【摘要】：外商直接投資（FDI）作為國際資本流動的主要方式，在推動一國經(jīng)濟增長方面起著越來越重要的作用，其產(chǎn)生的技術(shù)溢出效應(yīng)能否促進企業(yè)的技術(shù)進步更是受到學(xué)者的廣泛關(guān)注，但研究發(fā)現(xiàn)FDI技術(shù)溢出效應(yīng)在不同國家或地區(qū)存在很大的差異，這主要是與東道國的吸收能力有很大的關(guān)系。山西省作為全國能源大省，外商直接投資規(guī)模逐年擴大，但與中部其它五省相比還存在很大的差距，企業(yè)技術(shù)水平并沒有明顯提高，因此，研究如何提高山西省FDI技術(shù)溢出效應(yīng)，推進當?shù)仄髽I(yè)的技術(shù)進步有著重要的意義。 本文以FDI技術(shù)溢出效應(yīng)的相關(guān)理論為基礎(chǔ)，借鑒柯布-道格拉斯（C-D）生產(chǎn)函數(shù)，建立衡量FDI技術(shù)溢出效應(yīng)的模型，選取山西省1995-2011年相關(guān)數(shù)據(jù)對FDI技術(shù)溢出效應(yīng)進行實證研究，在研究方法上采用面板數(shù)據(jù)模型并通過Eviews軟件進行回歸分析，得出結(jié)論：山西省FDI存在負的技術(shù)溢出效應(yīng)，即FDI技術(shù)溢出效應(yīng)并沒有促進山西省企業(yè)的技術(shù)進步。對山西省11個地市分析中，太原、大同、運城、臨汾為正效應(yīng)，，陽泉、晉城、朔州、長治、晉中、忻州、呂梁為負效應(yīng)。對此，文章從山西省利用外資的引資質(zhì)量、產(chǎn)業(yè)結(jié)構(gòu)、區(qū)域結(jié)構(gòu)、來源地、投資方式五個方面進行了深入分析，發(fā)現(xiàn)當?shù)仄髽I(yè)的吸收能力是影響FDI技術(shù)溢出效應(yīng)的一個重要因素。進一步地，本文在前文模型的基礎(chǔ)上構(gòu)建吸收能力模型，分別從人力資本、RD、市場體制、基礎(chǔ)設(shè)施四個角度考察吸收能力對FDI技術(shù)溢出效應(yīng)的影響，并結(jié)合山西省現(xiàn)狀與中部其它五省進行了對比分析。最后，提出了對山西省提高利用外資的政策建議，要不斷加大對人力資本和RD投入力度，改善市場環(huán)境，鼓勵企業(yè)自主創(chuàng)新，完善市場競爭體制，加強基礎(chǔ)設(shè)施的建設(shè)。
[Abstract]:As the main way of international capital flow, foreign direct investment (FDI) plays a more and more important role in promoting a country's economic growth. Whether the technology spillover effect can promote the technological progress of enterprises has been paid more attention by scholars, but the study found that there are great differences in FDI technology spillover effect in different countries or regions. This is mainly related to the absorption capacity of the host country. Shanxi Province as a major energy province, the scale of foreign direct investment is expanding year by year, but compared with other five central provinces, there is still a big gap. Therefore, it is of great significance to study how to improve the spillover effect of FDI technology in Shanxi Province and to promote the technological progress of local enterprises. Based on the theory of FDI technology spillover effect, this paper establishes a model to measure the spillover effect of FDI technology based on the production function of Cobb-Douglas technique. Select the relevant data from 1995 to 2011 in Shanxi Province to carry on the empirical research to the FDI technology spillover effect, adopt the panel data model in the research method and carry on the regression analysis through the Eviews software. Conclusion: FDI in Shanxi Province has negative technology spillover effect, that is, FDI technology spillover effect does not promote the technological progress of Shanxi enterprises. In the analysis of 11 cities in Shanxi Province, Taiyuan, Datong and Yuncheng are analyzed. Linfen is positive effect, Yangquan, Jincheng, Shuozhou, Changzhi, Jinzhong, Xinzhou, Lv Liang are negative effects. It is found that the absorptive capacity of local enterprises is an important factor affecting the spillover effect of FDI technology. Based on the previous model, this paper constructs the absorptive capacity model, respectively from the human capital, market system, infrastructure to investigate the impact of absorptive capacity on FDI technology spillover effects. Finally, the author puts forward some policy suggestions on how to increase the utilization of foreign capital in Shanxi Province, and we should constantly increase investment in human capital and R D to improve the market environment. Enterprises should be encouraged to innovate independently, perfect the market competition system, and strengthen the construction of infrastructure.
