京滬高速鐵路時間節(jié)約的影響分析

【摘要】:京滬高速鐵路經(jīng)過二十幾年的準(zhǔn)備醞釀,三年多的建設(shè)施工和近兩年的運營,目前正在發(fā)揮越來越大的效益,創(chuàng)造出驚人的價值。京滬高速鐵路將原本15-20個小時的旅途縮短至5小時,有效地節(jié)省了旅客的出行時間,大大縮短了沿線城市間的時空距離,加快資金、勞動力等的流動,對沿線的經(jīng)濟(jì)社會發(fā)展產(chǎn)生深刻的影響。但由于高速鐵路屬于大規(guī)模投資和經(jīng)營項目,投資大而回收期較長,京滬高速鐵路所帶來的深遠(yuǎn)影響遠(yuǎn)不是簡單的財務(wù)數(shù)據(jù)所能涵蓋的,更要從宏觀和長遠(yuǎn)的角度來評價。本文正是基于這一背景,在探求京滬高速鐵路是如何通過節(jié)約運行時間對沿線經(jīng)濟(jì)社會產(chǎn)生影響的基礎(chǔ)上,力求科學(xué)合理地對京滬高速鐵路時間節(jié)約的影響進(jìn)行測算,具有重要的理論和現(xiàn)實意義。 本文通過理論和實證相結(jié)合的方式,首先,計算京滬高速鐵路時間節(jié)約的直接影響,即京滬高速鐵路通過縮短旅客旅行時間帶來的時間節(jié)約價值;其次,總結(jié)歸納京滬高速鐵路時間節(jié)約的社會影響,即京滬高速鐵路的運營可有效縮短不同城市間的時空距離,促進(jìn)社會公共資源的合理流動和優(yōu)化配備;最后,在分析京滬高速鐵路是如何通過節(jié)約運行時間拉動沿線經(jīng)濟(jì)發(fā)展的基礎(chǔ)上,利用面板數(shù)據(jù)模型對京滬高速鐵路沿線的四省三市進(jìn)行實證分析。 實證研究發(fā)現(xiàn),京滬高速鐵路的運營可以帶來巨大的時間節(jié)約價值,京滬高速鐵路僅在運營初期的十五個月間,就已經(jīng)為社會帶來大約900億元的時間節(jié)約價值;京滬高速鐵路對沿線四省三市的經(jīng)濟(jì)發(fā)展具有很強(qiáng)的助推作用,2011年京滬高速鐵路的開通運營,為沿線帶來了3153億元的GDP,大約占京滬高速鐵路沿線四省三市GDP總和的1.9%。總之,京滬高速鐵路的意義已經(jīng)不局限于對沿線交通運輸結(jié)構(gòu)的改善,其運營對沿線的經(jīng)濟(jì)社會發(fā)展也具有重大而深遠(yuǎn)的意義。
[Abstract]:After more than 20 years of preparation, more than three years of construction and operation, the Beijing-Shanghai high-speed railway is playing a more and more important role. The Beijing-Shanghai high-speed railway shortens the original 15-20 hours of travel to 5 hours, effectively saving travel time for passengers and greatly reducing the space and time distance between cities along the route. Speeding up the flow of capital and labor force has a profound impact on the economic and social development along the line. However, because high-speed railway is a large-scale investment and business projects, the investment is large and the payback period is longer. The far-reaching impact brought by Beijing-Shanghai high-speed railway is far from simple financial data, and it should be evaluated from macro and long-term perspectives. This paper is based on this background. On the basis of exploring how the Beijing-Shanghai high-speed railway affects the economy and society along the line by saving the running time, the author tries to estimate the impact of the Beijing-Shanghai high-speed railway on the time saving scientifically and reasonably. It has important theoretical and practical significance. In this paper, through the combination of theoretical and empirical methods, first of all, the direct impact of the Beijing-Shanghai high-speed railway time savings, that is, the Beijing-Shanghai high-speed railway by shortening passenger travel time brought about by the time saving value; Secondly, it summarizes the social impact of time saving of Beijing-Shanghai high-speed railway, that is, the operation of Beijing-Shanghai high-speed railway can effectively shorten the space-time distance between different cities, promote the reasonable flow of social public resources and optimize the allocation of social public resources. Finally, on the basis of analyzing how the Beijing-Shanghai high-speed railway drives the economic development of the line by saving the running time, the paper makes an empirical analysis of the four provinces and three markets along the Beijing-Shanghai high-speed railway by using the panel data model. Empirical study found that the operation of Beijing-Shanghai high-speed railway can bring huge time-saving value, the Beijing-Shanghai high-speed railway is only in the early 15 months of operation. It has already brought about 90 billion yuan of time saving value to the society; Beijing-Shanghai high-speed railway has a strong boost to the economic development of the four provinces and three markets along the line. In 2011, the Beijing-Shanghai high-speed railway opened and operated, which brought 315.3 billion yuan of GDP along the line. In short, the significance of Beijing-Shanghai high-speed railway is not limited to the improvement of transport structure along the line. Its operation is also of great and far-reaching significance to the economic and social development along the route.
