【摘要】：中國(guó)農(nóng)業(yè)發(fā)展銀行1994年成立至今,已經(jīng)走過(guò)快二十年的征程,背負(fù)著承擔(dān)我國(guó)農(nóng)業(yè)政策性金融業(yè)務(wù),代理?yè)芨敦?cái)政支農(nóng)資金,為發(fā)展農(nóng)業(yè)、農(nóng)村經(jīng)濟(jì)服務(wù)的使命。中國(guó)農(nóng)業(yè)發(fā)展銀行作為我國(guó)僅有的農(nóng)業(yè)政策性銀行,在服務(wù)“三農(nóng)”、支持社會(huì)主義新農(nóng)村的建設(shè)和促進(jìn)縣域經(jīng)濟(jì)發(fā)展的征程中,無(wú)疑承擔(dān)著歷史的重任,既面臨挑戰(zhàn),又面臨歷史性的機(jī)遇。 隨著全面推進(jìn)社會(huì)主義新農(nóng)村建設(shè)和農(nóng)村金融改革的不斷深入,中國(guó)農(nóng)業(yè)發(fā)展銀行步入一個(gè)重要的發(fā)展時(shí)期。站在一個(gè)新的起點(diǎn)上,面臨著一個(gè)新的機(jī)遇,中國(guó)農(nóng)業(yè)發(fā)展銀行要繼續(xù)認(rèn)真執(zhí)行國(guó)家的相關(guān)金融政策,為促進(jìn)“三農(nóng)”發(fā)展、國(guó)家宏觀調(diào)控服務(wù),制定對(duì)其有利的相關(guān)政策,充分發(fā)揮中國(guó)農(nóng)業(yè)發(fā)展銀行的政策性職能作用。始終堅(jiān)持不斷創(chuàng)新、改革,按照規(guī)范管理、健全體制、提升操作手段、具有可持續(xù)發(fā)展的要求,不斷強(qiáng)化管理,完善機(jī)制。繼續(xù)堅(jiān)持以支持國(guó)家糧棉油儲(chǔ)備業(yè)務(wù)為根本,重點(diǎn)支持農(nóng)村基礎(chǔ)設(shè)施建設(shè)和農(nóng)業(yè)產(chǎn)業(yè)化等新業(yè)務(wù),努力將中國(guó)農(nóng)業(yè)發(fā)展銀行打造為現(xiàn)代農(nóng)業(yè)政策性銀行、“建設(shè)新農(nóng)村的銀行”的品牌形象。 根據(jù)中共中央制定的關(guān)于發(fā)展第十二個(gè)五年計(jì)劃的建議指出：“引導(dǎo)農(nóng)產(chǎn)品加工業(yè)在產(chǎn)區(qū)布局,發(fā)展農(nóng)村非農(nóng)產(chǎn)業(yè),壯大縣域經(jīng)濟(jì),促進(jìn)農(nóng)民轉(zhuǎn)移就業(yè),增加工資性收入�！苯鉀Q“三農(nóng)”問(wèn)題是發(fā)展縣域經(jīng)濟(jì)的切入點(diǎn),對(duì)全面推進(jìn)小康社會(huì)建設(shè)具有重要的作用。農(nóng)村金融是以信用手段動(dòng)員、配置和管理涉農(nóng)金融資本運(yùn)行的活動(dòng)。搞好農(nóng)村金融,并使其健康發(fā)展是我國(guó)當(dāng)前推動(dòng)農(nóng)村經(jīng)濟(jì)增長(zhǎng)與發(fā)展的中心環(huán)節(jié)。通過(guò)本文研究希望能為中國(guó)農(nóng)業(yè)發(fā)展銀行對(duì)縣域經(jīng)濟(jì)發(fā)展的信貸支持提供一些參考意見。 本篇文章通過(guò)對(duì)中國(guó)農(nóng)業(yè)發(fā)展銀行信貸支持縣域經(jīng)濟(jì)發(fā)展的研究,首先介紹中國(guó)農(nóng)業(yè)發(fā)展銀行信貸支持縣域經(jīng)濟(jì)發(fā)展的必要性和可行性；再通過(guò)以中國(guó)農(nóng)業(yè)發(fā)展銀行隆昌縣支行為例,介紹中國(guó)農(nóng)業(yè)發(fā)展銀行隆昌縣支行對(duì)縣域經(jīng)濟(jì)發(fā)展信貸支持的現(xiàn)狀分析,和存在的優(yōu)勢(shì)與困境,以及分析對(duì)縣域經(jīng)濟(jì)發(fā)展的信貸支持存在的問(wèn)題和原因,最后對(duì)存在的問(wèn)題提出解決信貸支持縣域經(jīng)濟(jì)的建議,以及信貸支持的方向和對(duì)策,完善中國(guó)農(nóng)業(yè)發(fā)展銀行的業(yè)務(wù)范圍,防范發(fā)展中的風(fēng)險(xiǎn),實(shí)現(xiàn)可持續(xù)地發(fā)展,為有力促進(jìn)縣域經(jīng)濟(jì)發(fā)展提供更佳的金融服務(wù),促進(jìn)中國(guó)農(nóng)業(yè)發(fā)展銀行更好地推動(dòng)縣域經(jīng)濟(jì)的發(fā)展。
[Abstract]:Since its establishment in 1994, the Agricultural Development Bank of China has gone through a journey of nearly 20 years, bearing the burden of undertaking the agricultural policy finance business of our country, and allocating the financial support funds to agriculture for the development of agriculture. As the only agricultural policy bank in China, the Agricultural Development Bank of China is in the process of serving the "three rural areas", supporting the construction of the new socialist countryside and promoting the development of the county economy. Undoubtedly bearing the heavy responsibility of history, it faces both challenges and historic opportunities. With the deepening of the construction of new socialist countryside and the reform of rural finance, the Agricultural Development Bank of China has stepped into an important period of development, standing at a new starting point and facing a new opportunity. The Agricultural Development Bank of China should continue to conscientiously implement the relevant national financial policies and formulate relevant policies in favor of the country in order to promote the development of agriculture, rural areas and farmers, and the state's macro-control services. We will continue to innovate, reform, standardize management, improve the system, upgrade the means of operation, have the requirements of sustainable development, and continue to strengthen management.
