【摘要】：在當前國家治理體系建設的大思路、大韜略中,財政被賦予了前所未有的深刻使命,成為國家治理的基礎和重要支柱�，F(xiàn)代財政制度,也成為新一輪財稅體制改革的基本目標。新時期探究現(xiàn)代財政制度的建設,既要發(fā)揮市場在資源配置中的決定性作用,又要更好地發(fā)揮政府的調控功能,不僅是一個國家政治、經濟、社會良序運轉的前提和基礎,也是決定國家治理能力強弱的關鍵因素。
[Abstract]:In the construction of national governance system, finance has been endowed with an unprecedented and profound mission, and has become the foundation and important pillar of national governance. The modern financial system has also become the basic goal of a new round of fiscal and tax system reform. To explore the construction of modern financial system in the new period, we should not only give full play to the decisive role of the market in the allocation of resources, but also play a better role in the regulation and control of the government. It is not only the premise and foundation of a country's political, economic, and social orderly operation. It is also a key factor in determining the strength of national governance capacity.
