【摘要】：20世紀(jì)70年代末,黨的十一屆三中全會(huì)召開后,為加快經(jīng)濟(jì)增長(zhǎng)步伐,我國(guó)政府將對(duì)外開放確定為我國(guó)的基本國(guó)策,而伴隨改革開放的不斷深入和發(fā)展,招商引資工作已成為我國(guó)經(jīng)濟(jì)發(fā)展的重要?jiǎng)恿?也成為我國(guó)參與國(guó)際分工、擴(kuò)大對(duì)外交往、提高國(guó)際影響力的一種重要方式。招商引資對(duì)地方政府的經(jīng)濟(jì)增長(zhǎng)、擴(kuò)大就業(yè)、提高先進(jìn)技術(shù)研發(fā)能力、提升產(chǎn)業(yè)結(jié)構(gòu)、擴(kuò)大出口以及推進(jìn)體制改革等多個(gè)方面都產(chǎn)生了深刻的影響。 然而長(zhǎng)期以來,政府在招商引資中一直處于主導(dǎo)的地位,以政府為主導(dǎo)的招商引資不可避免的存在一些不規(guī)范的行為,如看重?cái)?shù)量,輕視質(zhì)量,盲目建設(shè),惡性競(jìng)爭(zhēng),急功近利,欺上瞞下等等。地方政府過度介入招商引資過程,勢(shì)必造成政府職能“越位”、“錯(cuò)位”、“缺位”,導(dǎo)致公權(quán)力濫用、官員思想異化,最終使公共利益遭受巨大損害,這種狀況已不利于地方經(jīng)濟(jì)、社會(huì)的長(zhǎng)期穩(wěn)定和可持續(xù)發(fā)展。 因此,我們迫切需要研究新形勢(shì)下招商引資的新定位、新思路和新方法。市場(chǎng)經(jīng)濟(jì)體制下的政府角色是服務(wù)而非掌舵,政府應(yīng)當(dāng)從主導(dǎo)型政府向服務(wù)型政府轉(zhuǎn)變,發(fā)揮好公共管理和公共服務(wù)的職能,政府的服務(wù)環(huán)境、服務(wù)質(zhì)量、服務(wù)政策、服務(wù)機(jī)制、服務(wù)體系與服務(wù)效果直接決定著招商引資的成效,有必要圍繞投資企業(yè)服務(wù)需求建立起一套行之有效的招商引資服務(wù)體系。 本文采用比較研究、文獻(xiàn)研究、案例剖析法等方法,科學(xué)地界定政府招商引資服務(wù)職能的內(nèi)涵,明確了政府在招商引資中的角色定位,研究了政府在招商引資中應(yīng)該發(fā)揮的職能和作用。結(jié)合泰安市泰山區(qū)政府招商引資服務(wù)工作發(fā)展現(xiàn)狀和存在的職能”越位”、“錯(cuò)位”、“缺位”等問題,分析產(chǎn)生這些問題的根源,通過借鑒國(guó)內(nèi)外政府先進(jìn)的管理經(jīng)驗(yàn),試圖提出一套提升泰安市泰山區(qū)政府招商引資服務(wù)職能的有效的方案,為泰山區(qū)政府有效發(fā)揮招商引資服務(wù)效能,實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)又好又快發(fā)展具有十分重要的理論價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:At the end of 1970s, after the third Plenary session of the 11th CPC Central Committee was held, in order to speed up the pace of economic growth, our government determined the opening up to the outside world as our country's basic national policy, and accompanied by the deepening and development of reform and opening up. Attracting investment has become an important driving force for the economic development of our country. It has also become an important way for our country to participate in the international division of labor, expand foreign exchanges and improve international influence. Expanding employment, improving R & D capability of advanced technology, upgrading industrial structure, expanding export and pushing forward system reform have had profound influence. However, for a long time, the government has been in the leading position in attracting investment, and there are some non-standard behaviors, such as valuing quantity, despising quality and blindly constructing. The excessive involvement of local governments in the process of attracting investment will inevitably lead to "offside", "misplacement" and "absence" of government functions, leading to abuse of public power and alienation of officials' thinking. Finally, the public interests suffer great harm, which is not conducive to the local economy, social long-term stability and sustainable development. Therefore, we urgently need to study the new positioning, new ideas and new methods of attracting investment under the new situation. The role of government in the market economy system is to serve, not to take the helm. The government should change from the leading government to the service-oriented government, give full play to the functions of public administration and public service, the service environment, service quality, service policy and service mechanism of the government. Service system and service effect directly determine the effect of attracting investment. It is necessary to set up an effective service system around the service demand of investment enterprises. This paper uses the methods of comparative study, literature study and case analysis to scientifically define the connotation of the government's service function of attracting investment and clarify the role of the government in the process of attracting investment. This paper studies the functions and functions that the government should play in the process of attracting investment, combining with the present situation of the development and the existing functions of "offside", "misplacement" and "absence" of the government's investment promotion service in Taianshan District, Taian City. By analyzing the root causes of these problems and drawing on the advanced management experience of the domestic and foreign governments, this paper tries to put forward a set of effective schemes to promote the function of the government in Taianshan District in attracting investment. It is of great theoretical value and practical significance for the Taishan District Government to bring into full play the service efficiency of attracting investment and to realize the sound and rapid development of regional economy.
