【摘要】：美國是一個(gè)科技大國,它擁有廣袤的土地、豐富的自然資源。但真正使它富強(qiáng)、不斷創(chuàng)新和可持續(xù)發(fā)展的首要原因,當(dāng)屬它開放的政治、經(jīng)濟(jì)制度和面向全球的人才戰(zhàn)略。美國的人才戰(zhàn)略有開放、務(wù)實(shí)、階段性、包容性、整體性和與時(shí)俱進(jìn)等特點(diǎn)。盡管在歷史的過程中,它的人才政策因?yàn)檎�、種族文化和意識(shí)形態(tài)的原因有過波折和不盡如人意之處,但總體上,在有識(shí)政治領(lǐng)袖的引領(lǐng)下,美國的人才政策一次次都成功地克服了來自不同方面的阻力和干擾,維護(hù)了包容和開放的人才環(huán)境,小心翼翼地保護(hù)著國家的創(chuàng)新能力和核心競(jìng)爭(zhēng)力,使可持續(xù)性的國家創(chuàng)新成為可能。在中國深化改革,面向全球的時(shí)代,回顧美國建國以來的人才戰(zhàn)略,對(duì)我們有重要的啟示。
[Abstract]:The United States is a science and technology power, it has vast land, rich in natural resources. But the primary reason for its prosperity, innovation and sustainable development is its open political, economic system and global talent strategy. The talent strategy of the United States is characterized by openness, pragmatism, phases, inclusiveness, integrity and keeping pace with the times. Although in the course of history, its talent policy has experienced twists and turns and unsatisfactory because of political, racial, cultural and ideological reasons, on the whole, under the guidance of knowledgeable political leaders, Over and over again, the talent policy of the United States has successfully overcome the resistance and interference from different sources, maintained an inclusive and open talent environment, and carefully protected the innovation ability and core competitiveness of the country. Make sustainable national innovation possible. In the era of deepening China's reform and facing the world, it is important for us to review the talent strategy of the United States since the founding of the people's Republic of China.
