【摘要】：當前,我國正處在全面建成小康社會的決定性階段,解決好人民群眾最關(guān)心、最直接、最現(xiàn)實的收入分配問題,既是全面建成小康社會的基本目標之一,也是人民群眾最為迫切的要求。廣西是我國西部少數(shù)民族欠發(fā)達省區(qū)的典型代表,經(jīng)濟發(fā)展相對落后,人口的民族構(gòu)成也相對復雜,雖然近年來實現(xiàn)了經(jīng)濟的較快增長,但城鄉(xiāng)居民收入差距也在逐年拉大,如何讓城鎮(zhèn)和農(nóng)村居民公平合理地分享經(jīng)濟增長的成果,已經(jīng)引起了區(qū)內(nèi)社會各界的高度重視。收入差距偏大有可能產(chǎn)生諸多的負面效應,僅僅依靠市場經(jīng)濟自身的力量無法完全應對,這是因為解決社會收入分配不公問題是一項全社會性和制度性的再分配活動,所以政府必須進行干預。雖然政府解決收入分配差距問題時可以有多種政策選擇,但財稅政策有著不可替代的地位。 本文基于財稅政策的角度對廣西城鄉(xiāng)收入差距問題進行了探討,并實證分析了現(xiàn)行財稅政策對廣西城鄉(xiāng)收入差距的影響。實證結(jié)果表明：現(xiàn)行財稅政策不利于廣西城鄉(xiāng)收入差距縮�。坏胤截斦С龅某鞘谢瘍A向加劇了廣西城鄉(xiāng)收入差距擴大；農(nóng)民收入增長較慢是廣西城鄉(xiāng)收入差距擴大的重要原因。最后基于實證結(jié)論提出了縮小廣西城鄉(xiāng)收入差距的財稅政策建議：一是在民族區(qū)域自治框架下對健全地方財稅體系申請先行先試；二是加大財政支農(nóng)力度,促進城鄉(xiāng)統(tǒng)籌發(fā)展；三是完善惠農(nóng)富農(nóng)財政政策體系,加速農(nóng)民收入增長。
[Abstract]:At present, China is in a decisive stage of building a moderately prosperous society, to solve the people most concerned about, the most direct, the most realistic problem of income distribution is one of the basic goals, completed a comprehensive well-off society, but also the people's most urgent requirements. Guangxi is a typical representative of the ethnic minorities of Western China in less developed provinces. The economic development is relatively backward, the population of the ethnic composition is relatively complex, although in recent years achieved rapid economic growth, but the urban-rural income gap is increasing year by year, how to make urban and rural residents Gong Pinghe to share the fruits of economic growth, has attracted great attention from all walks of life in the region. The income gap is too large there may have many negative effects, only rely on the market economy itself cannot fully cope with, because it is to solve the problem of unfair distribution of social income is a whole society Therefore, the government must intervene. Although the government can solve the problem of income distribution gap, there can be multiple policy options, but the fiscal and taxation policy has an irreplaceable position.
This paper based on the perspective of fiscal policy on income gap between urban and rural areas of Guangxi are discussed, and an empirical analysis of the impact of fiscal policy on the current income gap between urban and rural areas of Guangxi. The empirical results show that: the current tax policy is not conducive to narrowing the income gap between urban and rural areas in Guangxi city; the tendency of local fiscal expenditure increased to expand the income gap between urban and rural areas of Guangxi farmers' income; slower growth is an important reason to expand the income gap between urban and rural areas of Guangxi. At the end of fiscal policy recommendations to narrow the urban-rural income gap in Guangxi is put forward based on the empirical conclusions: one is the regional ethnic autonomy framework to improve the local tax system for the pilot; two is to increase financial support for agriculture, promote urban and rural development; the three is to improve the system of fiscal policy agricultural rich, accelerate the growth of farmers' income.
