【摘要】：隨著我國區(qū)域經(jīng)濟(jì)一體化的加深，城市合作和同城化戰(zhàn)略已經(jīng)成為眾多鄰近城市間減少交易成本、提高核心競爭力與互利雙贏的必然選擇，而探索適適合我國國情和區(qū)域發(fā)展實(shí)際的城市合作模式已是當(dāng)務(wù)之急。珠海和澳門的城市合作不僅僅具有地緣基礎(chǔ)，而且具有廣泛的共同經(jīng)濟(jì)利益和文化共通。珠澳協(xié)同發(fā)展是實(shí)現(xiàn)兩地優(yōu)勢互補(bǔ)、攜手共贏的必然選擇。從空間格局上看，珠澳毗鄰而立，同根同源，陸路相通，山水相連，日有數(shù)萬人頻密往返，協(xié)同發(fā)展的因素早已存在。本文以城市合作背景下珠澳同城化研究為題，探討珠澳同城化產(chǎn)生的內(nèi)在和外在的深層機(jī)理動力機(jī)制，總結(jié)珠澳兩地過去經(jīng)濟(jì)合作經(jīng)驗(yàn)和存在的問題，研究在《粵澳合作框架協(xié)議》及《橫琴總體發(fā)展規(guī)劃》出臺后給珠澳經(jīng)濟(jì)帶來的新機(jī)遇，并構(gòu)建博弈分析框架討論來探索在珠澳經(jīng)濟(jì)發(fā)展中將要采取什么新的合作模式、合作途徑和合作方式來進(jìn)一步推動珠澳同城化。 本文首先通過選題背景和意義引出本文的主題，較全面地梳理現(xiàn)有研究成果，對城市合作的機(jī)制模式及其影響因素，特別是珠澳同城化有關(guān)的文獻(xiàn)進(jìn)行綜述。綜合人文地理學(xué)的演化理論、公共管理學(xué)中的跨界治理理論、區(qū)域經(jīng)濟(jì)學(xué)的區(qū)域經(jīng)濟(jì)一體化相關(guān)理論，構(gòu)建城市合作與同城化的理論框架與作用機(jī)制。然后分別從珠澳城市合作的演變歷程、珠澳城市合作的突破、障礙和前景四個方面闡述了新時期珠澳區(qū)域合作的現(xiàn)狀。隨后構(gòu)建珠澳經(jīng)濟(jì)合作與同城化進(jìn)行博弈分析框架，將同城化制度變遷的博弈過程界定為博弈主體圍繞“同城化租金”或共同利益的尋租-創(chuàng)租-分租的過程，并分析了有限次重復(fù)博弈和無限次重復(fù)博弈下的子博弈精煉均衡情形，結(jié)果表明，要實(shí)現(xiàn)合作雙贏、同城協(xié)調(diào)的目標(biāo)，需要建立一個具有絕對權(quán)威的超珠澳政府的第三方組織。緊接著，在前文理論分析和經(jīng)驗(yàn)分析的基礎(chǔ)上提出有針對性的政策建議。最后總結(jié)全文的結(jié)論，，探討有待進(jìn)一步解決的問題。
[Abstract]:With the deepening of China's regional economic integration, urban cooperation and urbanization strategy has become the inevitable choice between many neighboring cities to reduce transaction costs, improve core competitiveness and mutually beneficial win-win. It is urgent to explore a suitable mode of urban cooperation suitable for China's national conditions and regional development. The urban cooperation between Zhuhai and Macao is not only geo-based. And have extensive common economic interests and culture in common. Zhuhai-Macao coordinated development is the inevitable choice to achieve complementary advantages and win-win cooperation. From the perspective of the spatial pattern, Zhuhai-Macao is adjacent to each other, with the same roots and land connections. Connected by mountains and rivers, tens of thousands of people go back and forth frequently each day, and the factors of coordinated development have already existed. This paper focuses on the research of Zhuhai-ao co-urbanization under the background of urban cooperation. This paper discusses the internal and external deep mechanism and motive mechanism of Zhuhai-Australian co-urbanization, and summarizes the past experience and existing problems of economic cooperation between Zhuhai-Macao and Zhuhai-Macao. This paper studies the new opportunities for the Zhuhai-Australian economy after the "Framework Agreement on Cooperation between Guangdong and Macao" and the "General Development Plan of Hengqin". The paper also constructs a game analysis framework to discuss what new cooperation modes, ways and means of cooperation will be adopted in the development of Zhuhai-Australian economy to further promote the urbanization of Zhuhai-Australian cities. Firstly, this paper introduces the theme of this paper through the background and significance of the topic, combing the existing research results, the mechanism model of urban cooperation and its influencing factors. Especially the literature related to Zhuhai-Australian urbanization is summarized. The evolution theory of human geography, the theory of cross-border governance in public management and the theory of regional economic integration in regional economics are integrated. Build the theoretical framework and mechanism of urban cooperation and co-urbanization. Then, from the evolution of Zhuhai-Macao urban cooperation, the breakthrough of Zhuhai-Macao urban cooperation. The obstacles and prospects of the four aspects of the new period of Zhuhai-Australian regional cooperation, and then build the Zhuhai-Australian economic cooperation and urbanized game analysis framework. The game process of the change of the same city system is defined as the process that the main body of the game revolves around "the same city rent" or the rent-seeking-creating rent-subletting process of the common interests. The refined equilibrium of sub-game under finite repeated game and infinite repeated game is analyzed. The result shows that to achieve win-win cooperation, the goal of coordination in the same city is achieved. Need to establish an absolute authority of the Chao Zhuhai-Australian government third party organization. Then, on the basis of the previous theoretical analysis and empirical analysis, put forward targeted policy recommendations. Finally, summarize the conclusions of the full text. To discuss the problems to be solved further.
