經(jīng)貿(mào)交往歷史悠久。自1992年1月3日中國與哈薩克斯坦建交以來,在世界貿(mào)易組織、上海合作組織、中亞區(qū)域經(jīng)濟(jì)合作、亞洲博鰲論壇、亞信會(huì)議等多邊對話機(jī)制的推動(dòng)下,兩國在政治、貿(mào)易、投資、能源、通訊、交通、安全、人文、科技等領(lǐng)域的合作成果豐碩。2011年6月13日中國與哈薩克斯坦全面戰(zhàn)略伙伴關(guān)系的確立為兩國關(guān)系的進(jìn)一步發(fā)展奠定了堅(jiān)實(shí)的法律基礎(chǔ),雙邊經(jīng)貿(mào)合作潛力無限。 受歷史慣性和地緣經(jīng)濟(jì)影響,中亞國家一直致力于實(shí)現(xiàn)獨(dú)聯(lián)體內(nèi)部的區(qū)域經(jīng)濟(jì)合作。2009年11月27日俄白哈關(guān)稅同盟的成立標(biāo)志著獨(dú)聯(lián)體向著區(qū)域經(jīng)濟(jì)一體化進(jìn)程邁出了最為關(guān)鍵的一步。隨著市場、資本、服務(wù)、技術(shù)、信息、勞動(dòng)力等要素的自由流動(dòng),,三國一體化的最終目標(biāo)是組建歐亞經(jīng)濟(jì)聯(lián)盟甚至是歐亞聯(lián)盟。 俄白哈關(guān)稅同盟成立以來,哈薩克斯坦的技術(shù)法規(guī)、農(nóng)業(yè)補(bǔ)貼協(xié)定、邊境植物檢驗(yàn)檢疫程序、保障措施、反傾銷和反補(bǔ)貼措施協(xié)議等都在統(tǒng)一經(jīng)濟(jì)空間框架內(nèi)進(jìn)行了較大調(diào)整,中哈經(jīng)貿(mào)合作面臨一系列挑戰(zhàn)。可以預(yù)見,隨著俄白哈關(guān)稅同盟一體化程度的不斷提高,將對中哈經(jīng)貿(mào)合作產(chǎn)生持續(xù)性的深遠(yuǎn)影響,并進(jìn)一步擴(kuò)展到中國與整個(gè)中亞地區(qū)的經(jīng)貿(mào)合作。因此,構(gòu)建應(yīng)對哈薩克斯坦經(jīng)貿(mào)政策調(diào)整的預(yù)警機(jī)制和防范機(jī)制,保持中哈經(jīng)貿(mào)合作持續(xù)穩(wěn)定健康發(fā)展是亟待研究的重要課題。 本文以俄白哈關(guān)稅同盟成立之后的中哈經(jīng)貿(mào)關(guān)系為研究對象,重點(diǎn)關(guān)注關(guān)稅同盟運(yùn)行后哈薩克斯坦經(jīng)貿(mào)政策的調(diào)整變化。通過研究俄白哈關(guān)稅同盟的成立背景及運(yùn)行現(xiàn)狀,首先從理論和實(shí)證分析的角度探討關(guān)稅同盟對非成員國,尤其是對中國的貿(mào)易轉(zhuǎn)移效應(yīng)。其次運(yùn)用博弈論的分析方法,嘗試構(gòu)建哈薩克斯坦貿(mào)易政策制定機(jī)制的博弈模型,探討俄白哈關(guān)稅同盟運(yùn)行背景下,哈薩克貿(mào)易政策的制定機(jī)制及其影響因素。在此基礎(chǔ)上,通過對比分析關(guān)稅同盟建立前后哈薩克斯坦貿(mào)易政策、投資政策、海關(guān)制度和能源政策的調(diào)整變化,提出構(gòu)建應(yīng)對哈薩克斯坦經(jīng)貿(mào)政策調(diào)整的預(yù)警機(jī)制和防范機(jī)制、促進(jìn)貿(mào)易與投資協(xié)調(diào)發(fā)展以及推動(dòng)完善與俄白哈關(guān)稅同盟的經(jīng)貿(mào)合作機(jī)制,為中國政府及企業(yè)及時(shí)調(diào)整對哈經(jīng)貿(mào)合作提供戰(zhàn)略依據(jù),促進(jìn)中哈兩國在貿(mào)易、投資、能源、交通、通訊、科技、人文等多領(lǐng)域的交流與合作。
[Abstract]:Kazakhstan is adjacent to the western Chinese province of Xinjiang Uygur Autonomous region. The two sides are highly complementary in terms of resource endowment, market, energy and industrial structure. Economic and trade exchanges have a long history. Since the establishment of diplomatic relations between China and Kazakhstan in January 3rd 1992, promoted by multilateral dialogue mechanisms such as the World Trade Organization, the Shanghai Cooperation Organization, the Central Asian Regional Economic Cooperation, the Boao Forum for Asia, the CICA and other multilateral dialogue mechanisms, The two countries in politics, trade, investment, energy, communications, transportation, security, humanities, In June 13th 2011, the establishment of a comprehensive strategic partnership between China and Kazakhstan laid a solid legal foundation for the further development of bilateral relations, with unlimited potential for bilateral economic and trade cooperation. Influenced by historical inertia and geo-economics, In November 27th 2009, the establishment of the Russian-Belarusian customs union marked the most crucial step towards the process of regional economic integration of the CIS. With the market, capital, Free flow of services, technology, information, labor, etc. The ultimate goal of the integration of the three countries is to form the Eurasian Economic Union or even the Eurasian Union. Since the establishment of the Russia-Belarus Customs Union, Kazakhstan's technical regulations, agricultural subsidy agreements, border plant inspection and quarantine procedures, and safeguards, The agreements on anti-dumping and countervailing measures have been greatly adjusted within the framework of the unified economic space, and the economic and trade cooperation between China and Kazakhstan faces a series of challenges. It can be foreseen that with the increasing integration of the Russian-Belarusian customs union, It will have a lasting and far-reaching impact on the economic and trade cooperation between China and Kazakhstan, and further expand the economic and trade cooperation between China and the entire Central Asian region. Therefore, we should build an early warning mechanism and a preventive mechanism to adjust Kazakhstan's economic and trade policies. Maintaining the sustained, stable and healthy development of economic and trade cooperation between China and Kazakhstan is an important subject to be studied. This paper focuses on the economic and trade relations between China and Kazakhstan after the establishment of the Russian-Belarusian Customs Union, focusing on the adjustment and changes of Kazakhstan's economic and trade policy after the operation of the Customs Union. First of all, it discusses the trade transfer effect of customs union to non-member countries, especially to China from the angle of theoretical and empirical analysis, and then tries to construct the game model of Kazakhstan's trade policy making mechanism by using game theory analysis method. This paper discusses the establishment mechanism and influencing factors of Kazakh trade policy in the context of the operation of the Russian-Belarusian customs union. On this basis, through the comparative analysis of Kazakhstan's trade policy and investment policy before and after the establishment of the customs union, The adjustment and change of customs system and energy policy, put forward the establishment of early warning mechanism and preventive mechanism to adjust Kazakhstan's economic and trade policies, promote the coordinated development of trade and investment, and promote the improvement of the mechanism of economic and trade cooperation with the Russian-Belarusian customs union. To provide a strategic basis for the Chinese government and enterprises to adjust their economic and trade cooperation with Kazakhstan in a timely manner, and to promote exchanges and cooperation between the two countries in the fields of trade, investment, energy, transportation, communications, science and technology, humanities, and so on.
