【摘要】：改革開放以來,在黨和國家鼓勵(lì)個(gè)體經(jīng)濟(jì)發(fā)展的方針政策指引下,個(gè)體經(jīng)濟(jì)的地位從“拾遺補(bǔ)缺”到“必要的有益的補(bǔ)充”,再到“社會(huì)主義市場(chǎng)經(jīng)濟(jì)的重要組成部分”,發(fā)生了深刻的變化,幾乎涵蓋了所有的社會(huì)領(lǐng)域。個(gè)體經(jīng)濟(jì)不僅促進(jìn)了我國經(jīng)濟(jì)的增長(zhǎng),財(cái)政收入的增加,而且活躍了市場(chǎng),緩解了就業(yè)壓力,使社會(huì)更加穩(wěn)定,已成為促進(jìn)社會(huì)健康、快速、和諧發(fā)展的重要力量。 然而盡管個(gè)體經(jīng)濟(jì)有了較快的發(fā)展,成為推動(dòng)我國經(jīng)濟(jì)發(fā)展的一支重要力量。但是在個(gè)體經(jīng)濟(jì)的監(jiān)管方面,由于相關(guān)的政府監(jiān)管部門長(zhǎng)期以來形成的觀念上的認(rèn)識(shí)錯(cuò)誤、監(jiān)管方式和手段的滯后,以及從業(yè)人員素質(zhì)上存在的問題,在一定程度上制約和影響著個(gè)體經(jīng)濟(jì)量的擴(kuò)張和質(zhì)的提高,迫切需要對(duì)一些限制個(gè)體經(jīng)濟(jì)發(fā)展的監(jiān)管體制和理念進(jìn)行完善,下大力氣優(yōu)化服務(wù)環(huán)境,使之更好地促進(jìn)個(gè)體經(jīng)濟(jì)的健康發(fā)展。實(shí)踐證明,只有解放思想,更新觀念,按照客觀經(jīng)濟(jì)規(guī)律要求,正確認(rèn)識(shí)和對(duì)待個(gè)體經(jīng)濟(jì),才能制定出合理的監(jiān)管政策,促進(jìn)個(gè)體經(jīng)濟(jì)合理有序發(fā)展。 本論文分為四大部分。第一部分闡述了個(gè)體經(jīng)濟(jì)的地位和作用,個(gè)體經(jīng)濟(jì)在我國的發(fā)展歷程以及國家對(duì)個(gè)體經(jīng)濟(jì)方針政策的演變等內(nèi)容。第二部分闡述了個(gè)體經(jīng)濟(jì)的經(jīng)營行為,分析了我國個(gè)體經(jīng)濟(jì)監(jiān)管方面存在的問題以及面臨的新形勢(shì)。第三部分通過對(duì)國外有關(guān)個(gè)體經(jīng)濟(jì)管理的政策理論分析,得出了一些啟示。這些啟示有助于研究如何完善我國的個(gè)體經(jīng)濟(jì)監(jiān)管的具體政策。第四部分是本文的核心所在,在前面借鑒國外經(jīng)驗(yàn)的基礎(chǔ)上,闡述了完善我國個(gè)體經(jīng)濟(jì)監(jiān)管的路徑。筆者認(rèn)為應(yīng)從改革監(jiān)管方式、加大監(jiān)管力度、加強(qiáng)個(gè)體經(jīng)濟(jì)從業(yè)者的職業(yè)道德建設(shè)以及構(gòu)建個(gè)體經(jīng)濟(jì)市場(chǎng)監(jiān)管的新體制等方面來完善對(duì)個(gè)體經(jīng)濟(jì)的市場(chǎng)監(jiān)管。針對(duì)其中某些具體問題,筆者也進(jìn)行了深入的探討。
[Abstract]:Since the reform and opening up, under the guidance of the principles and policies of the Party and the state to encourage the development of the individual economy, The status of the individual economy has undergone profound changes, from "picking up gaps" to "necessary and beneficial supplements" to "an important component of the socialist market economy". The individual economy has not only promoted the growth of our economy and the increase of fiscal revenue, but also activated the market, alleviated the pressure of employment, made the society more stable, and has become a promotion of social health and speed. An important force for harmonious development. However, despite the rapid development of the individual economy, it has become an important force to promote the economic development of our country. However, in the aspect of the supervision of the individual economy, due to the misunderstanding of the concept formed for a long time by the relevant government supervision departments, The lag of supervision methods and means, as well as the problems existing in the quality of employees, to a certain extent, restrict and influence the expansion of individual economy and the improvement of quality. There is an urgent need to perfect some supervision systems and ideas that limit the development of individual economy, to make great efforts to optimize the service environment, and to make it better promote the healthy development of individual economy. According to the requirement of objective economic law, it is necessary to correctly understand and treat individual economy in order to formulate reasonable supervision policy and promote the rational and orderly development of individual economy. This paper is divided into four parts. The first part describes the status and role of individual economy. The development course of individual economy in our country and the evolution of national policy on individual economy etc. The second part expounds the management behavior of individual economy. This paper analyzes the problems existing in the supervision of individual economy in China and the new situation it faces. The third part analyzes the policy theory of individual economy management in foreign countries. Some enlightenments are obtained. These revelations are helpful to study how to perfect the specific policies of individual economic supervision in China. Part 4th is the core of this paper. This paper expounds the path of perfecting the supervision of individual economy in our country. In order to perfect the market supervision of the individual economy, we should strengthen the professional ethics construction of the individual economic practitioners and construct a new system of the supervision of the individual economy market. In view of some specific problems, the author also makes a thorough discussion.
