【摘要】：中國(guó)從20世紀(jì)80年代末開(kāi)始積極探索符合我國(guó)農(nóng)村地區(qū)的農(nóng)村養(yǎng)老保險(xiǎn)制度，到90年代開(kāi)始選取省份試點(diǎn)，并取得初步成效，但是由于國(guó)際經(jīng)濟(jì)環(huán)境、我國(guó)經(jīng)濟(jì)狀況、農(nóng)村養(yǎng)老保險(xiǎn)制度缺陷以及農(nóng)民對(duì)于養(yǎng)老保險(xiǎn)的態(tài)度等各方面的原因?qū)е罗r(nóng)保政策到了90年代后期止步不前，最后停滯。直到2002年，黨的十六大提出有條件的地方可以實(shí)行農(nóng)村養(yǎng)老保險(xiǎn)，至此，我國(guó)一些地方開(kāi)始探索符合地方特點(diǎn)的新農(nóng)村保險(xiǎn)制度。2009年9月，國(guó)務(wù)院正式頒布《指導(dǎo)意見(jiàn)》確定實(shí)施以社會(huì)統(tǒng)籌與個(gè)人賬戶(hù)相結(jié)合和個(gè)人繳費(fèi)、集體繳費(fèi)、政府補(bǔ)貼三位一體的繳費(fèi)方式，，為進(jìn)一步擴(kuò)大試點(diǎn)范圍，2014年2月，國(guó)務(wù)院提出了將原有的農(nóng)村養(yǎng)老保險(xiǎn)與城鎮(zhèn)居民養(yǎng)老保險(xiǎn)合二為一，建立全國(guó)統(tǒng)一的居民養(yǎng)老保險(xiǎn)制度。 本文以我國(guó)的政治經(jīng)濟(jì)環(huán)境以及農(nóng)村養(yǎng)老保險(xiǎn)實(shí)施過(guò)程為背景，通過(guò)對(duì)認(rèn)真查閱相關(guān)資料與試點(diǎn)縣調(diào)查相結(jié)合的基礎(chǔ)上，重點(diǎn)研究山東省農(nóng)村養(yǎng)老保險(xiǎn)制度實(shí)施過(guò)程、現(xiàn)狀以及存在的問(wèn)題，學(xué)習(xí)國(guó)際、國(guó)內(nèi)優(yōu)秀的養(yǎng)老保險(xiǎn)制度實(shí)施經(jīng)驗(yàn)及優(yōu)秀方法，然后根據(jù)山東省的具體情況分析導(dǎo)致問(wèn)題的原因以及推進(jìn)問(wèn)題改進(jìn)的對(duì)策。
[Abstract]:Since the end of the 1980s, China has been actively exploring the rural old-age insurance system in line with China's rural areas. In the 1990s, it began to select provinces as a pilot project and achieved initial results. However, due to the international economic environment, China's economic situation The defects of rural old-age insurance system and farmers' attitude towards old-age insurance lead to the stagnation of rural insurance policy in the late 1990s and finally stagnation. Until 2002, the 16th National Congress of the Communist Party of China proposed that rural old-age insurance could be implemented in places with conditions. At this point, some places in China began to explore a new rural insurance system in line with local characteristics. In September 2009, The State Council formally promulgated the "guiding opinions" to determine the implementation of a trinity payment method based on the combination of social planning and individual accounts, collective payment and government subsidy, in order to further expand the scope of the pilot project, in February 2014, The State Council has proposed to combine the original rural old-age insurance with the urban old-age insurance and to establish a unified national pension system. Based on the political and economic environment of our country and the implementation process of rural old-age insurance, this paper focuses on the implementation process of rural old-age insurance system in Shandong Province on the basis of carefully consulting relevant information and combining the investigation of pilot counties. The present situation and existing problems, learn from the international and domestic excellent pension system implementation experience and excellent methods, and then according to the specific situation of Shandong Province to analyze the causes of the problem and promote the improvement of the countermeasures.
