【摘要】：城鄉(xiāng)一體化是在城鄉(xiāng)統(tǒng)籌理念下的城市與農(nóng)村的融合過(guò)程,是社會(huì)發(fā)展必不可少的一個(gè)階段。在城鄉(xiāng)統(tǒng)籌理念的指導(dǎo)下,城鄉(xiāng)一體化要破解城鄉(xiāng)二元結(jié)構(gòu),促進(jìn)城鄉(xiāng)融合,深化城鄉(xiāng)間的聯(lián)系推動(dòng)城鄉(xiāng)平等、良性、持續(xù)的融合發(fā)展,形成城市與農(nóng)村的現(xiàn)代化、和諧化,最終實(shí)現(xiàn)城鄉(xiāng)一體的發(fā)展局面,徹底消除城鄉(xiāng)界限。 推動(dòng)城鄉(xiāng)一體化是現(xiàn)階段我國(guó)各級(jí)政府重要工作之一。城鄉(xiāng)一體化內(nèi)容豐富,包含空間布局、產(chǎn)業(yè)、交通等多方面內(nèi)容。本文以城鄉(xiāng)產(chǎn)業(yè)一體化發(fā)展為研究切入點(diǎn),借鑒國(guó)外的實(shí)踐經(jīng)驗(yàn),分析了我國(guó)產(chǎn)業(yè)現(xiàn)狀和發(fā)展形勢(shì),提出了城鄉(xiāng)一體化的產(chǎn)業(yè)發(fā)展原則；針對(duì)安丘的產(chǎn)業(yè)發(fā)展現(xiàn)狀,提出了符合安丘當(dāng)?shù)厍闆r的產(chǎn)業(yè)發(fā)展規(guī)劃,主要包括對(duì)安丘城鄉(xiāng)產(chǎn)業(yè)結(jié)構(gòu)的戰(zhàn)略性調(diào)整,形成城鄉(xiāng)產(chǎn)業(yè)分工合理、布局科學(xué)、相互協(xié)作、優(yōu)勢(shì)互補(bǔ)的產(chǎn)業(yè)發(fā)展格局,促進(jìn)城鄉(xiāng)經(jīng)濟(jì)發(fā)展,從而推動(dòng)城鄉(xiāng)一體化進(jìn)程。 本文提出了城鄉(xiāng)一體化的產(chǎn)業(yè)分區(qū)規(guī)劃方法,通過(guò)分析城鄉(xiāng)間經(jīng)濟(jì)、區(qū)位、產(chǎn)業(yè)、空間結(jié)構(gòu)等因素,將安丘市劃分為：城鄉(xiāng)發(fā)展重點(diǎn)區(qū)、城鄉(xiāng)發(fā)展生態(tài)區(qū)、城鄉(xiāng)發(fā)展物流區(qū)；闡明了分區(qū)的概念,通過(guò)對(duì)地理位置、資源和產(chǎn)業(yè)等指標(biāo)全面考慮,提出分區(qū)的引導(dǎo)政策,統(tǒng)籌考慮城鄉(xiāng)一體化產(chǎn)業(yè)規(guī)劃。本文最后以凌河鎮(zhèn)和石埠子鎮(zhèn)為例,進(jìn)行了城鄉(xiāng)一體化產(chǎn)業(yè)規(guī)劃示范。
[Abstract]:Urban and rural integration is the integration process of urban and rural areas under the concept of urban and rural planning, is an essential stage of social development. Under the guidance of the concept of urban and rural integration, urban-rural integration to break the dual structure of urban and rural areas. Promote the integration of urban and rural areas, deepen the links between urban and rural areas to promote the equality of urban and rural areas, benign, sustainable integration of development, the formation of urban and rural modernization, harmony, and ultimately realize the development of urban and rural integration. The boundary between urban and rural areas should be completely eliminated Promoting the integration of urban and rural areas is one of the important tasks of our government at all levels at present. The integration of urban and rural areas is rich in content, including spatial layout, industry. This paper takes the development of urban-rural industrial integration as the starting point, draws lessons from the practical experience of foreign countries, analyzes the present situation and development situation of China's industry, and puts forward the industrial development principles of urban-rural integration. In view of the present situation of industrial development in Anqiu, the paper puts forward the industrial development plan in line with the local conditions of Anqiu, mainly including the strategic adjustment of the industrial structure between urban and rural areas of Anqiu, the formation of a rational division of labor between urban and rural industries, and the scientific layout. Mutual cooperation, complementary industrial development pattern, promote urban and rural economic development, thus promoting the process of urban and rural integration. This paper puts forward the industrial zoning planning method of urban-rural integration. By analyzing the factors of economy, location, industry and spatial structure between urban and rural areas, Anqiu city is divided into urban and rural development key areas, urban and rural development ecological areas. Urban and rural development of logistics areas; This paper clarifies the concept of zoning, through the overall consideration of geographical location, resources and industry and other indicators, puts forward the guiding policy of zoning, and considers the integrated industrial planning of urban and rural areas as a whole. Finally, this paper takes Linghe Town and Shibu Town as examples. Urban and rural integration of industrial planning demonstration.
