【摘要】：經(jīng)濟(jì)協(xié)同創(chuàng)新成為世界經(jīng)濟(jì)發(fā)展的潮流，本文力求將協(xié)同創(chuàng)新的思想應(yīng)用到黑龍江省經(jīng)濟(jì)發(fā)展的實(shí)踐中，為黑龍江省經(jīng)濟(jì)建設(shè)服務(wù)，以推動黑龍江省經(jīng)濟(jì)嶄新和快速的發(fā)展。為此本文從三個部分展開：一是經(jīng)濟(jì)協(xié)同創(chuàng)新對黑龍江省經(jīng)濟(jì)發(fā)展的促進(jìn)方面和可能遇到的問題。二是開展經(jīng)濟(jì)協(xié)同創(chuàng)新把握的重點(diǎn)環(huán)節(jié)，即協(xié)同環(huán)節(jié)、創(chuàng)新環(huán)節(jié)和體制環(huán)節(jié)，分別重在“溝通”“統(tǒng)籌”和“配套”。三是開展經(jīng)濟(jì)協(xié)同創(chuàng)新的應(yīng)對策略。把握住重點(diǎn)環(huán)節(jié)，結(jié)合黑龍江自身的人文氛圍、經(jīng)濟(jì)水平、資源條件和區(qū)位特點(diǎn)，從微觀層面提出開展經(jīng)濟(jì)協(xié)同創(chuàng)新的對策。 本文為黑龍江省經(jīng)濟(jì)協(xié)同創(chuàng)新的實(shí)踐建立起系統(tǒng)的理論范式，通過對協(xié)同、創(chuàng)新與協(xié)同創(chuàng)新的動態(tài)分析，提出協(xié)同環(huán)節(jié)、創(chuàng)新環(huán)節(jié)和體制環(huán)節(jié)是黑龍江省經(jīng)濟(jì)業(yè)協(xié)同創(chuàng)新的關(guān)鍵影響環(huán)節(jié)，它們通過密切而深刻的互動，實(shí)現(xiàn)了黑龍江省經(jīng)濟(jì)整體的帕累托最優(yōu)。本文的實(shí)踐意義為，從宏觀和微觀層面為黑龍江省經(jīng)濟(jì)發(fā)展的協(xié)同創(chuàng)新實(shí)踐提供了應(yīng)對思路和解決方案，即確立戰(zhàn)略目標(biāo)瞄準(zhǔn)創(chuàng)新方向，推進(jìn)區(qū)域科技協(xié)作，推進(jìn)科研創(chuàng)新培育創(chuàng)新人才，建設(shè)協(xié)同創(chuàng)新園區(qū)和協(xié)同創(chuàng)新平臺，完善激勵協(xié)調(diào)體制和評價機(jī)制，做好協(xié)同創(chuàng)新媒介工作等方面。
[Abstract]:Economic synergetic innovation has become the trend of world economic development. This paper tries to apply the idea of cooperative innovation to the practice of Heilongjiang province's economic development to serve the economic construction of Heilongjiang Province. In order to promote the new and rapid economic development of Heilongjiang Province, this paper starts from three parts:. The first is the promotion of economic synergy innovation to Heilongjiang Province and the possible problems encountered, and the other is the key link to grasp the economic synergy innovation. That is, coordination link, innovation link and system link, respectively, focus on "communication" "overall planning" and "matching". Combined with Heilongjiang's own humanistic atmosphere, economic level, resource conditions and location characteristics, the countermeasures of economic coordination and innovation are put forward from the micro level. This paper establishes a systematic theoretical paradigm for the practice of economic synergetic innovation in Heilongjiang Province. Through the dynamic analysis of coordination, innovation and collaborative innovation, the cooperative link is put forward. The innovation link and the system link are the key influence link of the economic industry synergy innovation in Heilongjiang province. They have realized the Pareto optimal of Heilongjiang province economy through the close and profound interaction. The practical significance of this paper is as follows. From the macro and micro level, this paper provides the corresponding ideas and solutions for the cooperative innovation practice of Heilongjiang province's economic development, that is, to establish the strategic goal aiming at innovation direction and to promote regional scientific and technological cooperation. Promoting scientific research innovation and cultivating innovative talents, building collaborative innovation parks and platforms, perfecting incentive and coordination system and evaluation mechanism, doing well the work of collaborative innovation media, etc.
