【摘要】：一個(gè)城市或者一個(gè)地區(qū)要想加快發(fā)展,僅僅立足于本地的自有資源是遠(yuǎn)遠(yuǎn)不夠的,還需要不斷拓展發(fā)展空間,在更大的范圍內(nèi)來進(jìn)行資源的優(yōu)化配置。隨著經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化進(jìn)程的不斷加快,以大都市為中心的城市密集區(qū)所形成的城市新區(qū),正在成為區(qū)域經(jīng)濟(jì)一體化進(jìn)程中的主導(dǎo)力量。城市新區(qū)的主導(dǎo)產(chǎn)業(yè)以其巨大的能量和輻射作用,不斷地向周邊地區(qū)輸出信息、技術(shù)、資本、產(chǎn)業(yè)和服務(wù),促使整個(gè)區(qū)域成為新的經(jīng)濟(jì)增長(zhǎng)極,推動(dòng)一個(gè)地區(qū)乃至一個(gè)國(guó)家的快速發(fā)展。 城市新區(qū)的主導(dǎo)產(chǎn)業(yè)是區(qū)域經(jīng)濟(jì)發(fā)展的命脈和主動(dòng)力,在某種程度上決定了區(qū)域經(jīng)濟(jì)發(fā)展的總體狀況、技術(shù)進(jìn)步速度和競(jìng)爭(zhēng)力。正確選擇和培育城市新區(qū)主導(dǎo)產(chǎn)業(yè),有利于為區(qū)域獲得新的增長(zhǎng)動(dòng)力。 本文首先在借鑒國(guó)內(nèi)外學(xué)者對(duì)城市新區(qū)主導(dǎo)產(chǎn)業(yè)理論研究的基礎(chǔ)上,結(jié)合國(guó)內(nèi)國(guó)家級(jí)新區(qū)主導(dǎo)產(chǎn)業(yè)選擇實(shí)例,對(duì)普灣新區(qū)產(chǎn)業(yè)現(xiàn)狀和主導(dǎo)產(chǎn)業(yè)選擇的原則進(jìn)行了分析；其次,通過層次分析法,建立數(shù)學(xué)模型,進(jìn)行數(shù)據(jù)分析,得出普灣新區(qū)應(yīng)該選擇的主導(dǎo)產(chǎn)業(yè)；最后,對(duì)主導(dǎo)產(chǎn)業(yè)的培育提出對(duì)策建議。 通過對(duì)普灣新區(qū)產(chǎn)業(yè)發(fā)展現(xiàn)狀,區(qū)域優(yōu)勢(shì)進(jìn)行系統(tǒng)分析,發(fā)現(xiàn)普灣新區(qū)由于剛剛成立,其公共基礎(chǔ)設(shè)施還不夠完善,優(yōu)勢(shì)產(chǎn)業(yè)的規(guī)劃缺乏前瞻性和整體性,現(xiàn)有產(chǎn)業(yè)結(jié)構(gòu)不合理以及機(jī)制體制缺乏創(chuàng)新等因素,要求普灣新區(qū)必須重視主導(dǎo)產(chǎn)業(yè)的選擇,通過數(shù)據(jù)分析,本文認(rèn)為,普灣新區(qū)應(yīng)該選擇精細(xì)化工、高端裝備制造和文化教育產(chǎn)業(yè)作為區(qū)域主導(dǎo)產(chǎn)業(yè),并且從加快公共基礎(chǔ)設(shè)施建設(shè),深化機(jī)制體制創(chuàng)新,制定出臺(tái)相關(guān)優(yōu)惠政策,加強(qiáng)招商引資隊(duì)伍建設(shè)、創(chuàng)新招商方式等方面培育主導(dǎo)產(chǎn)業(yè)。
[Abstract]:A city or a region in order to accelerate the development of its own, only based on local resources is not enough, also need to continue to expand the development space, optimal allocation in a wider range of resources. With the development of economic globalization and regional economic integration continues to increase, the formation of city intensive areas in metropolis as the center of the District of the city, is to become the leading force in the process of regional economic integration. The leading industry city with its energy and radiation role, constantly output information to the surrounding areas, technology, capital, industry and services, the entire area has become a new economic growth pole, promote the rapid development of a area or even a country.
The leading industry is the lifeblood of the city district and regional economic development initiative, to some extent, the overall situation of regional economic development, technical progress and competitiveness. The correct choice and the cultivation of new city leading industries, is conducive to regional new growth power.
Firstly, on the basis of research of the theory of leading industry of domestic and foreign scholars on the city district, combined with the domestic national district leading industry for example, selection of puwan new district industry and the leading industry in principle are analyzed; secondly, through AHP, establish mathematical model, data analysis, obtains the leading industry in general Bay area should be chosen; finally, puts forward some countermeasures and suggestions on the cultivation of leading industries.
The development status of puwan new district industry, system analysis of the regional advantages, found the general Bay Area as just set up, its public infrastructure is still not perfect, the advantages of industry planning lack of foresight and integrity, the existing industrial structure is unreasonable and lack of innovation mechanism and other factors, requirements of puwan NEW district must pay attention to the leading industry choose, through data analysis, this paper argues that the general Bay area should choose the fine chemical industry, high-end equipment manufacturing and cultural education industry as a regional leading industry, and from speeding up the construction of public infrastructure, deepen system innovation, formulate the relevant preferential policies, strengthen investment team construction, innovation investment and fostering leading industries.
