【摘要】：廣西北部灣經(jīng)濟(jì)區(qū)是繼深圳特區(qū)、上海浦東新區(qū)、天津?yàn)I海新區(qū)之后國(guó)家重點(diǎn)發(fā)展的第四大經(jīng)濟(jì)區(qū)。為實(shí)現(xiàn)帶動(dòng)、支撐西部大開(kāi)發(fā)戰(zhàn)略和建設(shè)重要國(guó)際區(qū)域經(jīng)濟(jì)合作區(qū)的目標(biāo),廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群依托港口資源發(fā)展臨港產(chǎn)業(yè)集群、依托廣西稀土資源發(fā)展制造產(chǎn)業(yè)集群、依托信息資源發(fā)展高新技術(shù)產(chǎn)業(yè)集群。通過(guò)產(chǎn)業(yè)集群的集聚和發(fā)展,大大提升了廣西北部灣經(jīng)濟(jì)區(qū)的競(jìng)爭(zhēng)實(shí)力,形成了我國(guó)沿海經(jīng)濟(jì)發(fā)展的新一極。但是,隨著產(chǎn)業(yè)集群的不斷壯大,集群內(nèi)企業(yè)所面臨的各種風(fēng)險(xiǎn)也逐漸凸顯。這些風(fēng)險(xiǎn)既表現(xiàn)出產(chǎn)業(yè)集群發(fā)展過(guò)程中的一般特點(diǎn),也表現(xiàn)出顯著的區(qū)域特征。這就要求風(fēng)險(xiǎn)主體通過(guò)采取有效的風(fēng)險(xiǎn)管理方式,科學(xué)地安排風(fēng)險(xiǎn)保障機(jī)制。保險(xiǎn)市場(chǎng)作為金融市場(chǎng)的一個(gè)重要組成部分,通�？梢栽趨f(xié)調(diào)區(qū)域經(jīng)濟(jì)發(fā)展,提供風(fēng)險(xiǎn)保障方面發(fā)揮其特有的作用。同樣,在廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群的發(fā)展過(guò)程中也離不開(kāi)保險(xiǎn)政策的支持。 本文首先梳理了產(chǎn)業(yè)集群與保險(xiǎn)支持的相關(guān)理論,并就產(chǎn)業(yè)集群與保險(xiǎn)業(yè)發(fā)展的相互作用機(jī)理做出闡述。其次,以廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀為切入點(diǎn),通過(guò)不同生命周期、不同產(chǎn)業(yè)性質(zhì)的兩種分類方式,對(duì)廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群所面臨的風(fēng)險(xiǎn)進(jìn)行了分析。在此基礎(chǔ)上,分析了廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群發(fā)展過(guò)程中保險(xiǎn)需求、供給情況。最后,結(jié)合廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群發(fā)展的實(shí)際情況,對(duì)保險(xiǎn)業(yè)如何支持經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群的發(fā)展從組織、機(jī)構(gòu)、市場(chǎng)、監(jiān)管等四個(gè)方面提出政策建議。 本文的研究成果希望能為廣西北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)集群發(fā)展的保險(xiǎn)支持體系建設(shè)及支持措施的制定提供有益的參考,以促進(jìn)經(jīng)濟(jì)區(qū)內(nèi)產(chǎn)業(yè)集群穩(wěn)定快速的發(fā)展。
[Abstract]:Guangxi Beibu Gulf Economic Zone is a national key economic zone after Shenzhen Special Zone, Shanghai Pudong New area and Tianjin Binhai New area. To support the strategy of western development and the goal of building an important international regional economic cooperation zone, Guangxi Beibu Gulf economic zone industry cluster relies on port resources to develop port industrial clusters. Relying on rare earth resources in Guangxi to develop manufacturing industry clusters, relying on information resources to develop high-tech industrial clusters. Through the agglomeration and development of industrial clusters, Guangxi Beibu Gulf Economic Zone has greatly enhanced the competitive strength. It has formed a new pole of economic development along the coast of our country. However, with the continuous expansion of industrial clusters. Enterprises in the cluster face a variety of risks also gradually highlighted. These risks not only show the general characteristics of the development of industrial clusters. It also shows significant regional characteristics, which requires the risk subject to scientifically arrange the risk protection mechanism by adopting effective risk management. The insurance market is an important part of the financial market. In general, it can play a special role in coordinating regional economic development and providing risk protection. Similarly, insurance policy is indispensable in the development of industrial clusters in Guangxi Beibu Gulf Economic Zone. This paper firstly combs the relevant theories of industrial cluster and insurance support, and expounds the interaction mechanism between industrial cluster and insurance industry development. Secondly. With the development of Guangxi Beibu Gulf Economic Zone as the starting point, through the different life cycle, different industrial nature of the two classification methods. On the basis of the analysis of the risk faced by the industrial cluster of Guangxi Beibu Gulf Economic Zone, this paper analyzes the insurance demand and supply situation in the process of the development of the industrial cluster in Guangxi Beibu Gulf Economic Zone. Combined with the actual situation of industrial cluster development in Guangxi Beibu Gulf Economic Zone, the paper puts forward some policy suggestions on how to support the development of industrial cluster in Guangxi Beibu Gulf Economic Zone from four aspects: organization, organization, market and supervision. The research results of this paper hope to provide a useful reference for the construction of insurance support system and the establishment of supporting measures for the development of industrial clusters in Guangxi Beibu Gulf Economic Zone in order to promote the stable and rapid development of industrial clusters in the economic zone.
