當(dāng)前我國(guó)特殊經(jīng)濟(jì)利益集團(tuán)的政治參與

目前,我國(guó)正處于由傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期。社會(huì)利益結(jié)構(gòu)的分化、重組,政治民主化、法治化的發(fā)展,為特殊經(jīng)濟(jì)利益集團(tuán)的產(chǎn)生提供了客觀的社會(huì)基礎(chǔ)和政治上的可能性,特殊經(jīng)濟(jì)利益集團(tuán)現(xiàn)象的存在成為一種不可否認(rèn)的事實(shí)。特殊經(jīng)濟(jì)利益集團(tuán)往往表現(xiàn)在一些大型壟斷企業(yè)中,比如中國(guó)電信、中國(guó)石油、中國(guó)石化、中國(guó)電力等。最近幾年,這些壟斷集團(tuán)憑借其壟斷地位或政府權(quán)力,開(kāi)始參與政治過(guò)程,影響政府決策,正在由經(jīng)濟(jì)主體向政治主體嬗變,呈現(xiàn)出政治參與傾向。特殊經(jīng)濟(jì)利益集團(tuán)的政治參與是指特殊經(jīng)濟(jì)利益集團(tuán)通過(guò)其組織化形式,參與到政治過(guò)程,影響政府決策、立法、司法來(lái)謀求自己的特殊利益。集團(tuán)介入政治帶來(lái)了雙重效應(yīng):一方面,有利于制度創(chuàng)新,科學(xué)民主決策,利益表達(dá)及社會(huì)穩(wěn)定;另一方面,卻又破壞公平正義,影響政府政策,制約革新深化,加劇貧富懸殊,破壞社會(huì)和諧。因此,必須采取一系列措施,防范和規(guī)制特殊利益集團(tuán)的政治參與行為,為和諧社會(huì)的實(shí)現(xiàn)鋪平道路。論文共分五章。第一章主要闡述特殊經(jīng)濟(jì)利益集團(tuán)政治參與的基本內(nèi)涵,淺析淺析了特殊經(jīng)濟(jì)利益集團(tuán)的概念、類型、特點(diǎn)、形成及其政治參與的含義。第二章介紹了特殊經(jīng)濟(jì)利益集團(tuán)政治參與的基本理論,主要包括集團(tuán)政治參與的資源與動(dòng)因、內(nèi)容與方式。第三章以具體案例從分配性政治參與和強(qiáng)制性政治參與兩個(gè)角度淺析淺析了集團(tuán)政治參與的特點(diǎn)。第四章用馬克思主義的二分法淺析淺析了集團(tuán)政治參與的積極作用與負(fù)面影響。第五章從政策規(guī)制和制度建設(shè)兩個(gè)維度提出了應(yīng)對(duì)集團(tuán)政治參與的對(duì)策。結(jié)束語(yǔ)扼要指出論文的創(chuàng)新和不足之處。

【Abstract】 At present,China is experiencing a critical period of transition from the traditional society to a modern society, with the division and restructuring of social interest and the development of the political democratization and the rule-by -law,all of which have provided an objective basis for the social and political possibilities for the special economic interest groups,the existence of the phenomenon of special economic interest groups is an undeniable fact.Special economic interest groups often existed in a number of large monopolistic enterprises,such as China Telecom,China National Petroleum,China Petrochemical,China’s electric power and so on.In recent years,these monopolistic enterprises began to participate the political process and to exert their influence to government decision-making by taking advantage of monopoly status and privileges and was moving from economic subject to political subject,showing obviously tendency of political participation.The special economic interest groups’ political participation refers to they participate the political process and exert their influence to government decision-making, legislation and judicature to obtain their special interest through organzational way.As a result,their political participation imposed a mixed outcome.On the one hand,it was beneficial to realize the institutional originality, scientification and democratization of decision-making, interest articulation and social stability,on the other hand, it would undermine fairness and justice,influence government policy and restrict the deepening of reform and exacerbate the disparity between the rich and the poor.So a series of measures shuold be adopted to prevent special economic interest groups illegal political participation,and pave the way for the realization of a harmonious society.This paper can be devided into five chapters.Chapter 1 discusses the basic connotation of the special economic interest groups’ political participation,analyzing the concept and the types and the characteristics and the formation of the special economic interest groups and the meaning of the special economic interest groups’ political participation.Chapter 2 introduces the basic theories of interest groups’ political participation,mainly including their resources and motivations,contents and manners.Chapter 3 describes the characteristics of the special economic interest groups’ political participation by several cases from distributional political participation and coercive political participation.Chapter 4 analyzes the positive roles and negative influences of the special economic interest groups’ political participation by the dichotomy of Marxism.Chapter 5 puts forward a series of stretegies to cope with the special economic interest groups’ political participation from two angles of policy-regulation and institutional construction.The conclusion briefly points out this article’ s innovations and flaws.
