封閉社區(qū)治理:國際經(jīng)驗與中國實踐

【摘要】:在過去的30余年里,封閉社區(qū)逐漸成為在全球范圍內(nèi)流行的居住空間模式。歷史上,在不同的國家和地區(qū),封閉社區(qū)的形成和發(fā)展源于各自獨(dú)特的歷史文化條件和政治經(jīng)濟(jì)際遇。美國被認(rèn)為是現(xiàn)代封閉社區(qū)起源的主要國家之一,其封閉社區(qū)的誕生可以歸因于社會經(jīng)濟(jì)狀況、種族歧視、私人偏好和城市公共服務(wù)供給等一系列因素。在中國社區(qū)建設(shè)運(yùn)動的背景下,封閉社區(qū)在基層政權(quán)建設(shè)、基層治理秩序和社會公共服務(wù)等制度供給方面發(fā)揮著巨大的作用,成為中國基層社會治理的基本單元。通過考察中國式封閉社區(qū)的產(chǎn)生、演化、作用等發(fā)展變化,可以反映出中國城市空間結(jié)構(gòu)和社會基層治理的制度變遷以及中國社會階層轉(zhuǎn)變的脈絡(luò)。
[Abstract]:In the past 30 years, closed communities have gradually become a popular living space model all over the world. Historically, in different countries and regions, the formation and development of closed communities stems from their unique historical and cultural conditions and political and economic opportunities. The United States is considered to be one of the main countries of the origin of modern closed communities. The birth of closed communities can be attributed to a series of factors, such as social and economic conditions, racial discrimination, private preferences and the supply of urban public services. Under the background of Chinese community construction movement, closed community plays an important role in the construction of grass-roots political power, grass-roots governance order and social public service, and has become the basic unit of grass-roots social governance in China. By investigating the emergence, evolution and function of Chinese closed communities, we can reflect the institutional changes of urban spatial structure and social grass-roots governance in China, as well as the context of the transformation of social strata in China.
