【摘要】：貧困問題的出現(xiàn)由來己久,始終是世界經(jīng)濟(jì)發(fā)展所需攻克的核心課題之一。世界各國(guó)的專家學(xué)者針對(duì)貧困問題進(jìn)行了各種研究,并總結(jié)出了財(cái)政扶貧、產(chǎn)業(yè)扶貧、生態(tài)扶貧等多種扶貧開發(fā)模式。其中,產(chǎn)業(yè)扶貧作為一種“造血型”的扶貧開發(fā)模式,在我國(guó)的扶貧開發(fā)工作中占據(jù)了重要地位。近年來,我國(guó)各地都在積極地推進(jìn)產(chǎn)業(yè)扶貧開發(fā),并取得了豐碩的扶貧成果。郴州市安仁縣的扶貧工作也需順應(yīng)潮流,借此機(jī)會(huì)大力開展產(chǎn)業(yè)扶貧建設(shè),爭(zhēng)取早日脫貧致富。 本文首先對(duì)貧困定義、貧困線測(cè)度以及反貧困理論等國(guó)內(nèi)外主流的扶貧理論進(jìn)行了系統(tǒng)研究,以構(gòu)建安仁縣產(chǎn)業(yè)扶貧研究的理論基礎(chǔ)。并且,總結(jié)出了我國(guó)扶貧開發(fā)的歷史進(jìn)程與主要模式,為安仁縣產(chǎn)業(yè)扶貧提供了實(shí)踐經(jīng)驗(yàn)。然后,文章以安仁縣的自然環(huán)境、歷史文化、社會(huì)經(jīng)濟(jì)等基本情況為基礎(chǔ),分析得出安仁縣的貧困狀況與特殊困難,明確了安仁縣產(chǎn)業(yè)扶貧的必要性。接著,本文選取了安仁縣各鄉(xiāng)鎮(zhèn)的GDP、財(cái)政收入、三次產(chǎn)業(yè)產(chǎn)值等多項(xiàng)指標(biāo),運(yùn)用主成分分析法,對(duì)該縣各鄉(xiāng)鎮(zhèn)的經(jīng)濟(jì)強(qiáng)度、城鎮(zhèn)化水平、農(nóng)業(yè)發(fā)展等情況進(jìn)行了定量的分析與比較。在此基礎(chǔ)上,構(gòu)建出了安仁縣的城鎮(zhèn)等級(jí)體系和各個(gè)鄉(xiāng)鎮(zhèn)的產(chǎn)業(yè)發(fā)展定位。 在前文體系構(gòu)建和產(chǎn)業(yè)定位的基礎(chǔ)上,本文以特色農(nóng)業(yè)、加工制造業(yè)、現(xiàn)代服務(wù)業(yè)和文化產(chǎn)業(yè)四個(gè)方面為重點(diǎn),提出以農(nóng)業(yè)的特色化和產(chǎn)業(yè)化、工業(yè)的新型化、服務(wù)業(yè)的現(xiàn)代化以及文化產(chǎn)業(yè)的多元化為途徑,推動(dòng)安仁縣產(chǎn)業(yè)扶貧工作的開展,實(shí)現(xiàn)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與優(yōu)化,提高縣域產(chǎn)業(yè)經(jīng)濟(jì)的綜合競(jìng)爭(zhēng)力。最后,本文從體制改革、機(jī)制創(chuàng)新、政策優(yōu)惠、組織實(shí)施四個(gè)方面出發(fā),提出了安仁縣產(chǎn)業(yè)扶貧的保障措施。
[Abstract]:The emergence of poverty has long been one of the core issues for world economic development. Experts and scholars from all over the world have carried out various studies on poverty and summed up the financial poverty alleviation. Industry poverty alleviation, ecological poverty alleviation and other poverty alleviation development models, among them, industry poverty alleviation as a "blood type" poverty alleviation development model, in China's poverty alleviation and development work has occupied an important position in recent years. All parts of our country are actively promoting the development of industrial poverty alleviation, and have achieved fruitful results in poverty alleviation. The work of poverty alleviation in Anren County, Chenzhou City, also needs to comply with the trend and take this opportunity to vigorously carry out industrial poverty alleviation construction. Strive to get rid of poverty at an early date. In this paper, the definition of poverty, poverty line measurement and anti-poverty theory and other mainstream poverty theory at home and abroad have been systematically studied, in order to build the theoretical foundation of Anren County industry poverty alleviation. And. This paper summarizes the historical process and main models of poverty alleviation and development in China, and provides practical experience for industrial poverty alleviation in Anren County. Then, the article is based on the natural environment, history and culture, social economy and other basic conditions of Anren County. The poverty situation and special difficulties of Anren County are analyzed, and the necessity of industrial poverty alleviation in Anren County is clarified. Then, this paper selects the GDPs, financial income, output value of three industries and other indicators of the villages and towns in Anren County. Using principal component analysis, the economic intensity, urbanization level and agricultural development of each township in this county were analyzed and compared quantitatively. Build the level system of cities and towns in Anren County and the orientation of the industrial development of each township. On the basis of the construction of the previous system and the orientation of industry, this paper focuses on four aspects: characteristic agriculture, processing manufacturing, modern service industry and cultural industry, and puts forward the characteristic and industrialization of agriculture. The new type of industry, the modernization of service industry and the diversification of cultural industry are the ways to promote the development of industrial poverty alleviation in Anren County and to realize the adjustment and optimization of the regional industrial structure. Finally, this paper puts forward the safeguard measures of Anren County industry poverty alleviation from four aspects of system reform, mechanism innovation, policy preference and organization implementation.
