【摘要】：江澤民同志在黨的十六次全國代表大會上，第一次非常明確地提到了要“壯大縣域經(jīng)濟”。2009年溫家寶總理提出“多渠道促進農(nóng)民增收。大力發(fā)展特色現(xiàn)代農(nóng)業(yè)，扶持農(nóng)產(chǎn)品精深加工和銷售，發(fā)展農(nóng)村二三產(chǎn)業(yè)，加快小城鎮(zhèn)建設(shè)，壯大縣域經(jīng)濟�！�2011年溫家寶總理進一步提出：“大力發(fā)展農(nóng)村非農(nóng)產(chǎn)業(yè)，壯大縣域經(jīng)濟，提高農(nóng)民職業(yè)技能和創(chuàng)業(yè)、創(chuàng)收能力，促進農(nóng)民就地就近轉(zhuǎn)移就業(yè)�！笨h域經(jīng)濟發(fā)展的重要性、必要性、緊迫性，在理論研究和實踐成果下，終于得到了政府的高度重視。 縣制最早起源于西周時期，隨著幾千年的歷史發(fā)展演變，縣域經(jīng)濟始終是國民經(jīng)濟的重要組成部分。縣域經(jīng)濟作為一個功能相對完備和體制較為健全的經(jīng)濟系統(tǒng)單位，具有基礎(chǔ)性、區(qū)域性、獨立性、綜合性、層次性、樞紐性。在我國經(jīng)濟發(fā)展中，縣域經(jīng)濟是富國強民的基石，是國民經(jīng)濟的支柱，是國民經(jīng)濟的發(fā)展動力，是中國新的經(jīng)濟增長極；發(fā)展我國的縣域經(jīng)濟，有利于城鄉(xiāng)經(jīng)濟統(tǒng)籌、協(xié)調(diào)發(fā)展，有利于社會主義新農(nóng)村的建設(shè)，有利于加快鄉(xiāng)鎮(zhèn)農(nóng)村的工業(yè)化、城鎮(zhèn)化進程，有利于我國全面建設(shè)小康社會目標的完成。所以，研究縣域經(jīng)濟，改變縣域經(jīng)濟現(xiàn)狀，發(fā)展縣域經(jīng)濟是當今經(jīng)濟發(fā)展的重要課題。 本文從縣域經(jīng)濟的發(fā)展歷史入手，分析縣域經(jīng)濟在國民經(jīng)濟中的地位和作用，突出強調(diào)山東省縣域經(jīng)濟發(fā)展的必要性和迫切性。針對山東省縣域經(jīng)濟的發(fā)展狀況提出相應(yīng)的建議，并以滕州市經(jīng)濟發(fā)展作為案例，分析建議的可行性。 山東縣域經(jīng)濟在整個國民經(jīng)濟中所占份額較其他沿海經(jīng)濟發(fā)達省份大，山東有91個縣市，占全省139個縣市區(qū)的65.47%，比重高于江蘇、廣東兩省。山東縣域人口占全省總?cè)丝诒戎氐?2.7%，在四省中比重最大的。縣域經(jīng)濟所占份額大、人口多，是山東社會經(jīng)濟發(fā)展與江蘇、浙江、廣東相比存在一定差距的重要原因。 改革開放以來，山東省縣域經(jīng)濟大踏步發(fā)展。2003年全省縣域經(jīng)濟工作會議，出臺關(guān)于加快縣域經(jīng)濟發(fā)展的意見，實施促強扶弱帶中間的“雙30”工程；2006年出臺關(guān)于在新的起點上推進縣域經(jīng)濟又快又好發(fā)展的意見，進一步細化、深化了扶持政策；2008年部署在新起點上推動富民強縣新跨越；2009年，全省縣域經(jīng)濟發(fā)展模式發(fā)生了明顯的改變，產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為9.5:55.8:34.7，縣域經(jīng)濟加速發(fā)展，城鄉(xiāng)居民生活水平顯著提高；2010年，全省122個縣（市、區(qū)）實現(xiàn)生產(chǎn)總值3.28萬億元，占全省的84.1%，地方財政收入1560億元，占全省的56.7%；2011縣域經(jīng)濟實力繼續(xù)增強，地方財政收入過10億元的縣(市、區(qū))達到81個，其中過20億元的40個，過30億元的21個，龍口、鄒平、壽光、滕州、諸城5個縣(市)超過40億元。我省縣域經(jīng)濟發(fā)展取得了明顯成效，有了長足發(fā)展，目前已進入轉(zhuǎn)型升級、重點突破、整體提升的關(guān)鍵階段，仍然面臨一些新的矛盾和問題。 加強政府主導，統(tǒng)籌發(fā)展縣域經(jīng)濟，為縣域經(jīng)濟發(fā)展提供良好的環(huán)境和合理的政策，以及適當?shù)姆龀趾椭笇В瑥亩涌焐綎|省縣域經(jīng)濟的整體發(fā)展。 本文在創(chuàng)作過程中運用了文獻閱讀法、實地調(diào)研法、宏觀與微觀相結(jié)合的方法。本文的創(chuàng)新點在于：首先，選題新穎。山東省滕州市近年來發(fā)展突飛猛進，2011年在全國百強縣市評選中位居32名，在山東省各縣市中經(jīng)濟實力位居前列。滕州市近十年的經(jīng)濟發(fā)展有目共睹，相關(guān)的發(fā)展特色和發(fā)展方式可圈可點，值得深入研究，從而為山東省縣域經(jīng)濟發(fā)展尋求更好的對策。其次，較好地處理了整體、一般與具體和特殊的關(guān)系。文章從縣制的起源說起，整體概述縣域經(jīng)濟的概念和特征。然后聚焦山東省的縣域經(jīng)濟，，研究山東省縣域經(jīng)濟的現(xiàn)狀和問題，尋求相關(guān)發(fā)展對策。最后，以山東省滕州市的縣域經(jīng)濟為重點研究案例，進一步明確山東省縣域經(jīng)濟在發(fā)展過程中的方向和對策。
[Abstract]:Comrade Jiang Zemin at the sixteen National Congress of the party, the first time explicitly referred to "strengthen the county economy".2009 Premier Wen Jiabao proposed "multiple channels to promote farmers' income. Premier Wen Jiabao further pointed out: "vigorously develop non-agricultural industries in rural areas, strengthen the county economy, improving farmers' entrepreneurial skills and occupation, income generating capacity, farmers locally to promote the transfer of employment. The importance of the development of county economy, necessity, urgency, in the theoretical study and practical results, finally got the high attention of the government.
The county system originated in the Western Zhou Dynasty, with a history of thousands of years of evolution, the county economy is an important part of the national economy. County economy as a unit of economic system of a relatively complete and perfect the system, with the basic, regional, independent, comprehensive, multi-level, hub. In the development of China's economy, the county economy is the cornerstone of it, is the pillar of the national economy, is the motive force of the development of the national economy, is China new economic growth pole; the development of China's economy, is conducive to the integration of urban and rural economy, coordinated development, conducive to building a new socialist countryside, to speed up the Township rural industrialization, urbanization, is conducive to China's goal of building a well-off society. Therefore, the research of county economy, change the economic situation, the development of county economy is the economic development. Subject.
From the history of the development of county economy with the analysis of status and role of the county economy in the national economy, to highlight the necessity and urgency of the development of county economy in Shandong province. According to the development of county economy in Shandong province and put forward the corresponding suggestions, and to the economic development of Tengzhou city as an example, the feasibility analysis is suggested.

We should strengthen the government's leading role, coordinate the development of county economy, provide good environment and reasonable policies for the development of county economy, as well as proper support and guidance, so as to speed up the overall development of the county economy in Shandong province.
This paper uses the methods of literature reading in the creation process, the field research method, the combination of macro and micro methods. The innovation of this paper lies in: first, the topic is novel. Shandong city in Tengzhou Province in recent years, the rapid development in 2011, ranked 32 in the selection of the national top 100 counties, in cities and counties of Shandong Province in the forefront of economic strength economic development. Obvious to people in Tengzhou city nearly ten years of development, remarkable characteristics and related development, worthy of further study, so as to seek better solutions for the development of county economy in Shandong province. Secondly, better with the whole body, the general and the specific and special relationship. This paper begins with the origin of the county system, concept and characteristics the whole county economy. And then focus on the county economy in Shandong Province, the status quo and problems of county economy in Shandong Province, for the development of countermeasures. Finally, taking Shandong city of Tengzhou province county The economy is the key research case to further clarify the direction and Countermeasures of the county economy in Shandong Province in the process of development.
