【摘要】：開發(fā)區(qū)經(jīng)濟是我國改革開放后經(jīng)濟發(fā)展的新模式,充當(dāng)了中國市場經(jīng)濟發(fā)展道路上的“先行者”和“探路者”。30年的發(fā)展歷程來看,開發(fā)區(qū)在中國經(jīng)濟的快速發(fā)展中表現(xiàn)出了強大力量,被譽為是中國經(jīng)濟的“發(fā)動機”。但是現(xiàn)在的國際政治經(jīng)濟形勢正在進行著深刻的變化,我國開發(fā)區(qū)面臨的發(fā)展環(huán)境已經(jīng)今非昔比,過去享受國內(nèi)優(yōu)惠政策的優(yōu)勢已經(jīng)逐漸減弱,國內(nèi)外和區(qū)域之間的競爭日趨激烈,開發(fā)區(qū)需要結(jié)合自身條件探索新的發(fā)展之路。 本文研究對象為琿春邊境經(jīng)濟合作區(qū)(以下簡稱合作區(qū)),作為首批國家批準(zhǔn)設(shè)立的邊境經(jīng)濟合作區(qū)之一,它的發(fā)展一直受到各界關(guān)注。合作區(qū)位于東北亞圖們江區(qū)域中、俄、朝三國接壤處,區(qū)位優(yōu)勢明顯,不僅琿春境內(nèi)而且鄰近的俄、朝邊境地區(qū)自然資源也都很豐富,此外,琿春在政策方面還得到國家及省、州的傾斜,發(fā)展基礎(chǔ)良好。其開發(fā)建設(shè)對于延邊州和吉林省的經(jīng)濟發(fā)展都具有重要意義,對于振興東北老工業(yè)基地乃至于發(fā)展東北亞區(qū)域經(jīng)濟合作等都具有重大的示范作用。合作區(qū)經(jīng)過20年的開發(fā)建設(shè),基礎(chǔ)設(shè)施不斷完善、開放領(lǐng)域不斷擴大、投資環(huán)境越來越好、工業(yè)經(jīng)濟發(fā)展成效顯著,其享有的各種優(yōu)惠政策和扶持措施,也為其發(fā)展注入了活力。但是,東北亞國際安全局勢持續(xù)動蕩,圖們江區(qū)域國際合作開發(fā)的遲緩和區(qū)域內(nèi)交通運輸?shù)摹捌款i”問題,極大的制約了琿春的跨越式發(fā)展,其區(qū)位優(yōu)勢、資源優(yōu)勢和政策優(yōu)勢一直沒有得到充分發(fā)揮,自身發(fā)展先天不足也成為影響其發(fā)展的制約因素。 在我國開發(fā)區(qū)進入發(fā)展轉(zhuǎn)型階段的大背景下,合作區(qū)遠景規(guī)劃要成長為我國面向東北亞區(qū)域合作與開發(fā)開放的重要平臺,建設(shè)成重要的立體交通樞紐和商貿(mào)物流集散中心,規(guī)劃成經(jīng)濟繁榮、環(huán)境優(yōu)美的新型生態(tài)宜居城區(qū),發(fā)揮我國東北地區(qū)的重要經(jīng)濟增長極和圖們江區(qū)域國際合作開發(fā)橋頭堡的作用,但是,怎樣憑借各種優(yōu)勢,迎接挑戰(zhàn),跨越發(fā)展,是其立足當(dāng)前謀劃長遠的首要問題。 本文從琿春邊境經(jīng)濟合作區(qū)的成長、發(fā)展取得的成果及獨有的優(yōu)勢條件出發(fā)、研究了其發(fā)展轉(zhuǎn)型存在的問題并結(jié)合當(dāng)前東北亞國際發(fā)展形勢和琿春在區(qū)域經(jīng)濟發(fā)展中的地位與作用,研究合作區(qū)如何發(fā)展轉(zhuǎn)型,并提出了具體對策。
[Abstract]:The development zone economy is a new mode of economic development after China's reform and opening up. It has acted as the "forerunner" and "Pathfinder" on the road of the development of China's market economy. The development zone has shown a powerful force in the rapid development of China's economy and has been praised as the "engine" of the Chinese economy. However, the current international political and economic situation is undergoing profound changes. The development environment faced by China's development zones has changed, the advantages of enjoying domestic preferential policies have gradually weakened in the past, and the competition between domestic and international and regional competition is becoming increasingly fierce. Development zones need to combine their own conditions to explore a new way of development. The research object of this paper is Hunchun Border Economic Cooperation Zone (hereinafter referred to as "Huichun Border Economic Cooperation Zone"), which is one of the frontier economic cooperation zones approved by the first batch of countries. Its development has been concerned by all walks of life. The cooperation zone is located in the region of the Tumen River in Northeast Asia, Russia and the DPRK are bordering on each other, with obvious geographical advantages, not only in Hunchun but also in the neighboring Russia. North Korea's border areas are also rich in natural resources, in addition, Hunchun in policy has also been the national and provincial, state tilt. Its development and construction are of great significance to the economic development of Yanbian Prefecture and Jilin Province. It plays an important role in promoting the old industrial base in Northeast China and developing regional economic cooperation in Northeast Asia. After 20 years of development and construction, the infrastructure has been continuously improved and the open field has been continuously expanded. The investment environment is getting better and better, and the industrial economic development has achieved remarkable results. The various preferential policies and supportive measures it enjoys have also injected vitality into its development. However, the international security situation in Northeast Asia continues to be volatile. The slow development of international cooperation in Tumen River region and the "bottleneck" of transportation in the region have greatly restricted the development of Hunchun by leaps and bounds, and its regional advantages. Resource advantage and policy advantage have not been fully brought into play, and the inherent deficiency of their own development has also become a restrictive factor affecting their development. Under the background that the development zone of our country enters the stage of development and transformation, the long-term plan of the cooperative zone will grow into an important platform for the regional cooperation and development of Northeast Asia. Building into an important three-dimensional transportation hub and commercial logistics distribution center, planning into a prosperous economy, beautiful environment of the new ecological livable urban area. Give play to the important economic growth pole of Northeast China and the role of Tumen River regional international cooperation in the development of bridgehead, but how to take advantage of various advantages, meet the challenges, leapfrog development. It is based on the current planning of the first issue of the long-term. This paper starts from the growth, development and unique advantages of Hunchun Border Economic Cooperation Zone. This paper studies the problems existing in the development and transformation of Hunchun, and combines the current international development situation of Northeast Asia and the position and role of Hunchun in the development of regional economy, studies how to develop and transform the cooperative zone, and puts forward some concrete countermeasures.
