【摘要】：綜合考察國(guó)內(nèi)外發(fā)展環(huán)境、國(guó)家戰(zhàn)略要求和上海的發(fā)展階段,上海"十三五"時(shí)期發(fā)展總體目標(biāo)應(yīng)是:到2020年,基本建成與我國(guó)經(jīng)濟(jì)實(shí)力和國(guó)際地位相適應(yīng)、具有全球資源配置能力的國(guó)際經(jīng)濟(jì)、金融、貿(mào)易、航運(yùn)中心和社會(huì)主義現(xiàn)代化國(guó)際大都市;建設(shè)具有全球影響力的科技創(chuàng)新中心取得重大進(jìn)展;基本建成具有較強(qiáng)文化軟實(shí)力的國(guó)際文化大都市;基本形成比較完善的市場(chǎng)化、國(guó)際化、法治化營(yíng)商環(huán)境;全面建成具有較高水平的小康社會(huì)。
