【摘要】：株洲市作為中部的一個(gè)新興工業(yè)重鎮(zhèn)，城市化和城市產(chǎn)業(yè)化的進(jìn)程的不斷加快，為了解決城市基礎(chǔ)設(shè)施建設(shè)的資金短缺，克服國(guó)家限制地方政府債務(wù)融資的法律障礙，也如同其他各省、市一樣相繼成立了為地方政府獲取資金的六大融資平臺(tái)。目前地方政府融資平臺(tái)已成為株洲政府發(fā)展區(qū)域經(jīng)濟(jì)的得力“助手”，成為拉動(dòng)投資、拓展項(xiàng)目配套資金的有效途徑，有力支持了各地建設(shè)和經(jīng)濟(jì)發(fā)展。在加快城鎮(zhèn)化建設(shè)、縮小城鄉(xiāng)差距、拉動(dòng)民間資本方面起到了積極的作用。與此同時(shí)，融資平臺(tái)出現(xiàn)了一些急需高度關(guān)注的問(wèn)題，具體表現(xiàn)在平臺(tái)運(yùn)作不規(guī)范、過(guò)度負(fù)債、還款機(jī)制不健全、風(fēng)險(xiǎn)約束機(jī)制不完善等方面。 本文以株洲高新區(qū)為研究對(duì)象，，分析了株洲市政府設(shè)立地方政府融資平臺(tái)的必要性，對(duì)株洲市地方政府融資平臺(tái)的運(yùn)作情況，包括資本金來(lái)源、融資渠道、資金投向、還款來(lái)源及特點(diǎn)進(jìn)行定性和定量分析，全面系統(tǒng)認(rèn)識(shí)株洲市地方政府融資平臺(tái)的發(fā)展現(xiàn)狀及存在的問(wèn)題，提出了有針對(duì)性提出了規(guī)范化發(fā)展我國(guó)地方政府融資平臺(tái)的措施建議。平臺(tái)公司應(yīng)規(guī)范自身發(fā)展，強(qiáng)化自身公司行為，淡化行政色彩；增強(qiáng)風(fēng)險(xiǎn)意識(shí)，建立風(fēng)險(xiǎn)內(nèi)控機(jī)制；積極探索構(gòu)建多元化融資體系，擴(kuò)寬公司融資渠道，如探索設(shè)立股權(quán)產(chǎn)業(yè)基金、充分利用保險(xiǎn)資金等。重視專(zhuān)業(yè)人才的培養(yǎng)等。
[Abstract]:Zhuzhou as a central emerging industrial town, urbanization and urban industrialization of the process of accelerating, in order to solve the shortage of capital for urban infrastructure construction. Legal barriers to State restrictions on the financing of local government debt were overcome, as were other provinces. The city has established six financing platforms for local governments to obtain funds. At present, the local government financing platform has become a powerful "assistant" to the Zhuzhou government in developing regional economy and has become a driving force for investment. The effective way to expand the matching funds of the project has been able to support the construction and economic development of all localities. It has played a positive role in accelerating the urbanization construction, narrowing the gap between urban and rural areas, and stimulating private capital. The financing platform has some problems that need to be paid more attention to, such as the non-standard operation of the platform, excessive debt, imperfect repayment mechanism, imperfect risk constraint mechanism, and so on. This paper takes Zhuzhou Hi-tech Zone as the research object, analyzes the necessity of Zhuzhou Municipal Government to set up local government financing platform, and analyzes the operation of Zhuzhou local government financing platform, including capital sources and financing channels. Capital investment, repayment sources and characteristics of qualitative and quantitative analysis, comprehensive and systematic understanding of Zhuzhou City local government financing platform development status and existing problems. The paper puts forward some measures to standardize the development of local government financing platform in China. The platform company should standardize its own development, strengthen its own behavior, and weaken the administrative color. Strengthen risk consciousness and establish risk internal control mechanism; We should actively explore the construction of a diversified financing system, broaden the financing channels of companies, such as exploring the establishment of equity industry funds, making full use of insurance funds, and paying attention to the training of professionals, etc.
