【摘要】：農(nóng)村社區(qū)是實(shí)現(xiàn)社會主義新農(nóng)村建設(shè)的有效途徑，政策的調(diào)整為農(nóng)村社區(qū)的快速可持續(xù)發(fā)展提供了歷史機(jī)遇。為了促進(jìn)社會和諧，農(nóng)村的穩(wěn)定是重中之重，，農(nóng)村的社會管理是必須要完善，消除二元化的存在，是促進(jìn)社會公平，保證農(nóng)民安居樂業(yè)，這是建設(shè)和諧社會的基本問題。為了保證農(nóng)村穩(wěn)定，提升農(nóng)村社區(qū)抵御自然災(zāi)害是不可忽視的關(guān)鍵工作，農(nóng)村社區(qū)防災(zāi)減災(zāi)能夠及時、有效地處置應(yīng)付農(nóng)村災(zāi)害，從而使農(nóng)村政治、經(jīng)濟(jì)以及社會生活得到有序運(yùn)行。因此，加強(qiáng)農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制是實(shí)現(xiàn)農(nóng)村社會發(fā)展的必然要求。 本論文以陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制為研究對象，從陜西農(nóng)村社區(qū)的實(shí)際情況出發(fā)，運(yùn)用防災(zāi)減災(zāi)機(jī)制的相關(guān)理論，并在充分借鑒國外實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上，就完善陜西省農(nóng)村社區(qū)的一系列問題進(jìn)行了研究。研究主要是圍繞以下幾個問題展開：一是陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的理論和基礎(chǔ)；二是陜西省農(nóng)村社區(qū)所面臨的現(xiàn)狀；三是陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的所存在的問題以及原因；四是如何進(jìn)一步推進(jìn)并逐步完善陜西省農(nóng)村社區(qū)的防災(zāi)減災(zāi)機(jī)制。 圍繞上述問題，本論文完成的研究工作主要包括以下幾方面的內(nèi)容：第一，論述了陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的理論基礎(chǔ)。主要闡釋了陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制理論的基本內(nèi)涵，陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的理論依據(jù)、現(xiàn)實(shí)意義，并選取了國內(nèi)外的研究現(xiàn)狀進(jìn)行分析。第二，闡釋了陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)的基本現(xiàn)狀，并選取唐灣社區(qū)以及紅旗社區(qū)作為案例來具體研究。第三，闡釋了陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的問題與原因。第四，闡述了完善陜西省農(nóng)村社區(qū)防災(zāi)減災(zāi)機(jī)制的政策建議。主要從災(zāi)前的預(yù)防工作，災(zāi)中的救援工作，災(zāi)后的重建工作的完善進(jìn)行了論述。
[Abstract]:The rural community is an effective way to realize the construction of the new socialist countryside, and the adjustment of the policy provides a historical opportunity for the rapid and sustainable development of the rural community. In order to promote social harmony, rural stability is the most important, rural social management must be perfected, eliminate the existence of dualism, is to promote social equity, to ensure farmers to live and work in peace and contentment, which is the basic problem of building a harmonious society. In order to ensure the stability of rural areas and improve the resistance of rural communities to natural disasters is a key task that cannot be ignored, disaster prevention and mitigation in rural communities can be dealt with in a timely and effective manner to deal with rural disasters, thereby making rural politics, Economic and social life is operating in an orderly manner. Therefore, strengthening the mechanism of disaster prevention and mitigation in rural communities is an inevitable requirement to realize the development of rural society. This paper takes the mechanism of disaster prevention and mitigation in rural communities of Shaanxi Province as the research object, starts from the actual situation of the rural communities in Shaanxi Province, applies the relevant theory of the mechanism of disaster prevention and mitigation, and on the basis of drawing full lessons from the practical experience of foreign countries, A series of problems of perfecting rural communities in Shaanxi Province were studied. The research focuses on the following issues: first, the theory and foundation of disaster prevention and mitigation mechanism of rural communities in Shaanxi Province, the second is the present situation of rural communities in Shaanxi Province, and the other is the present situation of rural communities in Shaanxi Province. The third is the existing problems and reasons of the mechanism of disaster prevention and mitigation in rural communities of Shaanxi Province, and the fourth is how to further promote and gradually improve the mechanism of disaster prevention and mitigation of rural communities in Shaanxi Province. Based on the above problems, the research work completed in this paper mainly includes the following aspects: first, the theoretical basis of the mechanism of disaster prevention and mitigation in rural communities of Shaanxi Province is discussed. This paper mainly explains the basic connotation of the theory of disaster prevention and mitigation mechanism of rural communities in Shaanxi Province, the theoretical basis and practical significance of the mechanism of disaster prevention and mitigation of rural communities in Shaanxi Province, and selects the current research situation at home and abroad to analyze. Secondly, this paper explains the basic situation of disaster prevention and mitigation in rural communities of Shaanxi province, and selects Tangwan community and red flag community as case studies. Thirdly, it explains the problems and reasons of disaster prevention and mitigation mechanism of rural communities in Shaanxi Province. Fourthly, it expounds the policy suggestions to improve the mechanism of disaster prevention and mitigation in rural communities of Shaanxi Province. This paper mainly discusses the prevention work before disaster, the rescue work in disaster, and the perfection of reconstruction work after disaster.
