【摘要】：近年來,我國學(xué)術(shù)界和現(xiàn)實政治領(lǐng)域興起了對協(xié)商民主的關(guān)注和研究。2006年《中共中央關(guān)于加強(qiáng)人民政協(xié)工作的意見》首次以文件的形式提出了協(xié)商民主的概念。2007年提出的《中國政黨制度》白皮書指出“選舉民主與協(xié)商民主相結(jié)合,是中國社會主義民主的一大特點”。2012年11月黨的十八大首次提出并論述了健全社會主義協(xié)商民主制度。按照十八大的要求,充分發(fā)揮人民政協(xié)作為協(xié)商民主重要渠道作用,大力發(fā)展社會主義協(xié)商民主,積極推動協(xié)商民主廣泛多層制度化發(fā)展,既是地方政協(xié)履職的理論問題,又是地方政協(xié)迫切需要不斷創(chuàng)新發(fā)展的實踐問題。 作為云南省會城市的昆明,是全省政治、經(jīng)濟(jì)、文化的中心,又是西南地區(qū)和面向東南亞、南亞的區(qū)域性重要城市。在復(fù)雜多變的國際環(huán)境和全面深化改革背景下,昆明要在全省率先實現(xiàn)全面建成小康社會的宏偉目標(biāo),需要廣泛凝聚智慧和力量,發(fā)揮好人民政協(xié)協(xié)商民主的作用,既是在新形勢下提高對人民政協(xié)地位和作用的認(rèn)識的客觀需要,又是在建設(shè)美好幸福新昆明中進(jìn)一步發(fā)揮人民政協(xié)作用的必然要求。 本文運(yùn)用系統(tǒng)研究、對比、實證、數(shù)據(jù)分析和理論分析等方法,對近年來昆明市政協(xié)在履職過程中發(fā)揮協(xié)商民主的渠道作用進(jìn)行疏理和總結(jié),并分析昆明市政協(xié)協(xié)商民主存在的不足,通過在履職實踐中的協(xié)商民主的實證研究,得出推進(jìn)協(xié)商民主的對策和建議。本文試從本屆市政協(xié)履職的基本情況和主要特點入手,著眼于協(xié)商民主實證分析,并將協(xié)商民主構(gòu)置于人民政協(xié)民主理論的框架中進(jìn)行探索,從而提出進(jìn)一步發(fā)揮協(xié)商民主的重要渠道作用的若干建議。 通過分析認(rèn)為,影響昆明市政協(xié)協(xié)商民主取得實效的主要原因是,缺乏相應(yīng)的制度為保障,協(xié)商的體制上還有亟完善,程序的規(guī)范性、協(xié)商的內(nèi)容和形式較單一,協(xié)商主體的協(xié)商能力等影響了協(xié)商的實效,協(xié)商的成果缺乏監(jiān)督機(jī)制也是較為影響協(xié)商效果的一個重要因素。針對這些問題,并結(jié)合政協(xié)協(xié)商民主存在的共性問題,立足昆明市的實際情況,從政協(xié)的外部環(huán)境和內(nèi)部環(huán)境,提出具體建議：一是深化對人民政協(xié)協(xié)商民主的認(rèn)識；二是要加強(qiáng)對人民政協(xié)協(xié)商民主制度的建設(shè)；三是要培育人民政協(xié)協(xié)商文化和創(chuàng)造協(xié)商的環(huán)境。四是充分發(fā)揮委員的協(xié)商主體作用；五是創(chuàng)新協(xié)商民主的方法和形式；六是強(qiáng)化協(xié)商結(jié)果的運(yùn)用；七是進(jìn)一步探索和開展基層協(xié)商；八是加強(qiáng)政協(xié)機(jī)關(guān)的自身建設(shè)。
[Abstract]:In recent years, In 2006, the views of the CPC Central Committee on strengthening the work of the CPPCC put forward the concept of consultative democracy in the form of documents for the first time. The White Paper on China's political Party system states that "Electoral democracy and consultative democracy should be combined. The 18th National Congress of the Communist Party of China in November 2012 put forward and discussed the perfection of socialist consultative democracy system for the first time. In accordance with the requirements of the 18th CPC National Congress, giving full play to the role of the CPPCC as an important channel for consultative democracy, vigorously developing socialist consultative democracy, and actively promoting the extensive and multi-tier institutionalized development of consultative democracy are both theoretical issues for the local CPPCC to carry out their duties. It is also a practical problem that the CPPCC is in urgent need of continuous innovation and development. As the capital city of Yunnan, Kunming is the center of politics, economy and culture of the province. It is also the southwestern region and the regional important city facing Southeast Asia and South Asia. Under the complex and changeable international environment and the background of deepening reform in an all-round way, Kunming, in order to take the lead in achieving the grand goal of building a moderately prosperous society in an all-round way in the whole province, needs to widely pool wisdom and strength and play a good role in consultation and democracy of the CPPCC It is not only an objective need to improve the understanding of the status and role of the CPPCC under the new situation, but also an inevitable requirement to further develop the role of the CPPCC in the construction of a beautiful and happy new Kunming. Using the methods of systematic research, contrast, empirical analysis, data analysis and theoretical analysis, this paper tries to rationalize and summarize the channel function of consultation democracy in the process of carrying out the duties of CPPCC in Kunming in recent years. Based on the analysis of the shortcomings of consultation democracy in Kunming CPPCC, through the empirical study of consultation democracy in the practice of carrying out its duties, the countermeasures and suggestions to promote consultation democracy are obtained. This paper starts with the basic situation and main characteristics of the performance of the functions of the CPPCC, focuses on the empirical analysis of consultative democracy, and explores the establishment of consultative democracy in the framework of the democratic theory of the CPPCC people's political Consultative Conference (CPPCC). Thus put forward a number of suggestions to further play the important channel role of consultative democracy. Through the analysis, it is concluded that the main reasons affecting the effectiveness of the consultative democracy of the CPPCC in Kunming are the lack of a corresponding system for protection, the urgent improvement of the consultation system, the standardization of the procedures, and the single content and form of the consultation. The consultation ability of the consultation subject affects the effectiveness of the consultation, and the lack of supervision mechanism is also an important factor that affects the consultation effect. In view of these problems, combined with the common problems existing in CPPCC consultative democracy, based on the actual situation of Kunming City, from the external and internal environment of CPPCC, specific suggestions are put forward: first, to deepen the understanding of consultative democracy of CPPCC; Second, it is necessary to strengthen the construction of the consultative democratic system of the CPPCC, and third, to foster a consultative culture of the CPPCC and create an environment for consultation. Fourth, give full play to the main role of committee members in consultation; fifth, innovate the methods and forms of consultative democracy; sixth, strengthen the use of consultation results; seventh, further explore and carry out grass-roots consultations; and eighth, strengthen the self-building of CPPCC organs.
