【摘要】：摘要：長沙經(jīng)濟技術開發(fā)區(qū)(以下簡稱“長沙經(jīng)開區(qū)”)作為國家級經(jīng)濟技術開發(fā)區(qū)、國家新型工業(yè)化產(chǎn)業(yè)示范基地,在經(jīng)歷二十多年的快速發(fā)展后,目前,園區(qū)產(chǎn)業(yè)特色明顯,工業(yè)規(guī)模不斷擴大,產(chǎn)業(yè)聚集和企業(yè)集群快速發(fā)展。然而,隨著長沙經(jīng)開區(qū)工業(yè)產(chǎn)業(yè)集群的不斷發(fā)展,傳統(tǒng)的經(jīng)濟增長模式是把資源持續(xù)不斷地變成廢棄物,忽視了經(jīng)濟結構內(nèi)部各產(chǎn)業(yè)之間的有機聯(lián)系和共生關系,忽視了社會經(jīng)濟系統(tǒng)和自然生態(tài)系統(tǒng)間的物質(zhì)、能源和信息的傳遞、遷移、循環(huán)等規(guī)律。對自然資源依賴程度高、產(chǎn)業(yè)鏈處于初級階段等因素嚴重制約長沙經(jīng)開區(qū)工業(yè)經(jīng)濟的進一步發(fā)展。 本文以“長株潭”一體化和“兩型社會”的建設為契機,通過對長沙經(jīng)開區(qū)產(chǎn)業(yè)生態(tài)化發(fā)展的現(xiàn)狀進行研究,對產(chǎn)業(yè)生態(tài)化發(fā)展的有利因素和制約因素進行分析,對園區(qū)產(chǎn)業(yè)生態(tài)化發(fā)展存在問題的原因進行闡述后,構建了園區(qū)主要行業(yè)的產(chǎn)品代謝鏈和廢物代謝鏈,提出了產(chǎn)業(yè)生態(tài)污染控制的思路,提出了產(chǎn)業(yè)生態(tài)化發(fā)展保障體系構建的策略,以調(diào)整和優(yōu)化區(qū)內(nèi)產(chǎn)業(yè)結構,促進區(qū)域內(nèi)產(chǎn)業(yè)生態(tài)化發(fā)展,最大限度降低污染,保護環(huán)境,實現(xiàn)資源充分和循環(huán)利用,實現(xiàn)產(chǎn)業(yè)活動與生態(tài)系統(tǒng)的良性循環(huán)和可持續(xù)發(fā)展。
[Abstract]:Abstract: Changsha Economic and technological Development Zone (hereinafter referred to as "Changsha Economic and technological Development Zone") as a national economic and technological development zone, the national demonstration base of new industrial industries, after more than 20 years of rapid development, the current. The industrial characteristics of the park are obvious, the industrial scale is constantly expanding, the industrial cluster and enterprise cluster are developing rapidly. However, with the continuous development of the industrial cluster in Changsha Economic District. The traditional mode of economic growth is to continuously turn resources into wastes, ignoring the organic relations and symbiotic relations among industries within the economic structure, and ignoring the matter between social economic system and natural ecosystem. Energy and information transmission, migration, circulation and other factors such as high degree of dependence on natural resources, industrial chain is in the primary stage and other factors seriously restrict the further development of industrial economy in Changsha Jingkai District. Taking the integration of "Chang-Zhu-Tan" and the construction of "two-oriented society" as the turning point, this paper studies the present situation of the ecological development of the industry in Changsha Jingkai District. After analyzing the favorable factors and restricting factors of the industrial ecological development and the reasons of the existing problems in the industrial ecological development of the park, the product metabolic chain and the waste metabolic chain of the main industries in the park are constructed. In order to adjust and optimize the industrial structure, promote the ecological development of the region and minimize the pollution, the paper puts forward the idea of industrial ecological pollution control, and puts forward the strategy of constructing the ecological development guarantee system of the industrial ecological development in order to adjust and optimize the industrial structure in the region. To protect the environment, to realize the full and recycling of resources, and to realize the virtuous cycle and sustainable development of industrial activities and ecosystems.
